THREE AFGHAN AND ONE NIGERIAN NATIONAL ARRESTED WITH 2.5 KG HEROIN WORTH CRORES OF RUPEES

A team of Special Cellled by Insp. Sunil Rajain and Insp. Ravinder Joshi under the close supervisionof Sh. Lalit Mohan Negi and Sh. Hridaya Bhushan, AC’sP/NDR, has busted an International drug cartel involved insmuggling of fine quality narcotic drugs Heroin.

The fine quality Heroin was smuggled in India through carriers from Afghanistan. A total of 2 Kg finequality Heroin was recovered from their possession having international valueof more than Rs. 8 Cr. The details of arrested Afghan nationals identified as  EhsanullahR/o Logar Province, Sharkhai Village Afghanistan Age 28 Yrs,  Md.Amin r/o Takhar Kalasan Afghanistan Age 47 Yrs, Abdul Razzak r/o Takhar Kalasan Afghanistan Age 43 Yrs.

The Police custodyremand of the abovementioned accused was taken on 13.03.19 and further raidswere conducted to arrest the supplier/receivers of heroin. On the basis ofsustained and persistent interrogation of arrested accused persons, a raid wasconducted on 14.03.19, and one Nnadozie Emmanuel R/o Festac Lagos ,Nigeria age32 years was arrested from Nai Basti, Village Maidangarhi and 550 Gms Heroinalong with over 4000 medicines of different kinds suspected to be used aspsychotropic substance was recovered from his possession.

BRIEF OF THE CASE:

SpecialCell in its tirade against the drug traffickers has busted several narcoticdrug cartels in the past by arresting its members and recovered hugeconsignments of drugs. For the last few months, Special Cell was workingon drug Cartels involved in supply of high quality Heroin drugs smuggledundetected through airports.

Two Interstate Narcotics drugs cartels busted with arrest of their 05 key players

Information was received through reliable sources that high quality Heroin is beingsmuggled in India through a method that involves swallowing the capsules havingHeroin, which are extracted later from the excreted feces. Each capsules weighabout 20 grams and each carrier can carry few dozen capsules at one go. Theheroin carried through gastrointestinal tract is very pure and the quantity ofheroin is then increased after mixing. This information was further developedthrough human intelligence. The members of this cartel were secretly identifiedand their activities were kept under discreet surveillance. On 12.03.2019,specific information was received that three Afghani national’s Ehsanullah, Md.Amin and Abdul Razzak, who had recently come from Afghanistan would deliver theconsignment of fine quality heroin to their associate in the area of LajpatNagar. A trap was laid and all three Aghan nationals were apprehended nearPillar No. 176, Shiv Mandir Marg, Jal Vihar bus stand, Lajpat Nagar. 01 Kgfine quality heroin was recovered from possession of Ehsanullah while 500g eachwas recovered from possession of Md. Amin and Abdul Razzak. A case under theappropriate sections of law was registered at Police Station Special Cell andinvestigation was taken up.

 

PROFILE & INTERROGATION OF ARRESTED CRIMINALS :

1. Ehsanullah R/o LogarProvince, Sharkhai Village Afghanistan Age 28 Yrs

 

Ehsanullah belongs toa middle class family in Afghanistan. Ehsanullah came to India on medicalassistance visa. Ehsanullah came in contact with Nigerian nationals who only dealin sale of fine quality Heroin and were ready to pay handsome amount for thesame. Ehsanullah was tasked by drug lord in Afghanistan to receive drugcarriers from Afghanistan and to arrange their logistics in India.

 

2. Md. Amin r/o TakharKalasan, Afghanistan Age 47 Yrs

 

Md. Amin belongs to avery poor family and somehow manages to make ends meet. He was contacted bylocal drug lord and was tasked to smuggle very fine quality of Heroin in India.He swallowed about 20capsules each having about 15-20 Gms of Heroin. He didn’t eat or drink anythingduring the entire journey and excreted the capsules upon reaching India. As perinstructions from Afghanistan, he was tasked to sell the drugs throughdesignated receivers.

