TWO ACCUSED ARRESTED WHO WERE INVOLVED IN DEFRAUDING VARIOUS MERCHANTS / VENDORS, WORTH CRORES OF RUPEES IN THE NAME OF SUPPLIES FOR TENDERS OF GOVT. OF INDIA FLAGSHIP PROGRAMME, CREATING A FAKE WEBSITE IN THE NAME OF RASHTRIYA GRAMIN SAKSHARTA MISSION

Economic Offences Wing (EOW), Delhi Police trpotyrfly arrested two accused namely Karunakar @ Ratnakar Upadhyay and Ms Anita Upadhyay involved in a number of criminal cases for cheating various merchants/vendors assuring them allotment of tenders of Rashtriya Gramin Saksharta Mission (RGSM), for supply of uniforms, bags, medical kits etc.
A case vide FIR no. 70/25 PS EOW, Delhi, has been registered on the complaint of Capt. Shivender Singh Bakshi. The complainant has alleged that he was lured and induced by the accused persons namely Ms Anita Upadhaya & ohetd under criminal conspiracy to register as vendor in Rashtriya Gramin Saksharta Mission, stated to be a Govt of India Undertaking, for supply of school dress to be distributed to the students from the underprivileged section of the society in various states under the colour of government supply.
(SUBHEAD)After taking delivery of school dresses from the complainant, the accused persons did not pay the amount and misappropriated the same. The accused persons induced the complainant to pay approx Rs. 2 Crores as commission for the allotment of tender. Accordingly, a case was registered and investigation taken up. Three more such cases have been registered at EOW on the complaints of three more vendors/merchants which are under investigation.
INVESTIGATION: Amrutha Guguloth, IPS, Addl. Commissioner of Police, Economic Offences Wing, said,the accused Ratnakar Upadhyay created a fake website in the domain name of Rashtriya Gramin Saksharta Mission (RGSM) and accused Anita opened a bank account in the name of RGSM. The banking transactions prove transfer of money from the account of complainant party to the account of RGSM.
Accused Ratnakar Upadhyay has withdrawn a huge amount of Rs. 3.5 cr from the account of trust RGSM and used for personal gain. Accused Ms Anita Upadhyay was the Head of the Trust RGSM and she has also been found to be beneficiary of an amount from the account of RGSM.
Both accused were arrested in two cases, in FIR No. 70/25 PS EOW on 16.07.2025 and then in FIR No. 69/25 PS EOW on 21.07.25. Police custody remand was obtained in both cases from the court concerned.
During investigation two truck loads containing 45000 uniforms of Rs.1.5 cr value (approx.) supplied by the complainant on the instructions of RGSM have been seized. Both accused have earlier been arrested by Chhatisgarh Police for the similar offence related to supplies for RGSM. Further investigation is in progress.
KNOW THE ACCUSED: Accused Karunakar @ Ratnakar Upadhyay, age-40 years, is an art graduate, and previously involved in number of criminal cases of UP, Chhatisgarh, including a rape case of Delhi vide FIR no.770/23 PS Paharganj & a case in UP. While accused Ms Anita Upadhyay age-35 years is a science graduate and head of alleged Trust RGSM. She has also been arrested by Chhattisgarh Police in a similar case. Both were unemployed and thus started cheating the public for earnings/easy money.
MESSAGE FORAWARENESS: The general public must verify the details of the agency/office from Govt offices and authorized websites before going ahead with making investments and applying for tenders. Any investment/payments preferably be made through banking channels and not in cash and receipt be also obtained. They must visit the Govt offices and be assured about the schemes/tenders floated and the concerned Govt officials involved in the task.
