Under the leadership of Prime Minister Shri Narendra Modi, the Government of India is vigorously pursuing a policy of 'Zero Tolerance' against drugs. Union Home Minister Shri Amit Shah has time and again conveyed his resolve to root out the menace of drugs and has constantly emphasized upon his strong determination totake stringent action against all drug traffickers. This is being sincerely implemented by Delhi Police under the guidance and leadership of Commissioner of Police Shri Sanjay Arora.
(MOREPIC1)(MOREPIC2) To crack down on drugs, various operations and campaigns are being run by the districts and units of Delhi Police.In the first quarter of this year, Delhi Police has recovered about 20 kgs of heroin/smack, 15 kgs of cocaine,800 kgs of ganja and 125 kgs of opium
Recently, Anti Narcotics Task Force (ANTF) and NDR section of the Crime Branch have busted large scale international drug rackets in which seven criminals, including an Afghan national have been arrested and sent to judicial custody and a total of 8 kg 563 grams of high quality heroin has been seized.
A Team of NDR Section, Crime Branch was assigned the task to keep a vigil on drug traffickers. During the exercise, inputs were received about an international syndicate of Afghanistanindulging in drug trafficking in raw form.After processing into fine quality heroin theyfurther transported it to Punjab.
A secret input came to SI Amit of NDR Section, RK Puram that an Afghani man named Roohullah @ Akbar lives in Jaffrabad along with his two companions namely Siddiq Ansari & Guddu Ansari in a house at Gali No. 30/4, Jafrabad, Delhi and all three work to make Smack/Heroin in a clandestine manner and supply in Delhi/NCR.
The above mentioned 03 persons will leave Jafrabad to supply large consignment of Smack/Heroin and if raid is conducted in time, they can be caught red-handed .
Information was conveyed to senior officers and the police team led by Inspector Rakesh Sharma comprising of SIs Amit Grewal, Anuj Kumar, ASIs Vikas, Ashok Dahiya, Narender Godara, Ravinder, Kirpal, HCs Dinesh, Irshad, Ravinder, Kamal, Rahul, Sukhbeer, Nahan, HC Jaspal & Ct. Satyawan immediately swung into action under the supervision of Sh. Arvind Kumar, ACP/ARSC (Crime), Sh. Umesh Barthwal, ACP/NDR (Crime) and overall supervision of Sh. Amit Goel, DCP/ANTF (Crime) & Sh. S. D. Mishra, Jt. Crime. This information was developed through human intelligence as well as technical surveillance. After sincere and painstaking efforts, back-to-back simultaneous operations were effectively executed.
As per directions, a team was constituted and at the instance of secret informer, three accused personsnamely 1. Roohullah Noori @ Akbar s/o Lt.Rehmatullah, Age-30 Yrs (Permanent Address-Kandhar, Afghanistan) 2.Siddiq Ansari S/o Allaudin Ansari,Age-24 Yrs, (Permanent Address-Distt-Muzaffarpur, Bihar) 3. Guddu Ansari s/o Allaudin Ansari, Age-26 Yrsall r/o Gali No-30/4, Indra Chowk, Jafrabad, Delhi, were apprehended from H. No. 835, Gali No. 30/4, Indra Chowk, Jafrabad, Delhi. During their search, 1402.8 Gms, 1404 gms and 750.2 gmscontraband heroin was recovered from accused Roohullah @ Akbar, Siddiq Ansari & Guddu Ansari respectively and same were taken into police possessionthrough seizure memo. Accordingly, case u/s 21/25/29 NDPS Act PSCrime Branch, Delhi was registered and investigation was taken up.
During further investigation, arrested accused Roohullah @ Akbar, Siddiq Ansari & Guddu Ansari disclosed that they are connected with the Afghan Nationals who transport raw materials to them by various means. Then by using various manufacturing items theyconvertthem into fine quality heroin and transport them to various in Delhi-NCR and Punjab as guided by the Afghan Nationals who are operating from Afghanistan.
Further during course of investigation, apparatus i.e gascylinder, filter paper, plain clothes, large vessels, mixer grinder, weighing machine that are used to extract fine quality heroin from the raw material were also recovered.
Further during course of investigation, PC Remand was taken of all the said accused persons and during PC Remand, sustained interrogation was conducted from the accused persons who disclosed that they receive raw material hidden in various forms. It was further disclosed that they received raw material from one Ajay at Jafrabad.
