A resident of Jhampur village in Mohali has submitted a formal complaint to the Chief Administrator of the Greater Mohali Area Development Authority (GMADA), alleging that a Junior Engineer (JE) and other officials illegally demolished the boundary wall of his agricultural land after he refused to pay an alleged bribe of ₹2.5 lakh.
According to the complaint, Gurnam Singh owns a small agricultural plot measuring about 10 marlas, where he cultivates vegetables for personal use. He alleged that he constructed a boundary wall of around 2.5 to 3 feet to protect the land from repeated encroachment attempts by certain local persons.
The complainant alleged that the accused individuals, with the help of a relative and acquaintance employed in GMADA, involved a GMADA Junior Engineer.
Gurnam Singh claimed that the the JE H.S. Khera, allegedly demanded ₹2.5 lakh to permit the construction of the boundary wall. He further alleged that after he refused to pay the money, the JE, accompanied by other GMADA officials, security personnel, and a JCB machine, arrived at the site on June 22, 2026, and demolished the brick boundary wall.
Gurnam Singh stated that he has attached a video recording of the incident as supporting evidence with his complaint.
The complaint also alleges that the JE threatened his wife, who is a cancer patient and a senior citizen, with legal consequences if the matter was reported. It further alleges that derogatory caste-based remarks were made against the family, which belongs to the Scheduled Caste (SC) community.
Seeking action, the complainant has demanded a time-bound inquiry to be completed within two weeks, compensation for the financial loss and mental trauma, and protection of his property rights under Article 300A of the Constitution. He has also sought appropriate action under the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, 1989, as amended.
Copies of the complaint have been sent to several authorities, including the GMADA Chairman, Deputy Commissioner Mohali, Senior Superintendent of Police Mohali, Director General of Police Punjab, the Chief Minister, the Governor, the Department of Housing and Urban Development, the Home Department, the National Commission for Scheduled Castes, and the media. When contacted the concerned JE he denied charges however he demanded text to give his comment, which were provided, but no response was received.
