ANTI-NARCOTICS SQUAD BUSTED MEGA HI-TECH SATTA AND GAMBLING NEXUSM

31 ACCUSED ARRESTED INCLUDING MASTERMIND, DEN OWNER, SOFTWARE DEVELOPER & FUND HANDLERS; ₹8.92 LAKH CASH, 07 LAPTOPS, 38 SMARTPHONES & CUSTOM-MADE JANTRI SOFTWARE RECOVERED

In line with the direction of Worthy Joint Commissioner of Police, Northern Range, Sh. Vijay Singh, IPS, Outer North District Police has achieved a major breakthrough against an organized and technology-driven Satta/Gambling syndicate operating through a sophisticated network of gamblers, operators, fund handlers and software-based betting platforms. The Anti-Narcotics Squad/Outer North District has arrested 31 accused persons, including the alleged mastermind, premises owner, Jantri software developer, data operators, fund handlers, mediators and upper-level syndicate members.

On 09.08.2026, specific information was received regarding an organized gambling/Satta operation being conducted from a premises in Mukundpur, Delhi. Considering the gravity, a dedicated team of Anti-Narcotics Squad/Outer North District, led by Insp. Gaurav Chaudhary, I/C ANS, comprising SI Parveen, SI Pardeep, ASI Pawan, HC Arun was constituted under the close supervision of Sh. Dinesh Kumar/ACP Operations/OND. The team conducted a raid at the gambling den and apprehended 22 persons who were found actively participating in gambling. During the raid, ₹ 6,29,760/- cash stake money, 41 packs of playing cards, 02 Jantri books, 03 diaries, registers, 26 Mobile phones and a whiteboard were recovered/seized.

Accordingly, FIR No. 508/2026 U/S 3/4/5 Delhi Public Gambling Act & 112 BNS was registered at PS Bhalswa Dairy.

HI-TECH SATTA NETWORK UNEARTHED : During sustained investigation of the case, the police team conducted detailed interrogation, technical analysis and surveillance, which revealed that the gambling operation was not merely a local betting den but part of a structured, software-driven Satta network. The investigation revealed separate roles of the accused persons, including: • Main operator/mastermind. • Premises owner. • Jantri software developer. • Data entry operators.• Financial and fund handlers.• Mediators and software deployers. • Collection and WhatsApp relay agents.
• Upper-level syndicate members.

MASTER OPERATOR & PREMISES OWNER ARRESTED On 12.08.2026, sustained investigation led to the arrest of: • Ranjeet, identified as the main operator/mastermind of the gambling operation. • Ramesh Kumar, owner of the premises where the gambling operation was being conducted. Their arrest provided crucial leads regarding the technical and financial structure of the syndicate.

TECHNICAL BACKBONE OF SYNDICATE CRACKED

On 18.08.2026, further investigation led to the arrest of four key operatives: • Pramod Kumar – Data Entry Operator. • Vipin Kumar Jain – Financial & Fund Handler. • Khemchand @ Monu – Mediator & Software Deployer.
• Rahul Dilwaliya – Software Developer who designed the specialized Jantri Satta software used for betting entries.During the operation, 05 laptops and 05 smartphones were recovered. The investigation revealed that the customized software was being used for maintaining and processing betting entries and facilitating the organized Satta operation.

INTER-STATE & REGIONAL LINKS UNEARTHED

Further technical and field investigation revealed links of the syndicate with betting networks associated with Gali Disawar, Faridabad, Ghaziabad and Delhi Bazar.

On 20.08.2026, the team apprehended: • Amit – Data Operator. • Rahul Kumar – Collection & WhatsApp Relay Agent. • Nanak Sahu – Upper Link of the syndicate.

A raid was also conducted at the hideout of Nanak Sahu, resulting in the recovery of: • ₹2,62,500/- cash • 01 ASUS Laptop • 03 high-end smartphones• 01 Suzuki Burgman Scooty bearing registration No. HR02AV3399.

2. Ramesh Kumar R/o Mukundpur, Delhi. Age: 42 years. Role: Premises Owner
3. Rahul Dilwaliya R/o Mangolpuri, Delhi. Age: 40 years. Role: Jantri Satta Software Developer
4. Pramod Kumar R/o Narela, Delhi. Age: 39 years. Role: Data Entry Operator.
5. Vipin Kumar Jain R/o Nathupura, Delhi. Age: 35 years. Role: Financial & Fund Handler
6. Khemchand @ Monu R/o Sultanpuri, Delhi. Age: 36 years. Role: Mediator & Software Deployer.
7. Amit R/o Burari, Delhi. Age: 37 years. Role: Data Operator.
8. Rahul Kumar R/o Mukundpur, Delhi. Age: 25 years. Role: Collection & WhatsApp Relay Agent.
9. Nanak Sahu R/o Azadpur, Delhi. Age: 45 years. Role: Upper Link of the Syndicate. He has previously involved in 02 cases under Gambling Act, registered at PS Adarsh Nagar and PS Burari.)
10. 22 Active Gamblers/Bettors apprehended from the gambling den during the initial raid.

RECOVERY: • ₹8,92,260/- total cash/stake money.  ₹6,29,760/- recovered from the gambling den.  ₹2,62,500/- recovered during subsequent raid.  07 Laptops,  38 Smartphones, including 12 smartphones having jantri software.  Custom-made Jantri Satta software containing betting-related data  01 Suzuki Burgman Scooty.  41 packs of playing cards.  02 Jantri books.  03 diaries,  Registers and whiteboard

Further investigation is in progress to trace the complete financial and banking trail of the syndicate, Identify and apprehend other persons involved in the regional and inter-state Satta network and to analyse the seized laptops, smartphones and Jantri software to identify additional operators and betting transactions. Efforts are also being made to establish the complete network connecting the accused with Gali Disawar, Faridabad, Ghaziabad and Delhi Bazar. and to identify the beneficiaries and fund routers associated with the organized gambling operation, said Shobhit D.
