CHANDIGARH POLICE ARRESTED ACCUSED IN HOAX BOMB THREAT CASES TARGETING SCHOOLS AND PUNJAB CIVIL SECRETARIAT

The Chandigarh Police has successfully resolved hoax bomb threat cases involving several educational institutions and the Punjab Civil Secretariat. The investigation conducted by by PS 17 and PS 03, resulted in the arrest of Saurav Bishwas (30).

On January 28, 2026, a bomb threat was received via email by Tender Heart School, GMSSS Sector-16, GMSSS Sector-35, and GMSSS Sector-19. Consequently, FIR No. 16 dated 28.01.2026 was registered at PS Sector-17 under Sections 113(3), 62, 351(4) of the BNS and Section 66(F) of the IT Act.
Further, on January 29, 2026, a threat email was sent to the Punjab Civil Secretariat. Consequently, FIR No. 15 dated 10.02.2026 was registered at PS-3, Chandigarh, under Sections 351(4) of the BNS and 66(F) of the IT Act.

Investigation based on technical analysisof the emails in both the cases led to the accused, Saurav Biswas, a resident of West Bengal who had earlier crossed over from Bangladesh.

The accused was initially arrested by the Cyber Crime Police Station in Ahmedabad, Gujarat, for a similar hoax threat.

The Chandigarh Police subsequently obtained a production warrant for the accused and arrested him on 02.06.26. Police remand was obtained by PS 03 and PS 17 for further investigation of the cases.

Based on investigation, it has come to light that the accused, Saurav is a tech-savvy freelancer who provided web design and animation services online. He was involved in buying and selling gmail accounts through various Facebook pages. He had procured around 300 Gmail accounts online, out of which 219 were sold to a Bangladesh-based individual. Further investigation in the cases is ongoing to determine further links.

In addition to the cases in Chandigarh, he has been involved in several other incidents, with FIRs registered against him in PS Civil Lines, Delhi, PS Special Cell, Delhi and PS Cyber Dwarka
