DELHI POLICE ARRESTED MURDER CONVICT PAROLE JUMPER WORKING AS SECURITY GARD AFTER 26 YEARS

After jumping parole, Onkar Singh kept on shifting from one city to another and for short periods, lived in cities like Ludhiana, Bikaner, Haridwar, Ghaziabad and Modinagar before returning to Delhiwhere he stayed at various addresses in Raghubir Nagar, Bhajanpura, Uttam Nagar,etc. before finally arriving in Vishnu Garden, Delhi.

In its continuing performance as the Best District of Delhi in tracing out and bringing to justice Proclaimed Offenders, the Vigilance Branch of South District Police has apprehended a PO who was convicted in a murder case andhad subsequently jumped parole. The arrested PO is Onkar Singh @ Ladda, age 61 yrs, r/o. Mangal Bazar, Vishnu Garden,Delhi. 

IshwarSingh, IPS DCP/South District, said as a  standard practice which has sustained the position of South District as theleading catcher of Proclaimed Offenders, the Vigilance Branch has been engaged in developing profiles of long running POs who have been almost forgotten dueto their exceptionally long periods of absconding from law. During one suchoperation, the profile of accused Onkar Singh was developed. It was learnt thathe is a Proclaimed Offender in case FIR No. 1611/80, u/s 302/34 IPC, PS PaharGanj, Delhi.

One of the deployed sources informed that the accused can be foundin the area of Vishnu Garden, Delhi where he has taken up assignment as a private security guard. This information was further developed and efforts paid fruit when, on 27/08/17, specific information was received about his visit to a particular address in the said locality. Immediately, a team comprising of ASI Ramesh, HC Paramjit and HC Roshan under the supervision of Inspector ManojKumar, South District was constituted and in a swift operation, wanted accusedOnkar Singh was apprehended. 

Thearrested accused was subjected to sustained interrogation based on the available records of the murder case and it was learnt that accused Onkar singh@ Ladda had, along with his associates Devinder Kumar @ Billu, Amar Pal Singh @Lovely and Ravinder Kumar @ Bhopu, committed murder of one Parminder Kumar aged 25 years, in the evening of 25/11/1980.

The deceased Parminder Kumar was a vendor of readymade garments at a shop in GaliSangtarshan, Pahar Ganj, Delhi. Accused Ravinder Kumar @ Bhopu had purchased ajersey from Parminder for a sum of Rs. 55/- out of which Rs. 20/- were paid andthe rest was promised to pay later. However, Ravinder Kumar @ Bhopu did not paythe balance amount and this led to a dispute between them. 

On 25/11/1980, at about 8.30 PM, deceasedParminder had gone to attend a jagran being held at Gali Sangtarashan where hefound Ravinder @ Bhopu along with his three associates’ i.e. the co-accused. WhenParminder insisted about his balance payment, Ravinder @ Bhopu and Onkar @Ladda took out knives and soon, inflicted several knife blows in the abdomenand chest of the deceased with their remaining two co-accused in watch and ward.After committing the crime, all of them fled away from the spot. Parminder was declaredbrought dead by the doctors at the nearest hospital. During the course ofinvestigation, all four accused were arrested and after investigation, put totrial.

On 15/05/1982, Shri R.C. Jain, thethen Addl. Session Judge, Delhi had sentencedaccused Ravinder Kumar @ Bhopu and Onkar Singh @ Ladda for life imprisonmentwhile the remaining two accused were acquitted. Against this judgment, OnkarSingh had filed appeals in Hon'ble High Court and Supreme Court but the samewere dismissed and his conviction remained upheld. 

Accused Onkar Singh @ Ladda remained in judicial custody till 1989 and in the same year, he applied for parole toget married. After getting married, he surrendered to judicial custody. Later,he again applied for parole in 1991 and after being granted parole by the competentauthority, he fled away. Subsequently, on 21/11/1991, he was declared a Proclaimed Offender by Ld. Chief Metropolitan Magistrate, Delhi.

After jumping parole, Onkar Singh kept on shifting from one city to another and for short periods, lived in cities like Ludhiana, Bikaner, Haridwar, Ghaziabad and Modinagar before returning to Delhiwhere he stayed at various addresses in Raghubir Nagar, Bhajanpura, Uttam Nagar,etc. before finally arriving in Vishnu Garden, Delhi. 

In Vishnu Garden, he got employmentwith a private security agency in Tilak Nagar and he was working as a privatesecurity guard. He was currently deployed at Ganga Ram Vatika, Vishnu Garden. Beingsecure that no one from police was following him now, he had started living with his wife, one son and one daughter. The concerned police station has been informed of this arrest. Further investigation is under progress.
