A team of Special Cell/Trans Yamuna Range, Delhi Police led by Inspector Rahul Kumar and Inspector Vineet Kumar Tewatia under the overall supervision of Amit Kaushik, DCP Special Cell and close direction of ACP Kailash Singh Bisht successfully busted an inter-state Narcotic Substance smuggling cartel by apprehending four Narcotic Substance traffickers including kingpin of cartel.

The arrested accused identified as  Ramawtar Jat S/o Khinwa Ram Jat R/o- Ward No-05, Village-Dhukar, Distt- Churu, Rajasthan Age - 42 Years, Tejpal Beniwal S/o Parturam R/o- Ward No-13, Bhartiyon Ki Dhani, Village- Ratangarh Distt- Churu, Rajasthan Age- 29 Years,  Ramniwas Lega S/o Hanuman Mal Lega R/o Ward No-2, Village- Charwas, Distt.- Churu, Rajasthan Age- 26 years.  Kishana Ram Lega S/o Tiloka Ram Legha R/o- Hudda Was Ward No-2, Village-Chadwas, Distt- Churu, Rajasthan Age- 47 Years

The arrest of these four interstate drug traffickers is a testament to the relentless pursuit of criminal by Special Cell/Trans Yamuna Range to combat the scourge of illegal drug trafficking. It serves as a strong message that criminal activities crossing state boundaries will not be tolerated and that those involved will be brought to justice.

The seizure of 06.776 KG Crude Heroin/Brown Sugar and 10.598 KG fine quality Opium/ during the operation further underscores the impact of removing these traffickers from the streets and preventing harmful substances from reaching our communities. The successful outcome of this operation is a clear demonstration of Special Cell unwavering commitment to protecting the safety and well-being of our citizens.

DEVELOPMENT OF INFORMATION: The Special Cell, in its continuous campaign to combat drug abuse and trafficking in Delhi and make Delhi a drug-free city, has busted many narcotic drug cartels in the past by arresting several drug traffickers and recovering huge consignments of Narcotic Substance.

Accordingly, information about suppliers and traffickers of Narcotic Substances active in Delhi/NCR are being collected through various sources. In January 2024, Trans Yamuna Range of Special Cell received specific information that an interstate Narcotic drug cartel is involved in the supply of Narcotic Substance from North- Eastern states to Delhi/NCR and other nearby states. This information was further developed by the team through technical as well as human surveillance.

Team made untiring & relentless efforts for a period of more than Six months to develop the information. During this process, members of the suspected interstate drug cartel were identified and their activities were kept under discreet surveillance round the clock by team members. It also came out that the North Eastern states-based suppliers procure the raw material from hilly areas around the international borders of Myanmar.

OPERATION: On June 25, 2024, A team led by Inspector Rahul Kumar and Inspector Vineet Kumar Tewatia received specific information from a deployed informer that an interstate Drug Syndicate run by one Ramawtar R/o Rajasthan, involved in smuggling of Narcotics Substance Heroin and Opium from North-Eastern State Manipur to Delhi and NCR. Ramawtar along with his associates will come to deliver huge quantity of Narcotic Substance Heroin and Opium to his associate of Delhi at Tuglaqabad Fort, Delhi in Black Colour Mahindra Thar bearing RJ 7770 number plate. Accordingly, a raiding party was constituted and Ramawtar along with his three above associates were apprehended near Ganga Baksh Road near Biodiversity Park, Tughlaqabad, Delhi along with a Mahindra black Colour Thar having registration number RJ 44 CB 7770, when they were waiting for someone in the car.

Mr. Amit Kaushik, DCP, Special Cell, said, the arrested accused Ramawtar, Tejpal Beniwal, Ramniwas and Kishna Ram were thoroughly interrogated. Ramawtar disclosed that he is involved in drug trafficking activities. In the year 2019, he was arrested in case FIR No. 58/2019 u/s 08/15 NDPS Act at Police station Srinagar, Ajmer, Rajasthan and released on bail in this case in the year 2022.After released on bail instead of reforming, he started his own interstate cartel of smuggling of Narcotics substance Heroin and Opium (Afim) from North Eastern states Manipur and others to Rajasthan, Punjab, M.P., and Delhi & NCR under the guise of work in Construction Company at Imphal, Manipur.

A case under the appropriate sections of the NDPS Act was registered against them at PS Special Cell and investigation was taken up. During the investigation, on the instance of arrested accused Ramawtar, 472 Gram Opium was recovered from the secret cavities made in roof of Kia Seltos AS 11 Z 6277 from Rajasthan on dated 27/06/2024.

This operation was a result of meticulous planning and coordination, led to the arrest of the four drug traffickers, actively involved in illegal drug activities across state lines. The collaborative efforts of team members played a crucial role in identifying, tracking and eventually arresting the individuals responsible for the illegal drug trade.

MODUS OPERANDI : Members of this Interstate cartel smuggled the Narcotics substance Heroin and Opium etc from North Eastern states Manipur and others to Rajasthan, M.P., Punjab and Delhi & NCR. They frequently visited North Eastern states under the guise of workers in different companies involved in the road Construction at Imphal, Manipur. First of all, the kingpin signed a contract with companies engaged in road construction work to employ some of his machines and tractors on work and some of their Drug cartel members works as drivers or assistants/helpers on the machinery.

Then, cartel members collected Narcotics substance Heroin and Opium (Afim) from the local residents of Manipur. To evade from law enforcement agencies kingpin had made secret cavities in tail light and other places of their private cars. They used to communicate with suppliers and receivers of Heroin and Opium via social media platforms.

INTERROGATION AND PROFILES OF ACCUSED PERSONS

Mr. Amit Kaushik, DCP, Special Cell, said, the arrested accused Ramawtar, Tejpal Beniwal, Ramniwas and Kishna Ram were thoroughly interrogated. Ramawtar disclosed that he is involved in drug trafficking activities. He tasked his partners namely Ramniwas, Krishna and others to stay in Manipur where his machinery deployed for works and to collect Narcotics substance Heroin and Opium (Afim) from the local residents of Manipur. Ramniwas & Krishna collected the Narcotics substance Heroin and Opium (Afim) from the source at Senapati, Manipur.

Ramawtar along with Tejpal transported the Narcotics substance Heroin and Opium (Afim) from Manipur and others to Rajasthan, Punjab, M.P., and Delhi & NCR. To evade from law enforcement agencies he had made secret cavities in tails lights and other places of his private cars. He disclosed that he supplied the Narcotics substance Heroin and Opium (Afim) to one person resident of Madhya Pradesh who further supplied Narcotics Substance to Mumbai.He purchased new Mahindra Thar for smuggling of Heroin and Opium. He procured Heroin and Opium at the lower rates and sold it on good margin.
