RTI EXPOSES:PGI ROHTAK PLAYS HAVOC WITH PATIENTS

Patients undergoing surgeries at Post-Graduate Institute of Medical Sciences, Rohtak are at the mercy of 12th pass candidates who work there as Operation Theatre Technicians. BSc in Operation Theatre Technology is the minimum essential qualification for appointment to this post whereas those having no such degrees have been appointed based upon their fake certificates of CMJ University, Shillong, Meghalaya. 

Documents dig out by RTI Activist Dr Rajinder K Singla unveil at least two such candidates namely Mahipal and Rahul who have been appointed as O.T. Technicians in the Institute without any Degree in Operation Theatre Technology. Appointment has been made solely on the basis of a marksheet procured from CMJ University, Shillong which is fake, alleges Singla.

Synopsis of 8 candidates prepared for the post shows that none of them possessed the degree of B.Sc. in O.T. Technology. Accordingly, 6 were declared as ineligible while the remaining two, Mahipal and Rahul, were declared ‘provisionally eligible’ based upon their ‘questionable’ marksheet of CMJ University. 

Though a Senior Professor and Unit Head of the Department of Surgery, who had prepared the synopsis, had categorically mentioned that Mahipal and Rahul be considered provisionally subject to verification of their marksheet, as no degree was produced, yet the Establishment Committee of the Institute went ahead with the selection process and on August 31, 2012, recommended their names for appointment. 

Dr SS Sangwan played active role, initially in selection of Mahipal and Rahul as Chairman of the Establishment Committee, and later in approving these appointments as Vice-Chancellor of the affiliating Pt. BD Sharma Health University, Rohtak. Besides VC, others including Pro-VC Dr SN Chugh, Director-PGIMS Dr CS Dhull, Dean-PGIMS Dr VK Jain, Medical Supdt. Dr Ashok Chauhan, Registrar Dr Sarla Hooda and two Professors of the Institute were also involved in said selections. Health University VC subsequently promoted both of them as Operation Theater Master in January 2018. 

CMJ University, Shillong came into existence in October 2010 whereas both these candidates claim to have passed B.Sc. before July, 2012. How a 3-year degree could be passed in a span of less than 2 years, questions Singla. 

Visitor of CMJ University and Governor Meghalaya, R.S. Moosahary, had on April 30, 2013, declared degrees issued by CMJ University to be illegal, ordering their withdrawal. CMJ University went up to Supreme Court which also affirmed the illegality of these degrees. Government of Meghalaya, in pursuance of the order dated September 13, 2013 of Supreme Court, received representations from the affected candidates to look into validity of their degrees, heard them and declared degrees of all those 3592 representationists as ‘invalid’. 

Not only that, Director General Higher Education (DGHE), Haryana, had on October 4, 2013 asked all the State and Private Universities as well as Government and Government-aided Colleges in Haryana to cancel all admissions/appointments made on the basis of degrees of CMJ University. 

Medical Superintendent (ME-II)/PIO of PGIMS Rohtak has refused to disclose other employees of this Institute who have been appointed on degrees obtained from CMJ University, Shillong claiming this disclosure to be outside the provisions of RTI Act. 

Since Operation Theater Technician plays an important role in sterilization of surgical equipment and sequencing their arrangement in accordance with the kind of surgery to be conducted, possibility of having saved those, therefore, could not be denied who died while undergoing operations which were assisted by these unqualified O.T. Technicians/Masters with fake credentials. 

How Mahipal and Rahul are still continuing in service when DGHE Haryana had told Health University Registrar as early as in 2013 to cancel their appointments, needs to be investigated. Singla has brought the matter to the notice of Anil Vij, Minister for Health, Medical Education and Research (Haryana) as well as Dr KP Singh, Director General, State Vigilance Bureau.