 

3. Abdul Razzak r/oTakhar Kalasan, Afghanistan Age 43 Yrs

 

Abdul Razzak belongsto a poor family in Afghanistan. He was contacted by the same local drug lordHabibullah and was tasked to smuggle very fine quality of Heroin in India. He swallowed about 25 capsules each having about15-20 Gms of Heroin. He didn’t eat or drink anything during the entire journeyand excreted the capsules upon reaching India. As per instructions fromAfghanistan, he was tasked to sell the drugs through designated receivers.

 

4. Nnadozie Emmanuel R/oFestac Lagos, Nigeria Age 32 years

NnadozieEmmanuel hails from a middle class family in Nigeria. His father was an electricalengineer in Nigeria. He came to India on student visa in 2011 and came incontact with fellow Nigerian nationals living in the area of Mehrauli,Maidangarhi, Delhi and indulged in drug trafficking. He used to take supply ofheroin from many Afgan nationals coming to India. He only dealt in fine qualityHeroin smuggled in India from Afghanistan. He is illegally staying in India.

Efforts are afoot, toidentity the forward and backward linkages of this narcotic network and toarrest the main suppliers and receivers of heroin.

A team of SpecialCell, Southern Range led by Inspr. Shiv Kumar under the supervision of ShriAttar Singh, ACP has busted an International narcotic drug cartel. Three keymembers of this cartel including kingpin Shamuta Banu(age 54 years) r/o Distt.Nagaon, Assam, Dhanji Gupta (49 years)and Dheeraj Kumar (age 24 years) r/o Distt. Rohtash, Bihar have been arrested in the above case. Total 44.5kgs of good quality heroin worth Rs. 180 crores in the International market hasbeen recovered from possession of arrested drugs suppliers.

 

Development ofInformation

 

Special Cell in itstirade against drug suppliers has busted several narcotic drug cartels in thepast by arresting various members of these cartels and by recovering huge consignmentsof heroin. It is worthwhile to mention here that Special cell had succeeded inbusting more than 25 narcotics cartels and has recovered more than 275 kgs ofheroin during one year. A team of Special Cell was working on an informationthat an International narcotics cartel is active in the states of Bihar,Manipur, UP, Rajasthan, West Bengal and parts of North India and drugs to NorthIndia were transiting through Delhi. As per information, members of this cartelwere involved in getting supply of heroin from Myanmar through Manipur andfurther supply this drug to Delhi, Rajasthan, Assam, Bihar and West Bengal.This information was further developed through human surveillance. It tookpainstaking efforts of 3 months to develop this information. During thisprocess, members of this cartel were identified and their activities were keptunder discreet surveillance.

 

Operation

On 07.03.2019, aspecific information was received by Inspr. Shiv Kumar that Dhanji Gupta andDheeraj Kumar, two key members of cartel had collected big consignment ofheroin from Nagaon, Assam. Both had already arrived in Delhi and they woulddeliver the consignment to their contact near Indraprastha Park, Ring Road,Delhi between 9 PM to 10 PM for onward supply to parts of North India.Accordingly, a trap was laid near Indraprastha Park. At 9:45 PM one TSR comingfrom Sarai Kale Khan side stopped near Indraprastha Park. Two persons alongwithtwo traveling bags came out from the TSR and waited for someone. After 10minutes, both were surrounded by the members of team and were overpowered. Bagsof duo were searched and 21 kgs heroin i.e. 15.5 kgs from Dhanji Singh and 5.5kgs from Dheeraj Kumar was recovered. Case under appropriate sections of law wasregistered in PS Spl Cell.

Both disclosed thatthey had procured said consignment from a woman drug supplier of Nagaon, Assam.As per her directions, they had come to Delhi to deliver the contraband to acarrier for onward supply in North India. Both were taken on police remand anda team was sent to Assam to arrest source of supply of heroin. On 12.03.2019, araid was conducted at house of Said woman drug supplier namely Shamuta Banu and 23.5kgs. heroin was recovered from her house.

 

Modus-operendi andgist of interrogation of arrestees

 

All three accusedpersons were subjected to sustained interrogation wherein they disclosed thatthey are members of the wide international narcotic drug cartel which is headedby Shamuta Banu. During interrogation, it has been revealed that Shamuta Banureceives crude heroin from a person from Manipur. She has disclosed that said personfrom Manipur procuresheroin from Myanmar. Shamuta Banu with the help of Dhanji Gupta and otherassociates used to further process crude heroin into fine quality heroin with somechemicals. in Bihar with the help of his associates. Shamuta Banu used to furthersupply the prepared heroin to various persons in North India, Siliguri in West Bengal, Bihar,UP etc. She used to get above precursors from a person of Jhalawar in Rajasthanand she further supply heroin to him.

