NCB SECURES CONVICTION IN INTERSTATE POPPY HUSK TRAFFICKING CASE: 02 ACCUSED SENTENCED TO 11 YEARS RIGOROUS IMPRISONMENT

The Narcotics Control Bureau (NCB), Chandigarh Zonal Unit, has secured the conviction of two accused persons, namely Muzaffar Ahmad Mir and Charanjit Singh Cheema, in a case relating to interstate trafficking of Opium Poppy Straw.

On 26.06.2019, a team of NCB, Chandigarh, foiled an attempt to smuggle 500 kg of Opium Poppy Straw from J & K to Punjab. A Truck bearing registration No. JK-13-B-7759,carrying the seized contraband was intercepted near Mukerian, Hoshiarpur, Punjab in connection with NCB Crime No. 31/2019. Thesuppliers of the seized contraband i.e. Muzaffar Ahmad Mir and Riyaz Ahmad Sheikh both resident of Jammu & Kashmir along with the receiver Charanjit SinghCheema R/o Hoshiarpur, Punjab were apprehended and arrested during the investigation.

NCB filed a complaint under the Narcotic Drugs and Psychotropic Substances (NDPS) Act, 1985, against the three accused before the Hon’ble Special Judge, NDPS Court, Hoshiarpur, on 20.12.2019. During the pendency of trial, accused Riyaz Ahmad Sheikh was declared a proclaimed person on 10.12.2025.

Upon completion of trial, the Hon’ble Court, vide judgment dated 28.09.2026, held that the prosecution had successfully proved the recovery of 500 Kg Poppy Husk and the involvement of the accused persons. Accordingly, accused Muzaffar Ahmad Mir was convicted under Sections 15(c) and 29 of the NDPS Act, while accused Charanjit Singh Cheema was convicted under Section 29 of the NDPS Act. Both were sentenced to 11 years of Rigorous Imprisonment. Muzaffar Ahmad Mir was fined ₹2 lakh on each of the two counts, with the sentences to run concurrently, while Charanjit Singh Cheema was fined ₹2 lakh.
