Haryana Chief Electoral Officer Mr. Pankaj Aggarwal said that the notification for the Haryana Legislative Assembly general elections will be issued on September 5, 2024, and the nomination process will begin on the same day.
The Chief Electoral Officer said that candidates can submit their nomination papers until September 12, 2024. The nomination papers will be scrutinised on September 13, 2024, and candidates may withdraw their nominations until September 16, 2024. Voting will take place on October 5, 2024, with the vote counting scheduled for October 8, 2024.
He informed that during the nomination process, candidates are permitted to bring a maximum of four people to the office of the Returning Officer (RO) or Assistant Returning Officer (ARO). In addition, no more than three vehicles are allowed within 100 meters of the RO/ARO office. Mr. Pankaj Aggarwal also stated that candidates can submit their nomination papers at the office of the concerned RO/ARO between 11 am and 3 pm.
He said that the Returning Officer (RO) and Assistant Returning Officer (ARO) should display nomination-related information on notice boards in their offices and other government offices frequented by the public on the morning of September 5th.
Nomination can be submitted in online and offline mode
Mr. Pankaj Agarwal informed that the Election Commission has provided candidates with the option to file nominations both online and offline. Candidates opting for online submission must create an account at https://suvidha.eci.gov.in, complete the nomination form, deposit the security amount, and select a time to submit the nomination to the Returning Officer. He added that candidates who file their nomination online must print the completed form, have it notarized, and submit it in person to the Returning Officer along with the required documents.
Maximum limit of election expenditure is Rs 40 lakh
He stated that the maximum limit for election expenditure by candidates in an assembly constituency is Rs 40 lakh. Any election expenditure exceeding Rs 10,000, whether by candidates or political parties, must be made via crossed account payee cheque, draft, RTGS/NEFT, or any other electronic mode linked to the candidate's bank account designated for election purposes.
At the time of nomination, the candidate will have to deposit Rs 10,000 as security deposit
Mr. Pankaj Agarwal stated that according to Election Commission guidelines, candidates must deposit a security amount of Rs 10,000 at the time of nomination for the Vidhan Sabha election. Candidates from Scheduled Castes, however, are required to deposit half of this amount, i.e., Rs 5,000, regardless of whether they are contesting from a general or reserved constituency.
Candidates will have to fill all the columns of the affidavit of the nomination paper
The Chief Electoral Officer stated that candidates must complete all columns in the affidavit submitted with their nomination papers. If any column is left blank, the Returning Officer will issue a notice to the candidate, requiring them to file a revised affidavit with all columns duly filled. Failure to submit a complete affidavit even after receiving such a notice may result in the rejection of the nomination paper by the Election Officer during the scrutiny process.
He said that the preparations related to the nomination process have been reviewed with all the District Election Officers and according to the District Election Officers, all the preparations related to the nomination have been completed.