Following the leads from interrogation, Ajay Kumar s/o Shiv Prasad r/o B-773 Gautam puri, Phase-II Badarpur Delhi Age-38 Years was caught and interrogated. He disclosed that he was working on the directionsofone Rehmatullah residing in Afghanistan and he receives raw material in hidden form in parcels sent by these people at his address. He further told that these parcels were delivered by him at various places as directed by Rehmatullah and in return, he used to get his commission. During cursory search, two mobile phones were recovered from his possession and various incriminating pictures were found in the phones.
During further course of investigation, the person who came to take delivery of heroin from accused Siddiq Ansari at Kailash Nagar was identified as AA r/o Punjab.
(SUBHEAD)(MOREPIC3)Further,through secret information and technical surveillance,the accused AA r/o Punjab was nabbed. The said person was interrogated, who disclosed that he was working on the directions from Afghan nationaland receives deliveries of heroin near Kailash Nagar in his Fortuner Car. He further deliveredherointo various persons at Amritsar, Ludhiana, Chandigarhetc. When his phone was checked, various photos related to the said case were seen and a Fortuner Car used from drug trafficking was seized from his possession.
OPERATION 2: The Anti-Narcotics Task Force, Delhi Police acting on specific intelligence carried out a raid and detained one Mohd. Zahid, a notorious drug dealer. At his instance, they also busted a covert lab that was operating in a residential building in Vijay Park,Maujpur, Delhi, where heroin was being manufactured.In this regard case u/s 21/25 NDPS Act wasregistered at P. S Crime Branch, Delhi.
While continuing drive against drug traffickers/suppliers active in Delhi, the team of ANTF, Crime Branch had been developing information in the area of North & North- East, Delhi. The hard work of police team paid dividends. Ct Ravi posted at ANTF, Crime got secret information that a person Zahid r/o Vijay Park, Maujpur, Delhi, is indulged in supply of heroin in Delhi and between 08.00 PM &08.30 PM, he would come to Signature Bridge loop towards Majnu ka Tilla, Delhi to supply heroin to some unknown person and if a raid is conducted, both of them can be apprehended along with huge quantity of heroin.
The police team led by Inspector Rakesh Duhan comprising of SI Vishan Kumar, ASIsRajender Singh, Sanjay Kumar, Sunil Kumar, HCs Sunny Sangwan, Sohan Singh, W/HC Janita Meena, Cts. Ravi & Dinesh immediately swung into action under the supervision of Sh. Arvind Kumar, ACP/ARSC, (Crime), Sh. Prabhat Sinha, ACP/ANTF (Crime) and overall supervision of Sh. Amit Goel, DCP/ANTF (Crime)& Sh.SD Mishra, Jt. CP.
According to Ravindra Singh Yadav, IPS, Special Commissioner of Police, Crime, in operation 1 , the police team laid a trap nearSignature Bridge loop towards Majnu ka Tila, Delhi, where the drug suppliers namely Mohd. Zahid r/o Vijay Park, Maujpur, Delhi, Age 29 years had come on a Scooty TVS Jupiter No. DL6S-BK-6786, orange colour& apprehended. During search of the dickey of the recovered Scooty, 500 grams heroin was recovered.
He was interrogated at length and he disclosed that the recovered heroin was prepared by him at his house with the help of crude/opium poppy top extract & chemicals. He disclosed that extra heroin and other ingredients used in producing heroin were kept in a house in Vijay Park, MaujPur, Delhi.Therefore, after taking search warrant/authorization, raid was conducted at his instance at H.No. V-196/12, Gali No. 16-A, Near Mother Public School, Vijay Park, MaujPur, Delhi and 05 Kg heroin, 3.4 Kg suspected drug related mixing powder, 0.935 grams chemicals (Ammonia Solution), 5.562 Kgs colour, 06 Avil vials, Electronic weighing machine, currency counting machine, utensils, gas cylinder& other articles were recovered from premises running under the garb of cloth factory.
Further, in the follow up action, one juvenile,resident of Aruna Nagar, Majnu Ka Tilla, Delhi was apprehended. According to his version, he was to receive this illegal heroin on behalf of one Neha r/o Aruna Nagar, Majnu Ka Tilla, Delhi and used to give it to the area's receivers. He claimed to have worked for Rahul, Neha's husband and to have been involved in narcotics trafficking for the previous two to three years.
Rahul had been involved in case FIR No. 149/17, u/s 302/392/397/411/120B/34 IPC, P.S Sarai Rohilla, Delhi and was sent back to prison in November 2022, as a result of his failure to appear in court. It has been revealed that after receiving heroin from Zahid, JCL went on to sell it to Rahul, his wife Neha and other drug dealers who lived in Majnu Ka Tilla and other adjacent areas. JCLwas produced before the JJB and sent to Juvenile Home.
