HARYANA CABINET APPROVES LAND OWNERSHIP POLICY FOR FOUR VILLAGES IN HISAR

OCCUPANTS WITH CONSTRUCTED DWELLINGS ON 1873 KANAL 19 MARLA LAND PERTAINING TO THE GOVERNMENT LIVESTOCK FARM, HISAR, AS OF MARCH 31, 2023, WILL BE ELIGIBLE FOR OWNERSHIP RIGHTS

In a significant move aimed at empowering residents and ensuring secure land rights, the Haryana Cabinet, which met under the chairmanship of Chief Minister Sh. Manohar Lal here today, granted approval for the formulation of a policy granting proprietary rights of residential land or plots to occupants in four villages namely Dhandoor, Peeranwali, Jhiri (Chikanwas), and Babran (Basti and Diggi Tal).

Under this policy, occupants with constructed dwellings on 1873 kanal 19 marla land pertaining to the Government Livestock Farm, Hisar, as of March 31, 2023, will be eligible for ownership rights.

The residents who have constructed on an area of up to 250 square yards of land will be granted ownership rights after paying a fee of Rs. 2000 per square yard. Those who have constructed on an area ranging from 250 square yards to 1 kanal will receive ownership rights upon payment of Rs. 3000 per square yard. Families with properties spanning from 1 kanal to 4 kanal will need to pay Rs. 4000 per square yard for ownership rights. The maximum permitted plot size under this policy is 4 kanal. Claims for plots larger than 4 kanal will be accepted up to 4 kanal only.

All occupants of the plot/property with constructed dwellings on 1873 kanal 19 marla land of Government Livestock Farm, Hisar, in these four villages as of March 31, 2023, and whose names appear in the drone-imaging survey conducted by the district administration, Hisar, will be eligible for allotment. The Parivar Pehchan Patra (PPP) ID will serve as the sole document requirement for establishing the identity of eligible beneficiaries, unless any other document is notified as requisite proof by the government.

A five-member committee headed by the Additional Deputy Commissioner, Hisar, will invite applications from the claimants, scrutinize them, and present the proposal to the competent authority. The committee will solicit applications through a common web portal, preferably the Antyodaya Saral Portal, via public notice in the local newspaper. All applications, including claims and objections, will be received and processed through this common portal. Payment must be cleared within six months from the date on which the demand notices are issued.

Cabinet accords ex-facto approval for providing State Government Guarantee of Rs. 500 crore for UHBVN: Haryana Cabinet which met under the chairmanship of Chief Minister, Sh. Manohar Lal here today, accorded ex-post facto approval to a proposal for providing State Government Guarantee of Rs. 500 crore in favour of Punjab National Bank, against the sanctioned Capex loan of Rs. 500 crore to Uttar Haryana Bijli Vitran Nigam Ltd. for meeting the Capital expenditure.

The Nigam manages its day-to-day operations by using fund-based and non-fund-based working capital limits sanctioned by various banks. To meet the fund based requirements, UHBVN had requested the bank to sanction the Capex loan of Rs. 500 crore. The Punjab National Bank has considered the Nigams request and sanctioned a Capex Loan of Rs. 500 crore. 

Haryana Cabinet approves amendments in Registration and Renewal fees for Real Estate Agents

Haryana Cabinet which met under the chairmanship of Chief Minister, Sh. Manohar Lal here today, has approved a proposal to amend the registration fee and renewal fee charged from real estate agents by the Haryana Real Estate Regulatory Authority Gurugram and Panchkula.

The registration fee and renewal fee for individuals and for sole proprietorship firms be revised to Rs. 50,000 and Rs. 10,000 respectively from the existing corresponding rates of Rs. 25,000 and Rs. 5,000. For other than individuals and sole proprietorship firms, the registration fee and renewal fee will be Rs. 2.5 lakh and Rs. 50,000 respectively. 

