Haryana Government has issued instructions to the departments to send requisition carefully to the Haryana Staff Selection Commission. If there is any confusion, the Commission should get the position clarified from the department concerned before advertising posts which require essential qualification.

While stating this here today, an official spokesman said that it had been noticed that in many cases the departments do not appoint the candidates recommended by the Commission for one reason or the other due to which the selected candidate approaches the High Court. In such circumstances, government has to face unnecessary legal implications.

He said that in compliance of directions issued by the High court, the State Government has observed that often the departments send requisitions to the Commission as per due course of procedure. But as per departmental service rules, there may be certain conditions of experience also alongwith essential qualification for some posts. The Commission selects the successful candidates after examining the information given in requisition letter and the recommendation of selected candidates is sent to the department concerned as per given procedure. Before issuing the appointment letter to the selected candidates, the document verification is done by the department. During the document verification, the department raises objections about the experience certificate because the experience certificate is not as per the departmental service rules and return the recommendation to the Commission. The government has to face the legal implications due to lack of coordination between the Commission and departments concerned.

A written communication in this regard has been sent by the Chief Secretary to all Administrative Secretaries, Heads of Departments, Divisional Commissioners and Deputy Commissioners, and the Registrar, Punjab and Haryana High Court, Chandigarh. They have been directed to strictly comply with these instructions.
