A Team of Special Cell SR led by Insp. Shiv Kumar and Insp. Jitender Mawi supervised by ACP Attar Singh have arrested two active gangsters of notorious Lawrence Bishnoi-Sampat Nehra-Tinu Bhiwani gang after an exchange of fire in the area of Lado Sarai in Delhi on the intervening night of 29 & 30.09.2022. Deepak @ Deepa @ Popat (age 32 yrs) s/o Mahesh Kumar, r/o 218/2, Ramganj Mohalla, Dadri Gate, Bhiwani, Haryana and Gulshan Kumar @ Gulia @ Gullu (38 yrs) s/o Gyan Chand r/o House no 96/8, Arya Nagar, Bahadurgarh, Haryana were arrested at 10.20 pm on 30/09/2022 near DDA land at 60 foota Pahari road, Lado Sarai, Delhi.
One semi-automatic pistol of .32 with four live cartridges was recovered from Deepak @ Popat and a single shot pistol of .315 bore with two live cartridges was recovered from Gulshan Kumar. A stolen TVS bike No. DL-5S CF 8987 was also recovered from both the arrested gangsters.
There was an information with team of Special Cell/SR about the movements of Deepak @ Popat with his associate Gulshan in South Delhi area for the last one month. This information was further developed by Special Cell by mounting manual as well as technical surveillance on both the gangsters. After efforts of one month, requisite intelligence in this regard was collected.(SUBHEAD)
On 30.09.2022, a specific information was received in Special Cell about arriving of Deepak @ Popat and Gulshan Kumar, both the active members of Lawrence Bishnoi-Sampat Nehra gang on a TVS bike on 30/09/2022 between 10 pm to 11 pm near DDA land in Lado Sarai, Delhi. A team led by Insp. Shiv Kumar was formed and a trap was laid at above place in Lado Sarai, Delhi.
At about 10.15 pm on 30/9/2022, Deepak @ Popat and Gulshan Kumar were seen arriving from Chhatarpur side and going towards Lado Sarai Delhi. After disclosing the identity of police, both the accused persons were signalled to stop by the team at checking point but Deepak @ Popat suddenly whipped out a pistol and fired a round towards the members of raiding party.
Mr, Jasmeet Singh, IPS, Dy. Commissioner of Police, Special Cell, said, members of the team also fired in self defence to overpower the accused persons. Finally, both the gangsters were nabbed and disarmed by the members of the police team. Two rounds were fired in exchange of fire i.e. one by Deepak and one by police in self defense to overpower both the criminals.
One semi-automatic pistol of .32 with four live cartridges was recovered from Deepak and a single shot pistol of .315 bore with two live cartridges was recovered from Gulshan Kumar. A TVS bike was also recovered from the duo about which they disclosed that they had stolen it from the area of Yamuna Vihar in Delhi about two months ago. A case under appropriate sections of law was registered in PS Special Cell regarding arrest of above two by Special Cell.
Both the above arrested accused persons are close associates of notorious gangsters namely Lawrence Bishnoi, Sampat Nehra, Deepak @ Tinu Bhiwani, Manoj Bakkarwala and Raju Basaudi. Both the accused persons are involved in multiple criminal cases in Delhi and Haryana. Deepak @ Popat was presently wanted and absconding in 6 criminal cases i.e. 4 in Haryana and 2 in Delhi.
Deepak @ Popat has disclosed that he alongwith Sampat Nehra and 3/4 other associates had waylaid a cashier of a petrol pump and robbed him of cash amounting Rs. 29 lacs on 24.12.2018 when he was going to deposit the cash of petrol pump in SBI bank in Pooth Kalan in the area of PS Sultanpuri Delhi. Deepak @ Popat absconded and he could not be arrested in this case.
Deepak @ Popat alongwith Tinu Bhiwani, Raju Basaudi and his other associates were going in their car when they were challenged by Sonipat police in Gohana, Haryana on 10.01.2018. Deepak @ Popat and his associates had fired on the police. During the trial of the case, Deepak @ Popat got bail from the court but he did not surrender and absconded. He was declared PO by the court on 30.08.2022 in above case.
Deepak @ Popat with Deepak @ Tinu Bhiwani had threatened the owner of a chemist shop in Bhiwani City in Haryana and demanded the extortion from him in the year 2017. When the shop owner refused to give the extortion, Deepak @ Popat alongwith Tinu Bhiwani and others fired on his shop to terrorise him.
Deepak @ Popat with his one associate was arrested in Ferozpur jail in the year 2020 when he was attempting to hand over a mobile handset to Lawrence Bishnoi in jail. Deepak with his two associates namely Manoj Bakkarwala and Chirag, brother of Tinu Bhiwani had robbed a person of his bike in Bahadurgarh Haryana on 10/07/2022. Deepak is still large and yet to be arrested in that case. Deepak is also wanted in a case of bike theft in the month of August this year from the area of Yamuna Vihar Delhi. Said bike has since been recovered from him at the time of his arrest.
Deepak @ Popat is classmate of Deepak @ Tinu Bhiwani. It was Tinu Bhiwani who had lured Deepak @ Popat to work with him for the gang of Lawrence Bishnoi-Sampat Nehra. Tinu Bhiwani had got introduced Deepak @ Popat with Lawrence Bishnoi, Raju Basaudi and Sampat Nehra. Deepak had also remained associated with SOPU, a student union organised by Goldi Barar and Lawrence Bishnoi in Punjab University Chandigarh. Tinu Bhiwani has history of absconding from the custody of police three times including recently on 01/10/2022 from the custody of SIT of Punjab Police (SIT constituted for investigation of case of Sidhu Moosewala).
Deepak @ Popat was in regular touch with Sampat Nehra, Tinu Bhiwani and Raju Basaudi. Deepak @ Popat regularly provided logistics support to the members of this gang. Apart from above 6 cases, Deepak @ Popat is previously involved in other criminal cases including of attempt to murder, firing on police, extortion, criminal intimidation, assault, robbery, conspiracy, bike theft, assault, hurt, arms act etc. in Delhi and Haryana. Arrested co-accused Gulshan Kumar has been previously involved in two criminal cases in Haryana.
