INDIAN COUNCIL OF HISTORICAL RESEARCH PUBLISHING DICTONARY OF MARTYRS, SAYS HOME MINISITRY

  “Indian Council of Historical Research (ICHR), New Delhi is publishing “Dictionary of Martyrs: Indian Freedom Struggle (1857-1947) in several volumes, out of which 5 volumes already stand published” – says Under-Secretary to Union Home Ministry.

Advocate Hari Chand had earlier also in 2015 taken up the matter with Union Home Ministry for supply of copy of the list of Martyrs, if any, maintained by the Government of India. In response to the said request, the Union Home Ministry had vide its letter dated 16.4.2015 informed Advocate Hari Chand that Ministry of Home Affairs does not either declare any person (living or dead) in the Country as “Martyr” or maintain any list of such official declared martyrs. However, he was informed that his application is being transferred to National Archives of India, New Delhi for providing further information. The matter stood at rest at that.

However, recently on 25.3.2018, Advocate Hari Chand served a legal notice on Union Home Ministry as well as Chief Secretaries of Punjab and Haryana, asking them to notify the list of martyrs, who have sacrificed their lives for bringing freedom in India. As regards the notice served on Union Home Ministry, he has received a letter dated 3.5.2018 from R.P. Sati, Under-Secretary, Government of India, Ministry of Home Affairs, stating therein as under:-

“ The Indian Council of Historical Research (ICHR), New Delhi which is an autonomous body of M/o Human Resource Development has been assigned by M/o Culture a project entitled “Dictionary of Martyrs: Indian Freedom Struggle (1857-1947)”. ICHR is already working on that project and has so far published 5 volumes of this Dictionary of martyrs. This Ministry does not prepare or maintain any list of martyrs. Therefore, the instant matter is being forwarded to ICHR for taking appropriate action and giving suitable reply to the petitioner.”

“Thus, the Ministry of Home Affairs, Freedom Fighters Division, does not deal with martyrs who brought freedom to the Country” laments Advocate Hari Chand. It just transfers this important matter to one organization or the other.
