• CARRYING REWARD OF 1 LAC IN NDPS CASE OF SPECIAL CEL, DECLARED PROCLAIMED OFFENDER, ABSCONDING SINCE 2019 SHIFTED TO LUCKNOW• PREVIOUSLY INVOLVED IN 03 CASES OF NDPS ACT

A team of Eastern Range-I, Crime Branch has arrested a wanted interstate drug trafficker named Shamim @ Welder, 39 Years, R/o Chandauli, District-Barabanki (U.P). The accused is presently a proclaimed offender in FIR 166/2019, U/s 21/29/61/85 NDPS Act, PS Special Cell. A reward of rupees one lac was also declared on his arrest by Delhi Police.
In the year 2019, the team of Special Cell apprehended accused persons named Shakil Ahmad, Riyaz Khan of Manipur and Shubankar @ Subham of West Bengal, from Shalimar Bagh, Delhi. From their possession, fine quality of heroin weighing 10 Kgs was recovered, when they were intercepted by the police team while they were travelling in a Scorpio car. Hence, a case vide FIR No.166/2019, U/s 21/29/61/85 NDPS Act, PS Special Cell was registered and the accused persons were arrested.
Mr. Ravindra Singh Yadav, IPS, Special Commissioner of Police, Crime, said, on interrogation, the accused persons disclosed that they were working for one Sapan Haldar. They used to procure the heroin from one Ali Hasan of Manipur, on the directions of Sapan Haldar and further deliver it to various suppliers in West Bengal, UP & Delhi NCR. The accused Shubankar Haldar categorically revealed that he was supplying the heroin to the accused Shamim @ Welder on the directions of Shakil Ahmad. As the accused Shamim was untraceable, he was declared proclaimed offender and a cash reward of Rs. 1 Lac was declared on his arrest.

Vikas under the supervision of Insp Ashish Sharma & ACP Rohitash Kumar was constituted by DCP Satish Kumar and Joint CP S.D Mishra to trace the rewardee criminal.
Initially, some members of the team visited the village of accused and developed detailed information about him from the local police and local residents. The team developed liaison with the local informers to provide possible details and hideouts of the accused Shamim.
SI Devender Malik was somehow able to elicit the latest photograph of the accused Shamim by making efforts. They also came to know that various teams had also raided the residence of the accused but the accused managed to flee a number of times. Technical surveillance was also mounted on the accused. The accused was finally zeroed down to be residing at Fazullaganj, Lucknow, Uttar Pradesh. Raid was conducted and the rewardee/proclaimed offender was finally apprehended by the team successfully.

KNOW THE ACCUSED: The accused Mohd. Shamim was born at Chandauli Tikra, Distt. Barabanki (U.P). The accused had studied up to 3rd standard only from Maulana Abdul Kalam Azad School in Tikra. The accused started working as a helper in welding works shop. As he was not earning much from this profession, hence, he joined hands with one of his friend named Shakir who was a drug peddler. The accused initially started working as his carrier and was getting Rs.1000/- on each delivery. He used to deliver the heroin to Kanpur, Lucknow and other local areas as directed by Shakir.
In the year 2009, his friend opened his own heroin supply chain and the accused took charge and started earning rupees 3 to 5 thousand per day. In the year 2009, few of his associates namely Zuber & Parvez were arrested by the local police in NDPS case and the accused Shamim @ Welder was declared proclaimed offender.
The accused was later arrested in the case and remained behind bars for a period of 1½ months. After coming out of jail, he again started the work of selling heroin but this time he started to buy heroin from 3-4 local peddlers and later sold it in small quantities to various consumers of his village. In the year 2011, the accused was arrested by the Barabanki Crime Branch and was found in possession of 750 grams of heroin. He remained behind bars for a period of 1 year and was finally convicted for a period of 5 years in the case. In the year 2013, the accused approached High Court and was released on bail after a period of 1½ years of incarceration.
After that, he started working with his brother-in-law for installing tents in marriage ceremonies. During his tenure in Barabanki jail, he came in touch with one drug peddler Abdul Razzak, resident of Manipur. After release of Abdul Razzak from Barabanki Jail, the accused Shamim contacted him and they both started working together
. Abdul Razzak initially supplied heroin through one of his carrier Akeel at Kanpur, Uttar Pradesh. He worked with Abdul Razzak for a period of one year and later started working with carrier Akeel. He kept on working with Akeel till 2018. In the same year, one of his known Iqbal gave him the number of Sapan Haldar and the accused started working with him. Initially, the accused Shamim @ Welder supplied 900 grams of heroin to Sapan Haldar in Bihar through Shubankar @ Shubam Haldar (Carrier of Sapan Haldar).
Later, the accused also started receiving fine quality of heroin from Sapan Haldar for supplying to local drug peddlers of his village. After the arrest of Shubankar Haldar, the accused kept on changing his hideouts to evade his arrest and kept on supplying small quantity of heroin to various local consumers. The accused is still in touch with Shameem, Saddam @ Saddu & Mubeen local drug peddlers of Barabanki. The accused and his syndicate is running the drug trafficking nexus at such a large level in the area of Delhi and U.P. The interrogation of the accused is going on to bust the entire nexus/syndicate involved in drug trafficking.
