PROSECUTION SANCTION SOUGHT AGAINST FORMER SDM RATIA IN ALLEGED LAND REGISTRY SCAM

Amrit Pal, a resident of Peer Muchalla, Zirakpur, has urged the Haryana Government to grant prosecution sanction against Bharat Bhushan Kaushik, HCS, the then SDM of Ratia, alleging that the delay is hampering the progress of a high-profile vigilance case linked to an alleged fraudulent land registration.

According to the representation, the case pertains to the execution of Sale Deed No. 10429 dated October 29, 2021, involving 3,520 square yards of land. The property was allegedly registered in the names of Sarika, wife of Bharat Bhushan Kaushik, and Karamjeet Kaur, wife of dismissed and convicted police official Bala Singh, for a declared value of ₹45 lakh, which the complainant claims was significantly below the collector and prevailing market rates, causing financial loss to the State Government and the original claimant, Amrit Paul Goyal.

The complainant has alleged that Bharat Bhushan Kaushik exerted undue pressure on revenue officials, including the Patwari and Naib Tehsildar, to facilitate the registration without obtaining the mandatory No Objection Certificate (NOC) from the Municipal Committee, despite the property being situated within municipal limits.

The Vigilance Department registered FIR No. 13 dated December 24, 2021, against Bharat Bhushan Kaushik, his wife Sarika, Bala Singh, Karamjeet Kaur, Patwari Madan Lal, Naib Tehsildar Bhajan Lal and others in connection with the alleged irregularities.
On April 13, 2026, the Court of the Additional District and Sessions Judge (ADJ), Fatehabad, convicted Madan Lal, Patwari, sentencing him to two years of rigorous imprisonment. The complainant stated that prosecution sanction had already been granted in respect of the Patwari and the Naib Tehsildar, but approval to prosecute Bharat Bhushan Kaushik is still pending.

The representation further states that criminal proceedings against Bharat Bhushan Kaushik, Bala Singh, Sarika, Karamjeet Kaur and Naib Tehsildar Bhajan Lal are currently pending before the ADJ Court, Fatehabad.

Amrit Pal has appealed to the competent authorities to grant prosecution sanction against Bharat Bhushan Kaushik without further delay, stating that the matter has remained pending for nearly four years and that timely approval is necessary to ensure the case proceeds in accordance with law.

The allegations mentioned above are based on the complainant’s representation. The matter is sub judice, and prosecution sanction against the former SDM is yet to be granted.
