BUDGET AND PERSONNEL BRANCH OF VIGILANCE ASKED CHIEF DIRECTOR VIGILANCE BUREAU TO SEND DETAILS OF PROPOSAL “REVOLVING FUND”

Chief Director, Vigilance Bureau, Punjab, Mohali has been asked by Budget and Personnel Branch of Vigilance Bureau, Punjab to send full details of proposal to create “REVOLVING FUND”.

Earlier on dated 06/06/2023 Advocate Ms. Sunaina  Arora sent a demand notice to CM, DGP, Chief Sec. of Punjab asking to create a “REVOLVING FUND” to return/reimburse the bribe money to the complainant who enabled the Vigilance Bureau cops to lay traps for the corrupt employees.

(SUBHEAD)It was categorically mentioned in the demand notice sent by Adv. Sunaina that as per ongoing procedure aggrieved people are lodging complaints on above mentioned number, against government officials who are demanding bribe for getting their work done. After going through proper scrutiny these made complaints are taken up by State Vigilance Bureau officials.

A trap or raid is planned/conducted by the Vigilance Bureau against the state employees, officers, or cops who were receiving the bribe from the complainants. During the organized live trap, the complainants had to pay bribe from their pockets and after the raids the cash recovered from the venal (bribed/corrupt) persons, it is deposited in the court during the trial.

Normally a case under the Prevention of Corruption Act lasts for at least three to five years and the complainant does not receive the money that he paid to the venal (bribed/corrupt) till the disposal of the case. It is pertinent to mention here that the issue of providing trap money by the complainant is not only bothering the investigating agencies but the complainant also often feels that the amount used for the trap is not only a financial loss, but also a burden on him.

This discourages many complainants to come forward freely and affects the drive against eradication of corruption. But in case a big amount is demanded from the complainant in the form of a bribe and the complainant is unable to arrange the money immediately then in some cases the complainant decides not to approach the VB if the bribe money being demanded is huge.

Also, the amount provided by the complainant at the time of the trap remains deposited in the court till its final decision and the complainant does not get the amount back for a long time, leading to hardships. 

Advocate Sunaina also mentioned categorically the basic aim of this REVOLVING FUND would be to return/reimburse the bribe money to the complainants who enabled the cops to lay traps for the corrupt employees.

This shall be made available to the complainant on his application after due official formalities and approvals in a period of 10-15 days or so.

This Idea/System of such Revolving fund/Reserve money is running successfully in the State of Rajasthan, Haryana etc.

It’s also very important to direct the concerned department officials to get the pending work of the complainant done for which he was paying/giving corruption money to the corrupt official.

As per this written letter now Govt. has planned to move forward towards creating this “revolving fund” and wrote to Chief Director VB, Punjab to full details of proposal to create “REVOLVING FUND
