Chief Justice of India, Justice Sh. Surya Kant said that the construction of judicial complexes equipped with state-of-the-art facilities is a clear reflection of the Haryana Government’s sensitivity and commitment towards strengthening the justice delivery system. Owing to the proactive support of the State Government, judicial infrastructure in Haryana is being significantly strengthened, and judicial buildings such as the Tower of Justice will contribute to creating a more conducive environment for the administration of justice. The Chief Justice of India was addressing the gathering at the inauguration ceremony of the Tower of Justice in Gurugram on Sunday.

Chief Justice of India, Justice Sh. Surya Kant inaugurated the ‘Tower of Justice’ judicial complex in Gurugram on Sunday in the august presence of Haryana Chief Minister Sh. Nayab Singh Saini, Union Minister for Housing and Urban Affairs Sh. Manohar Lal, Union Minister of State for Law and Justice Sh. Arjun Ram Meghwal, Union Minister of State Sh. Rao Inderjit Singh, Justice Vikram Nath, Acting Chief Justice of the Punjab and Haryana High Court Justice Ashwani Kumar Mishra, Justice Harsimran Singh Sethi, Chairman, Building Committee, Punjab and Haryana High Court, Justice Deepak Sibal and Justice Harpreet Singh Brar. During the same programme, the Chief Justice also laid the foundation stone of the Tawadu and Punhana Judicial Complexes in Nuh district through virtual mode.

CJI Sh. Surya Kant, Chief Minister Sh. Nayab Singh Saini and other dignitaries honoured the workers who contributed to the construction of the Tower of Justice by presenting them with mementoes.

Justice Surya Kant said that the occasion was especially significant for him. He recalled that in January 2017, while serving as a Judge of the Punjab and Haryana High Court, he had the privilege of performing the groundbreaking ceremony of this judicial complex. He said that Gurugram, once known primarily for agriculture, has today emerged as a major hub of industry, innovation and investment. More than half of the Fortune 500 companies have their regional offices in Gurugram, while over 1,500 Indian companies and start-ups are operating in the city.

With the expansion of business and economic activities, disputes relating to property, technology, contracts and employment have also increased. At present, Gurugram courts are dealing with more than 24,000 civil disputes, nearly 1,000 commercial disputes and over one lakh cases under the Negotiable Instruments Act. These figures indicate the growing responsibility of the judicial system. At such a time, the Tower of Justice is not merely a modern building but a means of making access to justice more effective. He said the true significance of courts lies not in the grandeur of their buildings but in how effectively they reduce the distance between citizens and justice. This complex symbolises that vision.

Justice Surya Kant said that the creation of additional courts will facilitate the hearing of more cases, accelerate the disposal of pending matters and significantly enhance judicial capacity, particularly in commercial disputes and cases under the Negotiable Instruments Act. He said that the priority should always be to establish a judicial system that is both efficient and impartial. While speed in justice is essential, it should never come at the cost of constitutional values. Keeping modern requirements in mind, the complex has been equipped with facilities such as video conferencing and a well-organised judicial record room. Another significant feature of the project is the proposed International Arbitration Centre, which will function under the supervision of the High Court.

He further said that the objective is to build a judiciary that is modern yet humane, technologically advanced yet firmly rooted in constitutional values, and sensitive enough to understand the human lives behind every case. While the focus remains on the expeditious disposal of cases, equal efforts should be made to ensure that no citizen feels deprived of justice because of economic, social or procedural barriers. He expressed confidence that the Tower of Justice would not remain merely an imposing structure but would emerge as a symbol of fair, effective and compassionate justice for every citizen.

Tower of Justice is a Symbol of the Dignity of the Constitution: Chief Minister

Haryana Chief Minister Sh. Nayab Singh Saini said that the state-of-the-art Tower of Justice judicial complex in Gurugram is a powerful symbol of the dignity of the Constitution, the prestige of the judiciary and the unwavering faith of citizens in the justice delivery system. He said that along with economic progress, a speedy, accessible and transparent justice system is equally essential for building a Viksit Bharat.

The Chief Minister said that Gurugram has today emerged as a leading centre of knowledge, technology, innovation, start-ups and global investment. The establishment of a modern judicial complex in such a city will further strengthen and improve the justice delivery system. He said that the foundation stone of this building was laid in 2017, and its inauguration today by the Chief Justice of India, Justice Sh. Surya Kant, is an inspiring and historic coincidence. Referring to Prime Minister Sh. Narendra Modi’s vision of a Viksit Bharat by 2047, he said that along with Ease of Doing Business, equal importance must be given to Ease of Justice. The justice delivery system should be simple, accessible, transparent and time-bound so that every citizen receives timely justice and economic development is supported by a strong legal framework.

Referring to the dialogue between Yudhishthira and the Yaksha in the Mahabharata, Sh. Saini said that the foundation of the Indian justice tradition is based on impartiality, righteousness and principles. He expressed confidence that this judicial complex, established on the sacred land of Guru Dronacharya and Mata Sheetla Devi, would further strengthen public faith in justice, the Constitution and democratic values in the years to come. Describing the Tower of Justice, he said that the complex, developed in two towers, is among the largest judicial complexes in North India. Compared to the earlier complex having 45 courtrooms, the new facility houses 55 modern courtrooms. It also includes a bank, post office, bar library, mediation centre and several other modern amenities, making the judicial process more efficient, effective and citizen-friendly.

