The Directorate of Enforcement (ED), Chandigarh Zonal Office-I, has provisionally attached seven immovable properties valued at approximately Rs. 1.50 Crore under the provisions of the Prevention of Money Laundering Act (PMLA), 2002, in connection with a money-laundering investigation against Swarnjeet Singh, the then SDE (SMSC), BSNL, Chandigarh, and others.
ED investigation was initiated on the basis of an FIR registered by CBI, ACB, Chandigarh, against Swarnjeet Singh, M/s Doorsteps Solutions and others. ED investigation revealed that Swarnjeet Singh, in criminal conspiracy with Saurabh
Tyagi, Marconi James Macwan and Preeti Gohel, facilitated unauthorised access to BSNL’s SMSC infrastructure, thereby enabling bulk SMS traffic to be routed by bypassing the mandatory DLT/Tanla platform and the prescribed billing mechanism.ED investigation further revealed that approximately 63.37 Crore bulk push SMS messages were illegally routed through the SMSCs, resulting in an estimated revenue loss of Rs. 5.42 Crore to BSNL, including Rs. 4.05 Crore (Approx) towards Interconnection Usage Charges. It was further revealed that M/s Smart Technology / M/s Doorsteps
Solutions and their partners availed themselves of such unauthorised bulk SMS services at rates below the prevailing market rates and derived financial benefits therefrom.The attached properties comprise agricultural land situated in SAS Nagar (Mohali), Punjab, and residential and commercial properties situated in Vadodara, Gujarat. With the present attachment, the total value of properties attached in the case stands at Rs. 2.30 Crore (Approx).
The Proceeds of Crime, as quantified at the present stage of the ED investigation, amount to approximately Rs. 6.47 Crore. Earlier, ED had provisionally attached property worth Rs. 80 Lakh on 27.03.2025 in the matter.