 

Members of thissyndicate have links with drug suppliers in Manipur who procured narcotic drugsfrom Myanmar. Trio have also disclosed that there is widespread illegalcultivation of opium in bordering areas of Manipur. Drug manufacturers prepareheroin from opium and supply it further in parts of country. They alsodisclosed that quality of heroin smuggled from Myanmar is much superior toheroin produced in Manipur and is also cheaper than heroin produced by theircounterparts in India. That is whyheroin produced in Myanmar is in high demand internationally and also in India.

 

Since last one year,it was being noticed that this is a new route for smuggling of heroin fromMyanmar via Manipur to various states of North and Central India. Special Cellhas kept sharp eye on this route. Special Cell has busted 10 such modulesoperating from North East States including Manipur and Assam and has recoveredmore than 160 kgs heroin during last one year. Heroin brought fromMyanmar is not only cheaper but is also relatively of better quality then tothe heroin produced in traditional licit opium growing areas of Bareilly,Badaun, Barabanki in UP, Mandsaur in MP and Jhalawar in Rajasthan.

 

Profile of thearrested persons :

DhanjiGupta

Dhanji Gupta hails from a middle class family. He isa graduate. After his graduation he worked in textile companies of Ludhiana andSurat. In the year 2007, he opened a grocery shop in Buxor (Bihar). In the year2010, he came in contact with one notorious drug supplier of Buxor who luredhim to work as carrier of heroin for him. During this period, he came incontact with ShamutaBanu of Assam and started supplying heroin with her.

Dheeraj Kumar

Dheeraj Kumar hails from a middle class family. He hasstudied upto intermediate and started job in a chemical factory at Mumbai.After sometime he left Mumbai and went to Jaipur for job. In the year 2015, hereturned back to his village and started the work of scrap dealing. In the year2017, he was lured by his father Dhanji Gupta to join him as carrier of heroinand he started the same.

ShamutaBanu

ShamutaBanu hails from a middle class family and is aschool dropout.After the death of her husband in 2014, she came in contact with one notoriousdrug supplier of Manipur who lured her to work for him. During this period shecame in contact with Dhanji Gupta and also started supplying contraband to him.Subsequently, she developed her own network of getting supply of heroin fromManipur and she further supplied it to various persons in above mentioned states.

Efforts are afoot toidentity the forward and backward linkages of this narcotic drug network and toarrest the other suppliers and receivers of heroin.

Teams of Northern Range, Special Cellled by Inspr.VivekanandPathak,Inspr. Kuldeep Singh and Insp. Puran Pant under thesupervision of ShriManoj Dixit, ACP, have busted two different Interstate drugcartels by arresting their 05 key members namely (1) Mohd. Sikandar, aged 30 years and (2) Mohd.Umar, aged 26 years both residentof SoraMayalLeikai, HayalLabuk, Thoubal, Manipurand; (3)Ankush (age-25years) r/o Mangolpuri, Delhi (4) Amit (age-34 years) r/o Sector-15, Rohini,Delhi and (5) Mukesh (age-32 years) r/o Phase-1, BudhVihar, Delhi.36 Kg. ofhigh grade heroin worth more than Rs. 144Crores in the international marketrecovered from their possession. Hyundai Xcent car, Esteem car and Duster carused in transporting these contrabands have been seized. Several mobilehandsets and several SIM cards used in the drug trafficking activities havealso been recovered from them.

 

Development of Information:

Sleuthsof Northern Range of Special Cell have assiduously been working upon to burst theinterstate narcotics drug cartels active in Delhi/NCR and adjoining areas of U.P.The tirade received big success with the simultaneously bursting of twointerstate drug rackets by these team members.

