LIFE CONVICTED FUGITIVE IN 31 YEARS OLD KIDNAPPING FOR RANSOM CASE OF RS. 1 CRORE ARRESTED FROM DEHRADUN

ACCUSED WAS ABSCONDING IN THIS CASE FOR LAST 26 YEARS,  HE HAD DEMANDED RANSOM OF ₹ 1 CRORE, OUT OF WHICH ₹ 10 LAKH WAS RECOVERED FROM HIS POSSESSION AT THE TIME OF HIS ARREST IN THE YEAR 1995., A REWARD OF ₹ 5,000/- WAS ALSO DECLARED FOR HIS ARREST IN THE YEAR 2000. HE WAS ALSO DECLARED A PROCLAIMED OFFENDER IN THIS CASE.. HE WAS SENTENCED TO LIFE IMPRISONMENT IN THIS CASE AND WAS RELEASED ON INTERIM BAIL IN THE YEAR 2000 BY THE HON’BLE HIGH COURT OF DELHI. HOWEVER, HE FAILED TO SURRENDER THEREAFTER AND REMAINED ABSCONDING FOR THE NEXT 26 YEARS.

A team of ARSC, Crime Branch, led by Inspector Robin Tyagi under the leadership of Sanjay Nagpal, ACP/ARSC, Crime Branch and under the supervision of Sh. Sanjeev Kumar Yadav, IPS, DCP/Crime Branch, has successfully arrested an absconding life-convicted criminal, namely Amit Yadav S/o Sh. Ram Richpal Singh, R/o Dehradun, Uttarakhand, aged 57 years, from Dehradun, Uttarakhand, on the night of 13.08.2026. The accused was wanted in a 31-year-old kidnapping-for-ransom case of ₹ 1 Crore, registered vide FIR No. 716/1995 dated 13.09.1995, U/s 364A/368/394/506/323/201/34 IPC, PS Patel Nagar, Delhi. He had been convicted and sentenced to life imprisonment in the case but had been absconding for the last 26 years after obtaining interim bail in the year 2000. A reward of ₹5,000/- had also been declared for his arrest in the year 2000.

The present case pertains to the kidnapping of Rishi Sethi for ransom of ₹ 1 crore. On 12.09.1995, at about 7:00 PM, Rishi Sethi was sitting in his car near the residence of the Director, AIIMS, when 3–4 persons forcibly overpowered him, assaulted him, blindfolded him and abducted him in his own car. Thereafter, he was taken to an unknown place and illegally confined.

During the investigation, the kidnappers demanded a ransom of ₹ 1 crore from the family of the victim. Acting upon the directions of the accused persons, a ransom amount of ₹ 10 lakh was kept in Room No. 221 of Hotel Mayur, Meerut. On 16.09.1995, accused Amit Yadav was apprehended by the police at Meerut after he collected the ransom money. The entire ransom amount of ₹ 10 lakh was recovered from his possession.

On the basis of his disclosure and subsequent investigation, the police reached rented House No. R-63, Raj Kunj, Raj Nagar, Ghaziabad, UP of accused Amit Yadav where victim Rishi Sethi was found illegally confined and chained inside a storeroom. He was safely rescued. During the investigation, incriminating articles including the lock, keys, bandages and other articles connected with the offence were also recovered.

The accused was initially arrested in the present case on 17.09.1995. Subsequently, vide order dated 25.08.1999, he was convicted and sentenced to life imprisonment along with a fine of ₹2.50 Lakhs. Accused Amit Yadav preferred Crl. Appeal No. 569/1999 before the Hon’ble High Court of Delhi and was granted interim bail on 15.01.2000 for a period of one month. However, he failed to surrender thereafter and absconded.

On 13.12.2000, the appeal filed by accused Amit Yadav was subsequently dismissed by the Hon’ble High Court of Delhi, thereby confirming his conviction and sentence. Thereafter, a reward of ₹5,000/- was declared for his arrest in the year 2000, and he was also declared a Proclaimed Offender. Despite sustained efforts by various agencies, he continued to evade arrest for about 26 years.

A dedicated team of ARSC, Crime Branch, was tasked with maintaining surveillance on fugitives involved in heinous crimes. During the course of this ongoing operation, Inspector Robin Tyagi received credible secret information regarding fugitive namely Anil Yadav.

The case was more than three decades old and the foremost challenge before the Crime Branch team was to establish the identity of the absconding convict. Owing to the age of the case, no photograph of the accused was available either with the jail authorities or with Delhi Police. Even the relevant case documents and records could not initially be traced. In these circumstances, assistance was sought from the Crime Record Office and Finger Print Bureau, Crime Branch, Delhi Police. After sustained efforts, the biometric details of the accused, which had been recorded at the time of his conviction in 1999, were successfully traced. These records proved crucial in establishing the identity of the absconding life convict. The role and assistance of Sh. Subhash Chander, Director, Finger Print Bureau, Crime Branch, Delhi Police, and Inspector Braham Prakash, Crime Record Office, Delhi Police, proved instrumental and crucial in identifying the absconding convict after more than three decades.

The information was further developed, revealing that accused Anil Yadav has been residing at a hideout in the District Dehradun, Uttarakhand. Accordingly, a raiding team led by Inspector Robin Tyagi, comprising ASI Sanjeev Kumar, ASI Sachin Singh, HC Mintu Yadav and HC Sawai Singh of ARSC, Shakarpur, Crime Branch, was constituted to apprehend the above said fugitive.

On 13.08.2026, acting on specific intelligence, a raid was conducted in District Dehradun, Uttarakhand. As a result, absconding accused namely Anil Yadav was successfully apprehended.
This successful operation is the result of the dedicated, persistent, and painstaking efforts of the Delhi Police, reaffirming its commitment to ensuring that no one can escape the long after of the law.

INTERROGATION: During sustained interrogation, accused Amit Yadav disclosed that after absconding in the year 2000, he vacated his rented house located in Ghaziabad, Uttar Pradesh, and severed all known links reflected in the records of Delhi Police. Thereafter, he sold all his ancestral property situated in Village Saidpur, District Baghpat, Uttar Pradesh. In order to evade his arrest, he initially shifted to Rishikesh, Uttarakhand, where he continuously changed his hideouts and whereabouts. Subsequently, in the year 2001, he shifted to Dehradun, Uttarakhand, where he changed his identity details and established a new life under a changed identity. PROFILE OF ACCUSED: Accused Amit Yadav is a native of Village Saidpur, District Baghpat, Uttar Pradesh. Following his arrest, he has been lodged in Tihar Jail. The respective local police station has also been informed regarding his arrest for initiating further legal proceedings.
