Delhi EOW reported to have bused Railway Job Racket and arrested the two accused identified as Rajnish Kumar Pandey @ Satyender Dubey, Age – 31 Years and Rahul, Age – 35 Years .
Police said, present case was registered on the complaint of one M Subbussamy r/o Tamilnadu AR of 28 Victims /Job seekers of Railway against the accused namely (1) Mr. Sivaraman (2) Mr. Vikas Rana (3) Mr Dubey (4) Mr. Rahul Chaudhary & others for the offence of Cheating & forgery on the pretext of job offers in Railways. Complainant alleged that he came in contact with Mr. Sivaraman through another common acquaintance.
Mr. Sivaraman offered them facilitate getting jobs to unemployed youth in Railways in lieu of monetary gain. After that the complainant informed Sivaraman about the jobseekers from Tamilnadu who visited Delhi where they were introduced to one Mr Vikas Rana, in Connaught Place, who himself claimed to be as Deputy Director, Northern Railways and an IRTS officer. Both accused assured them guaranteed jobs in Indian Railways under direct quota. Complainants paid huge sum to Mr. Sivaraman for their employment in Railways and alleged persons provided one to three months job training and later handed over a forged/fabricated training completion certificate/job offer letters.
After preliminary enquiry, the version of the complainant was found bearing weight and thus FIR no. 170/22 dated 18.11.2022 u/s 419/420/467/468/471/120-IPC PS EOW has been registered
MODUS OPERANDI: – Accused and associates posing themselves as senior Railway officers used to promise job in Indian railways to the innocent job seekers and unemployed youth for hefty sum of Rs. 10 to 15 lacs. Till date we have come across 28 persons/victims who have been cheated by the racketeers by issuing fake/bogus appointment.
INVESTIGATION: -Mr. M.I. Haidar, Deputy Commissioner of Police Economic offence Wing, Mandir Marg, said, investigation revealed heavy money transactions into account of accused persons which confirmed that the payment was received from the complainants. Further, forged documents were obtained/seized from the possession of some of victims which were allegedly given to them by accused. Railway Recruitment Board Northern Railway never issued the documents given to the complainants which further proved that these were created by the accused persons in connivance with each other.(SUBHEAD)
During investigation the forged/fake IDs of accused Vikas Rana showing him deputy director, fake seals of Indian railways (CPO/RRB, Bhartiya Rail), seals of doctor on fake medical certificates issued to victims, letter heads and several other forged /fake documents have been seized.
KNOW THE ACCUSED: Accused Rajnish Kumar Pandey @ Satyender Dubey: – He left his study after 12th class. He made a plan to cheat people on the pretext of providing job in Indian Railway and He started preparing forged documents, Seal and Stamp of Indian Railway.
Accused Rahul: He has left his studies after 12th class due to the lack of money. He came in contact of Vikas Rana and Rajnish Kumar Pandey @ Satyendra Dubey. And he is known to Sivaraman V since very long time and introduced Vikas Rana and Rajnish Kumar Pandey @ Satyendra Dubey to Sivaraman V. After that all accused persons hatch a conspiracy to cheat people on the pretext of providing jobs in Indian Railway.
TEAM AND ARREST: – It was a challenging task to trace the culprits. Accordingly, a special team was formed consisting of SI Avinash (I.O), SI Surjeet (Technical team in charge) Ct Vikas, Ct Aakash under the supervision of ACP S M Sharma and overall supervision of Mohd Irshad Haider DCP/EOW to arrest the accused persons. The accused Sivaraman was arrested on 29.12.2022 from servant quarters 3 Mahadev Road, New Delhi while accused Vikas Rana was arrested on 24.01.2023 from India-Nepal border Distt. Darjeeling (WB), accused Rajnish Kumar Pandey @ Satyendra Dubey has been arrested from Danapur (Patna) Bihar on 04.05.23 and accused Rahul from Pandit Pant Marg, New Delhi on 06.05.23.