 

1stOPERATION

A team led by Inspr.Puran Pant received a tip off regarding kingpin of an infamous drug cartelnamely Mamu of NawabGanj, Bareilly, UP. This raw information was furtherdeveloped by SI Bijender Singh & SI Raj Singh with the help of other teammembers through technical as well as manual surveillance. After 05-06 months ofrelentless efforts, some of the key members/carriers of this cartel wereidentified,namely Mohd. Sikander&Mohd.Umar.The network involved the trans-borderprocurementand shipment of illegal drugs consignments from Myanmar, Afghanistan and other Middle-Eastcountries.These drugs were even supplied to overseas contacts of Mamu inwestern countries including USA.

On 08/03/2019, specificsecret information was received regarding supply of huge consignment of herointo one NasirMiyan, a Delhi based contact of Mamu. The information furtherrevealed that, acting upon the directions of cartel kingpin Mamu, the carriersnamely Mohd. Sikander&Mohd. Umar, both resident of Manipur would comebetween 10.30 P.M to 11.30 P.M near light point, Prahladpurmor, Delhi by an SUVcar Duster Reg. No. DL-8CZ-8112 to supply the said consignment. Accordingly, araiding party was constituted, a trap was laid down at the rendezvous and sharpvigil was kept at the spot. At about 10.45 P.M, an SUV car Duster Reg. No.DL-8CZ-8112 came from Rithala metro road, sector-24, Rohini, and after turningtowards PrahladPur Village, the vehicle stopped on the road side. One personhaving one shoulder bag in his hand alighted from the driver side, who waslater identified as Mohd. Umar, whereas another person having another shoulderbag in his hand alighted from the other side, who was later identified as Mohd.Sikander. After waiting there for about 10 minutes, when nobody turned up, theystarted walking back towards their vehicle but both of them were apprehended bythe raiding party. After completion of legal formalities, the shoulder bags ofMohd. Umar &Mohd.Sikander were checked, from which two packets each (total4 packets) of contraband fine quality heroin weighing 5 Kg. each were recoveredrespectively. Further, upon their instance, the cavity created in the stepnykept in the dickey of the car was opened and two cloth packets containingcontraband heroin weighing 6 Kg. each were recovered. The same were found keptinside the tubeless tyre of the stepny after deflating them. In total, 32 Kg.of fine quality heroin was recovered.

A case under appropriatesections of law was registered at PS Special Cell. The spot interrogation ofMohd.Umar &Mohd.Sikander confirmed that the recovered heroin was deliveredto them by one Mukand at Guwahati (Assam) at the behest of one Mamu of Bareilly(U.P) and the same is to be delivered to some contacts of Mamu in Delhi. Boththe arrested accused persons were produced before the concerned court and PCremand of both was obtained from the court. Efforts are being made to apprehendthe racket kingpin Mamu and his source of drugs supply at Manipur. For the samea dedicated team is stationed near Bareilly, U.P with all possible means formaking all out efforts.

 

2nd OPERATION

Informationwas received that members of an interstate drug cartels used to bring highgrade heroin from suppliers hailing from Bareilly, U.P, who in-turn used tocollect raw material for preparation of heroin from porous Indo-Bangla border.This information was further developed through technical as well as manualsurveillance. It took about 3-4 months of painstaking efforts to furtherdevelop the crude information. During this period and process, members of thesecartels were identified and their activities were kept under discreetsurveillance.

Finally,on 13/03/2019, specific information was received that two key members of thisinterstate drug cartel, namely Ankush and Amit, would come in Hyundai Xcent CarNo. DL-1ZB-5851 near service road, in front of Veer Apartment, Rohini, Delhi to deliver consignment of heroin to one ofthe contacts of Mukesh and Ankush. Accordingly, a raiding party was constitutedand sharp vigil was maintained at the spot. Ankush and Amit were apprehendednear service road in front of Veer Apartment, Rohini, Delhi at about 07:15 A.Mon 13/03/2019. During search 04 kg. fine quality heroin was recovered fromtheir possession; 02 kg. from the possession of Ankush, while 2 kg. frombeneath the driver seat of their white Xcent car No. DL-1ZB-5851.

Pursuantto the disclosure statements made by arrested accused persons, immediately araiding police team was constituted and one more accused, Mukesh was furtherarrested from the area of HaiderPur, near Max hospital, Delhi and his MarutiEsteem car No. DL-2CAC-6936 was alsoseized from his possession.Mukesh is a notorious drug supplier of Delhi.Mukesh was previously involved in 5 cases of Excise Act.A case vide FIR No.40/2019, Dt. 13/03/2019, u/s 21 NDPS Act was registered at PS Special Cell.