Rahul @ Judi, who directed Neha to buy and sell heroin in the Majnu ka Tila region was questioned and later arrested. He is the son of Asha, a notorious drug trafficker in Delhi, who is in judicial custody in connection with an NDPS case from the year 2021. Neha is on the run and absconding but teams have been formed to arrest her.
(SUBHEAD)As per latest trends, the drug suppliers are cleverly using women as carriers and suppliers of drugs so as to evade being noticed or caught by police.
After taking PC remand, accused Zahid was thoroughly interrogated and it was revealed that the crude/opium poppy top extract & chemicals were purchased by him from the area of Mandsaur, MP and Bhawani Mandi, Rajasthan. Raids are being conducted in their areas to arrest the suppliers of crude and chemicals.
PROFILE OF ACCUSED PERSONS: Roohullah Noori @ Akbar S/o Lt Rehmatullah R/o Gali No-30/4, Indra Chowk, Jafrabad, Delhi(Permanent Address-Kandhar, Afghanistan Age-30 Yrs. He came to India in year 2016 on medical visa and his visa is still expired. He is unemployed and he came in touch with one Basir, who used to work for Rehmattullah and Ahmed Suja for drugs processing in India.
Siddiq Ansari S/o Allaudin Ansari R/o Gali No-30/4, Indra Chowk, Jafrabad, Delhi(Permanent Address- Village Unsar, Block&PS-Bochaha, Distt-Muzaffarpur, Bihar, Age-24 Yrs, He was running a cloth factory in Jafrabad, Delhi.
Guddu Ansari S/o Allaudin Ansari R/o Gali No-30/4, Indra Chowk, Jafrabad, Delhi(Permanent Address- Village Unsar, Block+PS-Bochaha, Distt-Muzaffarpur, Bihar, Age-26 Yrs. He was running a cloth factory in Jafrabad, Delhi.
Ajay Kumar s/o Shiv Prasad r/o Gautam puri, Phase-II Badarpur Delhi Age-38 Years. He used to work at a medical store in Badarpur. He was lodged in Tihar jail in a murder case of PS Badarpur and he came in contact with Rahamtullah.
AA r/o Punjab, Age-28 Yrs (details withheld due to on-going operations)
Zahid s/o Hakimuddin R/o Gali no. 16-A, Near Mother Public School, Vijay Park, MaujPur, Delhi. Age 29 years has studied upto 12th class from Govt. School Yamuna Vihar, Delhi. He used to work in the sewing factory with his father but during the lockdown, production ceased. He made touch with Majnu Ka Tilla's drug suppliers, who gave him information on the suppliers and receivers. He has been selling drugs for last 2-3 years. His family comprising of his father, mother and two elder brothers.
Rahul s/o Vinod Kumar, age about 30 years, is an illiterate person. He fell in bad company and started to commit petty crimes and later on he was involved in a murder & robbery case FIR No. 149/17 u/s 302/392/397/411/120B/34 IPC, P.S Sarai Rohilla, Delhi. He began selling heroin in the region after being released on bail in that case. He was detained again in the same case last year because he failed to appear in court. He began working from inside the prison, through his wife Neha, after being sentenced.
JCL- age 17.5 years old comes from a low-income family and both his parents have passed away. He is engaged in drug trafficking in order to make quick money. He used to receive commissions for selling drugs and he is in touch with people who buy heroin in Majnu Ka Tilla area.
RECOVERY:- Operation-1 : 3.563 Kgs heroin, Cylinder, Filter Paper, Plain Clothes, Large Vessels, Mixer Grinder, Weighing Machine etc. , Fortuner Car
Operation-2: 5 Kg Heroin, 3.414 Kg suspected drug related mixing powder, 935 grams Chemicals, 5.562 Kg colour, 06 Avil vials (10 ml each), 01 Electronic Weighing Machine, 01 Cash Counting machine, Cash ₹ 25,800/-, Scooty No. DL-6S-BK-6786, Some other articles (utensil, gas cylinder, cubes frame etc.)
Crime Branch has been targeting local as well as national/international drug traffickers, who are spreading the drug menace. In these operations, the origin of heroin is from Afghanistan or in Mandsaur or Bhawani Mandi. Further investigation is being carried out to take action against each and every person part of the drug trafficking chain.
