KUMARI SELJA RAISES ISSUE OF DISCRIMINATION WITH HARYANA IN BUDGET, SYL AND RISING UNEMPLOYMENT

President Haryana Pradesh Congress Committee and Rajya Sabha MP, Kumari Selja raised number of issues during discussion on budget in Rajya Sabha today, which included issues such as discrimination with Haryana in the budget, agrarian crisis, SYL, rising unemployment and rising debt on Haryana.

Kumari Selja said that the BJP formed government in Haryana without majority and the Central Government has totally neglected Haryana in this budget. Though, the state did not get anything in the budget, but during the BJP government, paddy scam and other scams took place in the state. The government said in the budget that it will build a museum in Rakhigarhi, but it has already started in the year 2013.

Kumari Selja said that big reason for this was that very little amount was spent in the first phase of the scheme against what the government had estimated. This has added one more ‘jumla’ to the government’s list. It is a joke with our farmers. The subsidy on fertilizer, which was about Rs 80,000 crore last year, was also reduced to Rs 71,000 crore. Today, the farmer of the country and the farmer of Haryana are under debt. Neither the income of the farmer has been doubled, nor has the government given any relief to them, she added.

  
She said that Haryana is primarily agricultural state, but in the budget, ‘Kisan Samman Nidhi’, which was started in December of 2018, at that time a budget of Rs 75,000 crore was fixed for it, which was later increased to Rs 87,000 crore, but this time a budget of only Rs 55,000 crore has been allocated for 2020-21.

Kumari Selja said that according to statistics, there are more than 20 lakh unemployed persons in Haryana. According to the CMIE report, the unemployment rate of the state has increased from 28 percent to 30 percent in the month of December. People of the state are not getting employment and on the other hand industries are being shut down in the state.

She said that the debt of Haryana was Rs 70,000 crore in 48 years from the year 1966 to 2014, but now in three-and-a-half years, the debt has increased by Rs 90,000 crore and reached Rs 1.61 lakh crore, which is further going up to Rs two lakh crore. She said that Haryana will suffer a loss of Rs 3,000 to 4,000 crore in GST. How small states like Haryana will emerge from this, she asked?

Raising the issue of SYL, she said that the issue has been pending for many years, but till date, the Chief Minister of Haryana has not been able to take time from Prime Minister for a meeting with leaders of the state. Not resolving the SYL issue is a major failure of the BJP government.

Citing NCRB data on women's safety, she said that a rape case is reported in the country in every 15 minutes whereas there are incidents of rape in Haryana in every fifth hour. Despite this, the funds received by the state government for the safety of women, including under the Nirbhaya Fund and One Stop Centre, were not spent. She said that under the ‘Pradhan Mantri Gram Sadak Yojana’, Rs 38,477 crore was released in three years, in which Haryana has got only Rs 36 lakh in total, which seems to be a clear joke with Haryana.