 

INTERROGATION OF ACCUSED PERSONS:

Mohd. Umaris known to Sikander since childhood as both resides in the same locality atManipur. Mohd.Sikanderlured Mohd. Umar of easy and hefty money and brought him inthis network.Mohd. Umar has been working as a driver as well as a cloth vendor.Sikander used to pay Rs. 50,000/- to 1,50,000/- per trip to him, depending uponthe drugs quantity and destination.

Mohd.Umar came in the contact of one Tasleem @ Mamu of Bareilly (U.P). Initially for5/6 occasions, both Mohd.Umar and Mohd.Sikandercollected very smallconsignments of heroin from one Mukund at Guwahati, Assam andsupplied it toMamu. The said Mukundin-turn used to procure and transport the heroinconsignments from destination to Guwahati through trucks and other goodstransport vehicles at the risk of truck drivers/transporter concerned. Mukundusedto safely collect the drug consignments at some point near Guwahati and handover the same to them at some other points with high precautions. As they wonMamu’sfaith, they were assigned the job of supplying heroin to the otherprospective local buyers/smugglers ofDelhi/NCR and U.P and; overseasbuyers/smugglers of Myanmar, USA, Afghanistan and other Middle-East countries, whoare confident contacts of Tasleem @ Mamu. For this purpose, Mohd. Umarhad purchaseda second hand Duster car no. DL-8CZ-8112 through OLX. Use of second-handvehicle also causes little monetary loss if situation warrants to abandon thevehicle. Having received thecontraband’s consignments from Guwahati, he alongwith Sikander used to proceed to the destination with the consignment concealedin the secret cavities of his second hand altered vehicle.

 

On theother hand, the interrogation of three accused persons namely Ankush, Amit andMukeshrevealed that they used to receive supply of heroin from Sajid ofBareilly, U.P. Amit used to work as a carrier for them and translocate theconsignment of heroin for Ankush and Mukesh as per their directions. Mukesh andAnkush used to send Amit to get consignments of heroin from Bareilly, U.P. Amitused to travel in taxi number car to dodge the police. The accused persons wereinvolved in supplying heroin for last 03-04 years. Accused Ankush disclosedthat he used to work with Mukesh in partnership. After procuring supply ofheroin, they further supplied the same to their various contacts/receivers in Delhi& NCR.

 

PROFILE OF ACCUSED PERSONS:

 

Mohd.Umar(age-26years) r/o SoraMayalLeikai, HayalLabuk, Thoubal , Manipur.

He studied up to 5th standard at aMadarsa in Manipur. He belongs to a poor family. He is a driver by occupation.

 

Mohd.Sikandar, aged 30 years, r/oSoraMayalLeikai, HayalLabuk,Thoubal , Manipur.

He studied up to 7thstandard at a Madarsa at Manipur. He belongs to a middle class family. He is adriver by occupation.

 

Ankush(age-25 years) r/o Mangolpuri,Delhi.

He is an undergraduate. He belongsto a middle class family. Mukesh had lured him to work as partner and told himabout easy money in supplying heroin.

Mukesh(age-32 years) r/o Phase-1,BudhVihar, Delhi.

He is a resident of BuddhVihar,Delhi. He received only primary education. Due to poor financial condition of hisfamily, he fell in bad company and dropped out of school. He started supplyingliquor in the area of MangolPuri and BuddhVihar, Delhi. He was previouslyinvolved in 5 cases of Excise act. While lodged in jail,he came in contact withdrugs suppliers. After coming out from prison, he started supplying drugs inthe areas of MangolPuri and BuddhVihar, Delhi. Mukesh lured Ankush to work withhim supplying drugs.

Amit(age-34 years) r/o Sector-15, Rohini, Delhi

Heis a resident of Rohini, Delhi. He also received only primary education. He isa driver by profession. Ankush lured him to work with him in drug supplying. Hestarted working as carrier for Ankush and Mukesh and travelled to Bareilly 8-9times to bring their consignments of heroin.

 

Further investigation is in process.
