PU BOARD OF FINANCE APPROVED REVISED NON-PLAN BUDGET OF RS. 527.83 CRORES FOR YEAR 2017-18

Panjab University (PU) Board of Finance (BoF) today approved the revised non-plan budget of Rs. 527.83 crore for the year 2017-18 fiscal year. BoF was informed that Maudited figures of 2016-17 shall be released before September 30, 2017.

It was also informed that after the fire incident in PU in the month of May, 2017, the transactional data is safe and the status has already been informed to MHRD. It was agreed that re-appropriation of budget from one department to other department can  be carried out.The revised budget estimate has envisaged expenditure of Rs. 527.83 crore.The revised budget would now be considered by the PU Syndicate and Senate.

Earlier,the non-plan budget estimate had envisaged expenditure of Rs. 502.11 crore and income of Rs. 249.51 crore for the year 2016-17. BoF agreed for the completion of under construction multi purpose auditorium in South Campus, Sector 25, Panjab University, Chandigarh against allocated amount of Rs. 23.28 crore. PU Vice Chancellor Prof Arun Kumar Grover presided over the BoF meeting.

He informed that PU has re-constituted Think-Tank to rationalise sources of internal income of PU. Also, manpower audit was carried out. Projections related to non teaching employees in next 5 years and reduction of manpower on the directions of MHRD. VC projected to enhance the process of recruitment in this financial year, so that, financial implications of the same will be effected from the next year’s budget. BoF agreed for sending the case for recruitment of Dean College Development Council and Chief of University Security to UGC and to take up separately the case of recruitment of Professors.

The provisions for establishing PU Centre for Media Studies (PUCMS) was approved of already existing grant of Rs.39.97 lakhs which was given by former Rajya Sabha member Sh. H.K. Dua under MPLAD Scheme, by BoF with the rider that it should not affect the PU budget. The same to be reviewed after 8 months. BoF resolved the issue related to pay scale of Draftsman Cadre post of PU by seeking clarification from Punjab Government and authorised VC to finalise. 

The case regarding recommendation of Pension Grievance Redressal Committee in case of Dr. J.S.Rathore, USOL was not considered by BoF. 

Regarding issue of payment of various allowance i.e. Tiffin, Washing, Uniform and bonus to M/s Punjab Ex-Serviceman Corporation (PESCO), the issue was resolved for an amount of Rs.8 lakh. The additional amount of Rs. 26,68,173/- was approved by BoF from Budget Head on account of incentives to Outstanding Sports persons. 

BoF regarding the issue of budget estimates of two constituent Colleges at Dharamkot and Ferozpur for the year 2017-18, decided to recoup the funds from surplus available and to have discussions with the Punjab Government regarding additional grants.

BoF on the issue of Secretariat Pay to certain categories of employees of Panjab University asked to take clarification from CAG. The representative from Punjab Government informed that this was not applicable to employees of PU and  letter to this effect shall reach PU in 15 days.The meeting was attended by the Registrar Col. G.S. Chadha (Retd.), Prof. Navdeep Goyal, Prof. Rajat Sandhir, Finance & Development Officer Mr. Vikram Nayyar, UT IAS Officer Mr. Jitender Yadav, MHRD representative, Sanjay Tondon and Dr. Subhash Sharma and Smt. Waraich, Tax Advisor, Government of Punjab, Syndicate and Senate representatives.
