EPFO CONDUCTS SEMINAR ON EMPLOYEES’ ENROLMENT CAMPAIGN FOR PUNJAB GOVT DEPATTS

EPFO, Chandigarh, in coordination with the Labour Department, Government of Punjab, organised a seminar on the Employees’ Enrolment Campaign (EEC-2025), PM-VBRY and CoSS Rules, 2020 for Punjab State Government Departments on at Labour Bhawan, Mohali. The seminar was attended by officials from various Punjab Government Departments.

In pursuance of the directions issued by the Labour Secretary, Government of India, for wider dissemination of the Employees’ Enrolment Campaign (EEC-2025) of the Employees’ Provident Fund Organisation (EPFO), State Governments have been asked to ensure that contractors and contractual staff engaged by their departments are adequately informed about the campaign. The initiative aims to extend social security coverage to eligible outsourced and contractual employees.

From the EPFO side, the programme was attended by Shri Ritesh Saini, Regional Provident Fund Commissioner-I, Zonal Office, Chandigarh, and Shri Deepak Pal, Regional Provident Fund Commissioner-II, Regional Office, Chandigarh, along with other EPFO officials. The Labour Department, Government of Punjab, was represented by Shri Baljeet Singh, Deputy Labour Commissioner, along with other departmental officers. In total, 62 officials representing various Punjab Government Departments participated in the seminar.

During the seminar, Shri Deepak Pal, RPFC-II, delivered a detailed presentation on the Employees’ Enrolment Campaign (EEC-2025). He highlighted that the campaign seeks to bring previously uncovered eligible employees, including outsourced and contractual workers, under the ambit of the Employees’ Provident Fund through a facilitative and voluntary compliance-based approach. The benefits of the campaign, including reduced damages and simplified enrolment procedures, were also explained.

The participants were also apprised of the salient features of the Prime Minister–Viksit Bharat Rozgar Yojana (PM-VBRY). In addition, the key provisions of the Code on Social Security (CoSS) Rules, 2020 were explained, with emphasis on the responsibilities of employers to ensure statutory compliance and extend social security benefits to all eligible workers, including those engaged through contractors.

The seminar concluded with an interactive session wherein participants deliberated on practical and case-specific issues concerning the coverage of contractual workers, compliance obligations, and the effective implementation of social security provisions. The programme ended with a vote of thanks.
