HARYANA N0TIFIED GROUP D EMPLOPYEES TO REGULATE RECRUITMENT

Haryana Government has notified the Haryana Group D Employees (Recruitment and Conditions of Service) Act, 2018, to regulate the recruitment and conditions of service of the Haryana Group D employees in the state. 

While stating this here today, a spokesman of Law and Legislative Department said that recruitment to all posts in the service would be made by recruiting agency under the Act provided that the recruitment to the posts of Sweeper, Chowkidar and Sweeper-cum-Chowkidar would be made by such other bodies as may be constituted by the Government from time to time.

He said that the appointment to all the posts in the service would be made by the Head of the Department or Head of the Office, whereas the permanent cadre, category and grade pay of the service would be determined by the government.

He said that the educational qualifications and experience, if any, for all Group D posts except Sweeper, Chowkidar and Sweeper-cum-Chowkidar in case of direct recruitment would be matriculation from recognized board and Hindi or Sanskrit upto matriculation, as one of the subject whereas for appointment other than direct recruitment, it would be matriculation from recognized board, Hindi or Sanskrit upto matriculation as one of the subject and two years experience in relevant post. He said that for direct recruitment to the post of Sweeper, Chowkidar and Sweeper-cum-Chowkidar, they should be able to read and write Hindi whereas for appointment other than direct recruitment, they should be able to read and write Hindi and should have two years experience in relevant post.

The spokesman said that the criteria for selection to Group D posts in the service would comprise of total 100 marks including 90 marks for written exam and 10 marks for socio-economic criteria and experience. While referring to the marks for experience and some objective socio-economic criteria, he said that five marks would be given if no person from among the applicant’s father, mother, spouse, brothers, sisters, sons and daughters is, was or has been regular employee in any Department, Board, Corporation, Company, Statutory Body, Commission and Authority of Haryana government or any other State Government or Government of India. Five marks would be given if the applicant is a widow or if the applicant is the first or the second child and his father had died before attaining the age of 42 years or if the applicant is the first or the second child and his father had died before the applicant had attained the age of 15 years. Similarly, five marks would be given if the applicant belongs to such a denotified tribe (Vimukt Jatis and Tapriwas Jatis) or Nomadic Tribe of Haryana which is neither a Scheduled Caste nor a Backward Class.

He said that a maximum of 8 marks would be given for experience. One half (0.5) mark for each year or part thereof exceeding six months of experience, out of a maximum of 16 years, on the same or a higher post in any Department, Board, Corporation, Company, Statutory Body, Commission and Authority of Haryana government. However, no marks would be awarded for any period less than six months. He said that no applicant would be given more than ten marks under any circumstances. The waiting list for the vacancies upto 25 at 25 per cent, for vacancies between 25 to 50 at 15 per cent and for vacancies above 50 at ten per cent subject to minimum of two candidates would be prepared during selection. The main list as well as the waiting list would remain valid for a period of one year from the date of recommendation. The recruiting agency while making recommendations would clearly indicate the main list and the waiting list. The main list would contain the number of candidates equal to the number of demand made by the Department to the recruiting agency, he added.

He said that no person would be appointed to any post in the service by direct recruitment who is less than 18 years or more than 42 years of age. In case of selection and recommendation of the names of candidates to a Department or an office for Group D posts, there would be no interview and there would be written exam and criteria for selection would be such as specified. A candidate may apply for any number of departments and indicate his priority for such departments. He said that persons appointed to any post in the service would remain on probation for a period of two years, if appointed by direct recruitment, and one year, if appointed otherwise.