On the occasion, the Chief Minister also announced that a portion of the old judicial complex will be earmarked for the construction of modern chambers for advocates, so that they are provided with better and adequate workspace.

Modern Judicial Infrastructure Will Further Strengthen Public Confidence in Justice System: Manohar

Addressing the gathering, Union Minister for Power, Housing and Urban Affairs Sh. Manohar Lal said that the inauguration of the Tower of Justice is not merely the opening of a new building but an important step towards strengthening the faith of citizens in the justice delivery system. He said that every person who approaches a court comes with the hope of receiving justice. Therefore, the atmosphere within the court, the facilities available and the overall judicial experience play an important role in reinforcing public confidence. He added that with the increasing number of cases in a rapidly developing district like Gurugram, there was a pressing need for a modern judicial complex equipped with world-class facilities. The complex provides excellent infrastructure for judges, lawyers and litigants, making the judicial process more organised and effective.

He said that the building is not only an example of modern infrastructure but also a significant step towards making justice more dignified and accessible. He observed that most disputes today relate to land, family and other social matters, resulting in a continuous increase in the burden on courts. Therefore, along with expanding judicial infrastructure, it is equally important to reduce unnecessary litigation and strengthen alternative dispute resolution mechanisms such as mediation and Lok Adalats. He said that while the Government has introduced several reforms focusing on transparency, digitisation and citizen welfare, it remains open to constructive suggestions if court decisions indicate the need for further policy improvements. He called upon the judiciary, executive, legislature and legal fraternity to work in close coordination to ensure that justice is accessible, affordable and delivered within a reasonable timeframe, thereby further strengthening public trust in the judiciary.

Tower of Justice Symbolises a Strong, Accessible and Citizen-Centric Justice System for a Viksit Bharat: Arjun Ram Meghwal

Union Minister of State for Law and Justice Sh. Arjun Ram Meghwal said that the day marks not only the inauguration of a new court building but also an important milestone in the collective commitment to making the justice delivery system more accessible, effective and citizen-centric. He said that the Tower of Justice in Gurugram is an outstanding example of modern judicial infrastructure and a result of coordinated efforts between the executive and the judiciary. Referring to Gurugram’s rich historical and cultural heritage, he said that the city, associated with Guru Dronacharya, the sacred shrine of Mata Sheetla and the traditions of the Mahabharata, is now creating a new identity in the field of justice as well. Referring to Prime Minister Sh. Narendra Modi’s mantra of “Reform, Perform and Transform”, he said that a modern, transparent and robust justice system is indispensable for building a developed India.

He said that the Central Government is continuously strengthening the infrastructure of subordinate courts to accelerate judicial reforms. Through initiatives such as e-Courts, e-Filing, e-Prosecution, e-Prisons, e-Forensics, e-Seva Kendras, digital payments and national judicial digital systems, the justice delivery process is becoming simpler, safer and faster. He expressed confidence that this complex would become a strong symbol of a developed, inclusive and just India.

Every Citizen Should Receive Timely and Accessible Justice: Rao Inderjit Singh

Union Minister of State Sh. Rao Inderjit Singh said that Prime Minister Sh. Narendra Modi’s vision of Ease of Doing Business and Ease of Living can be realised only when every citizen has access to timely and affordable justice. He said that India is steadily progressing towards becoming a developed economy, and the rule of law forms its strongest foundation. Since 2014, more than 1,500 obsolete laws have been repealed. Through the Jan Vishwas Act and the Bharatiya Nyaya Sanhita, several minor offences have been decriminalised, making the justice delivery system more transparent, reliable and technology-driven. Reforms such as the National Judicial Data Grid, e-Filing, AI-based case management and the expansion of commercial courts are playing a significant role in reducing pendency. He said that the Tower of Justice, built over nearly seven acres with 55 courtrooms, is a powerful symbol of these reforms and will ensure that justice is neither unnecessarily delayed nor denied to any citizen. As Gurugram rapidly emerges as the country’s economic capital, the city has now received judicial infrastructure befitting its growing stature and requirements.

Tower of Justice Reflects the Resolve to Further Strengthen Public Faith in Justice System: Justice Ashwani Kumar Mishra

Delivering the welcome address, Acting Chief Justice of the Punjab and Haryana High Court Justice Ashwani Kumar Mishra said that the day was historic and a matter of pride for Gurugram. He stated that the vision behind this magnificent judicial complex was conceived by the Hon’ble Chief Justice of India and realised through the collective efforts of the Haryana Government and the Public Works Department (PWD). He acknowledged that the achievement was not only the result of the efforts of officials and institutions but also of thousands of construction workers, masons, engineers and support staff whose dedication turned the vision into reality. He also expressed gratitude to the local judicial officers, court staff, advocates and everyone associated with the justice delivery system for their commitment and dedicated service, which ensured the smooth functioning of judicial work. Justice Harsimran Singh Sethi, Chairman, Building Committee, Punjab and Haryana High Court, proposed the vote of thanks.