Approved the allotment of Municipal Corporation land measuring 2998.20 square meters in village Satroad Khurd to Bhagwan Valmiki Ambedkar Shiksha Samiti (Regd.),

Haryana Cabinet which met under the chairmanship of Chief Minister Sh. Manohar Lal here today, has approved the allotment of Municipal Corporation land measuring 2998.20 square meters in village Satroad Khurd to Bhagwan Valmiki Ambedkar Shiksha Samiti (Regd.), Hisar, for the construction of Bhagwan Valmiki Dharamshala/Hostel.

Bhagwan Valmiki Ambedkar Shiksha Samiti is a registered society actively engaged in charitable services to the society and providing education to underprivileged students, particularly those belonging to Scheduled Castes. It operates with a not-for-profit motive and promotes educational facilities in the surrounding areas.

In accordance with the provisions of sub-section (ca) of Section 164 of the Haryana Municipal Corporation Act, 1994, the total cost of the proposed land, i.e., 2998.20 square meters, amounts to Rs. 80,90,885. In addition, the committee will be liable to pay any incidental charges, if applicable. 

Haryana Government enhances pension under Matribhasha Satyagrahis of Hindi Aandolan-1957 and Shubhra Jyotsna schemes: Haryana Cabinet which met under the chairmanship of Chief Minister Sh. Manohar Lal here today has accorded approval to enhance the monthly pension of “Matribhasha Satyagrahis of Hindi Andolan-1957” and “The Haryana State Shubhra Jyotsna Pension and other Facilities Scheme, 2018’’ from Rs. 10,000 to Rs. 15,000.

The amended Pension for eligible beneficiaries with the increased monthly pension will come into effect immediately. 

Approved the transfer of municipal committee Kanina land measuring 209 square metres situated in Khasra Number 207/ 9, 10 to Sewa Bharti Haryana Pradesh (Regd.), kanina for construction of permanent charitable health centre.

The decision has been taken in view of the larger public interest and the government has decided to provide the said land at a cost of Rs. 8,25,000 to the Sewa Bharti Haryana Pradesh. As per the decision the Sewa Bharti Haryana Pradesh will also have to pay the incidental charges, if any thereto for construction of permanent Charitable Health Centre.Haryana Cabinet approves draft of Haryana Village Common Lands (Regulation) Amendment Bill, 2024

Aapproval to draft of the Haryana Village Common Lands (Regulation) Amendment Bills, 2024 to further amend the Haryana Village Common Lands (Regulation) Act 1961.

According to the proposed amendment, ownership of land in shamilat deh, which was allotted on lease basis for a period of 20 years under the East Punjab Utilization of Lands Act 1949, and has been under cultivation possession of the original allottee, transferee, or their legal heir, is slated to be excluded from the ambit of shamilat deh with immediate effect. In addition, it is proposed that the original lessee, transferee or their legal heir will be required to pay a determined amount to the concerned Gram Panchyat for transfer of ownership rights to them. This amount will be determined by the collector upon application by the occupant, following principles and procedures as prescribed.

Furthermore, ownership of such land in shamilat deh will be transferred by sale to the inhabitants of the village who have constructed their houses on or before March 31, 2004, up to a maximum of 500 square yards, including open space, at a rate not less than market fee. 

Haryana Government Revamps Stage Carriage Scheme to Enhance Public Transport Services

Haryana cabinet met under the leadership of Sh. Manohar Lal, approved the modification of stage carriage scheme of 2016, formulated under Chapter VI of the Motor Vehicles Act, 1988 in order boost public transport services and cater to the evolving needs of the citizens.

As per the modification to ensure the provision of efficient and economical transport services, the proposed modifications entail a considerable increase in the number of routes from 265 to 362. This expansion, comprising the addition, alteration, and deletion of routes, aims to address public demand effectively. Furthermore, a limit on the number of permits per route has been introduced, balancing the interests of both State Transport Undertakings and Private Operators in a 50:50 ratio. Preference will be accorded to existing permit holders on their existing routes and within their respective districts. In cases where applications exceed the maximum permits for a route, permits will be granted through draw of lots.

The Haryana Government is committed to providing comprehensive transport solutions that meet the needs of the populace while ensuring equitable opportunities for stakeholders.
