RATIONALISATION POLICY FOR TEACHERS IN GOVT. MIDDLE SCHOOLS COMES UNDER HIGHCOURT SCANNER

Rationalisation policy for deployment of teachers in Government Middle Schools comes under Punjab and Haryana Highcourt Scanner.

Highcourt Bench comprising Justice Rakesh Kumar Jain today issued notices for 1.10.2018 to Punjab Government, Secretary Education etc, in a writ petition filed by Gurbhej Singh and 12 other parents of schools students studying in 6th to 8th classes in two Government Middle Schools, namely, Seoli, Tehsil Dera Bassi, Mohali, and Ballo Majra, Mohali, who have challenged the rationalization policy circular dated 29.8.2018 issued by the Education department, qua clauses 4.1 and 4.2 of the said circular.

It has been stated in clause 4.1 that up to to 3 sections in the Middle School, there shall be 4 posts comprising Social Studies, Science (Medical), Punjabi and Hindi.

In clause 4.2 of the said circular, it has been mandated that “in no circumstances, a teacher with B.A. (Math) shall be deployed in a school.” In earlier policy dated 24.8.2018, it was mandated that either Science Teacher (Non-Medical) or Mathematics teacher shall be deployed in Middle Schools, but the said provision was arbitrarily amended vide circular dated 29.8.2018.

The Counsel for the petitioners argued that in the Government Middle Schools, the students of 6th to 8th class, who want to make their career in engineering side, will now be taught Mathematics by Science Teachers (Medical), who have themselves studied Mathematics only upto 10th class many years ago.

Thus, the standard of education in Mathematics shall be adversely effected by this Policy. The policy circular which mandates that Mathematics teachers shall not be deployed in Middle Schools is not in the interest of those students who want to make their careers in engineering line. The aforesaid clauses of the rationalization policy which mandates shifting of BA (Mathematics) teachers from Middle Schools, therefore, deserves to be quashed
