A team of Cyber Police Station, South East district has achieved a major breakthrough in combating international cyber fraud by arresting a kingpin of Cyber fraud gang Anuj Kumar who is involved in the illegal supply of SIM cards to countries including China, Cambodia, and other South Asian nations. The arrest was made in Gaya, Bihar, following an extensive investigation into the supply chain of SIM cards being used for cybercrimes resulting in siphoning crores from Indian GDP.

  A complaint made by Sh. Gautam Kumar R/O Lajpat Nagar 1, New Delhi, who is an authorized representative of M/S Starcon Infra Projects India Pvt. Ltd was received in Police Station Cyber, South East District through NCRP Portal vide No. 7276 online dt. 17/09/2024.

The complainant alleged that he was defrauded by one person impersonating himself as one of the directors of the above said company Starcon Infra Projects India Pvt. Ltd. The fraudster messaged the complainant on his Whatsapp number and introduced himself as Director of the company M/S Starcon Infra Projects India Pvt. Ltd and duped him of rupees 20 lacs. Accordingly, a case FIR No 74/24 u/s 318(4) was registered in this regard and investigation of the case was taken up. 

Sensing the gravity of offence, a dedicated team comprising SI Mohit Chaudhary along with HC Ravinder, HC Mahender, HC Vishvender and HC Manish Kumar (CDR section)led by Insp Raj Kumar Singh SHO/PS Cyber, South East District &Sh. Dilip Singh ACP/Opswas constituted under the supervision of Ms. Aishwarya Sharma, Addl. DCP/SED to nab the fraudsters. Through a detailed analysis of mobile numbers and technical surveillance, the team pinpointed the location of the suspect and finally nabbed the accused Anuj Kumar S/o Vikram Prasad Gupta R/o Village- Jehanabad, Bihar, age 29 years.

Mr. Ravi Kumar Singh, IPS, DCP, South East Distt., said, a total of 5,000 illegal SIM cards and 25 mobile phones were recovered during the operation, highlighting the perseverance of the police staff. Till now 250 SIM Cards have been found to be active. Correspondence regarding status of the remaining SIM cards is being done with Telecom Companies.


Mr. Ravi Kumar Singh, IPS, DCP, South East Distt., said, a total of 5,000 illegal SIM cards and 25 mobile phones were recovered during the operation, highlighting the perseverance of the police staff. Till now 250 SIM Cards have been found to be active. Correspondence regarding status of the remaining SIM cards is being done with Telecom Companies.

These SIM cards were used in various cyber fraud schemes, including • Digital Arrest • Investment Fraud• Financial Scams Further investigation of the case is underway.

INTERROGATION: The arrested individual, identified as the mastermind of the network, and is a registered SIM vendor/retailer of Airtel SIM Cards. He had been leveraging Gaya’s status as a major tourist hub for South Asian travelers to orchestrate his operations. Exploiting the high influx of international tourists, particularly from South Asia, the accused set up a distribution network for illegally procured SIM cards.

The kingpin's network used to exploit loopholes in mobile SIM registration processes to procure cards in bulk by organizing SIM vending camps in rural areas & used to issue 4-5 SIM cards on a single identity. These SIMs were trafficked internationally, enabling anonymous and untraceable communications for cyber fraud operations.

Further investigation revealed that these cards were then trafficked internationally through Gaya via Nepal & tourists exploiting the high volume of South Asian tourists who frequently visited the region. This sophisticated network provided a steady supply of untraceable SIM cards to cybercriminals operating across borders. He has till date supplied more than 1000 illegal SIM cards outside India. There were 3400 SIM cards of Airtel and rest SIM cards of Vodafone were recovered.

PROFILE OF ACCUSED PERSON:- Accused Anuj Kumar s/o Vikram Prasad Gupta R/o Jehanabad, Bihar, Age-29 years is a cyber-fraudster. No previous involvement has been found against him.
