The team of Counter Intelligence, Special Cell, led by ACP Rahul Vikram, Inspectors Dalip, Vikram and Nishant, under the supervision of DCP Manishi Chandra, has successfully solved the recent ‘terror incident’ of broad daylight firing dated 29/08/2022 in the Nalagarh Court Complex, Himachal Pradesh. All the four assailants alongwith their handler-associate, financier and firearm supplier have been arrested.

BACK GROUND: On 29/08/2022, an incident of armed assault and firing outside the ACJM’s Court, Nalagarh, Baddi, Himachal Pradesh was reported. The FIR stated that while accused Ajay @ Sunny @ Lefty, r/o Kurukshatra, Haryana, was being taken back after the court appearance under the police escorts, two youths with the ostensible objective of shooting dead Ajay @ Sunny, had opened fire. As chaos spread, the youths had run away after firing a couple of shots in the air along with other associates who were waiting nearby on two motorcycles.

This incident raised an alarm in Special Cell since accused Ajay @ Sunny @ Lefty, who was the apparent target of the armed assault, had been arrested by Counter Intelligence Unit of Special Cell in the month of March 2022 after being on the run for over a year. At the time of his arrest, he was running wanted in the sensational killing of Vikramjeet @ Vicky Middukhera, committed in August 2021 and the murder of one Simran @ Simmu committed in May 2021 wherein apart from the deceased Simran, four other persons had suffered grievous gunshot wounds.

Mr. HGS Dhaliwal, IPS, Special Commissioner of Police Special Cell,Delhi Police. said over the next three days, intensive efforts which saw the team of Counter Intelligence, Special Cell, scouting for suspects in Delhi and further, in territories like Kaithal, Safidon, Jind and Ambala in Haryana and Mohali, Patiala, Moga, Firozepur and Fatehgarh Sahib in Punjab, have successfully located, traced and apprehended not just the four assailants who had committed the daring ‘terror incident’ in Baddi, Himachal Pradesh but also the master-handler, financier and weapons provider.

Since accused Ajay @ Sunny was a desperate shooter of the Bambiha – Lucky Patial – Kaushal Chaudhary alliance, there was an apprehension that the rival Lawrence Bishnoi – Jaggu Bhagwanpuria – Kala Jathedi alliance may have orchestrated this assault to avenge the killing of Vicky Middukhera.
Soon, the social media handles being used by proxies of rival gangsters involved in the incident started posting various versions of the incident.

From the Bambiha – Lucky Patial – Kaushal Chaudhary alliance, affiliated social media proxies claimed that the assault was not to eliminate but to rescue Ajay @ Sunny @ Lefty from police custody. However, since Ajay @ Sunny was found to have not escaped in the melee, and, rather, was reported to have run inside a court room and further into a judicial officer’s chamber after the firing began, this claim sounded highly dubious.

In this fog of counter-narratives and implausible theories, the Counter Intelligence Unit of Special Cell, began an earnest technical pursuit to uncover the truth. Within three days of the incident, the identities of not just the two bike born assailants who had abandoned their bike carrying registration number HR-08Y-1026, which was stolen from Titram, Kaithal and was left abandoned in a nearby jungle while escaping but of two other associates who were present at the spot on another motorcycle was established a manhunt was lodged.

KNOW THE ARRESTED ACCUSED:

Vakil @ Billa, 24 yrs., r/o District Kaithal, Haryana. Two previous cases; presently running wanted in four criminal cases. He was apprehended on 02.09.22 from Karnal bypass, Delhi.

Vikram Singh @ Vicky, 23 yrs., s/o Om Prakash, r/o VPO Balu, PS Kalayat, District Kaithal, Haryana. One previous case and presently running wanted in four cases. He was apprehended on 02.09.22 from Mavi Kalan, Patiala, Punjab.

Pargat Singh @ Pargat, 28 yrs., s/o Jaspal Singh, r/o Village Khoje Majra, PS Sirhind, District Fatehgarh Sahib, Punjab. Running wanted in one criminal case. He was apprehended on 02.09.22 from Patto Hira Singh, Moga, Punjab.

Gurjant Singh, 24 yrs., s/o Randhir Singh, r/o Nangal Baraudi, Kharar, SAS Nagar, Mohali, Punjab. Two previous cases and presently running wanted in another two criminal cases. He was apprehended on 05.09.22 from Haddo, Samrala, Ludhiana , Punjab.

Ajay @ Mental, 22 yrs., s/o Late Lalman, r/o H. No. 719, Rajiv Colony, Sector-17, Panchkula, Haryana. Three previous cases; presently running wanted in one criminal case. He was apprehended on 03.09.22 from Majri Chowk, Old Panchkula, Haryana.

Gagandeep @ Rahul Pandit @ Goggi, 30 yrs., s/o Yashpal Sharma, r/o Jira Kacha Road, Opp. Dusshera Ground, Ferozepur City, Punjab. Five previous cases. He was apprehended on 05.09.22 from SAS Nagar, Mohali, Punjab.

While the first four arrested accused were the actual participants in the incident at Nalagarh Court, the fifth accused is the one who was involved in supply of logistics etc. and the sixth accused was one of the communication handlers cum local mastermind between syndicate heads and the executive foot-soldiers.

The coming together of accused from Punjab and Haryana to commit a ‘terror incident’ also reveals and reinforces the larger criminal alliance that has taken roots between terrorists and gangsters towards some common objectives.

RECOVERY: One Motorcycle Hero Honda Splendor Plus, bearing number HR-41C-8062(from Gurjant Singh), Four sophisticated firearms, five magazines and twenty live cartridges, One HE Grenade (from Gagandeep Singh), One Maruti Brezza car, bearing number HR-54E-7050 (from Gagandeep Singh,  Cell-phones, papers etc.

PRELIMINARYFINDINGS: While the Haryana native accused i.e., Vakil and Vikram have been found to be underlings of jailed gangster Bhuppi Rana, a close associate of Kaushal Chaudhary and Lucky Patial, the Punjab based accused viz. Pargat and Gurjant have been found to be connected to Lucky Patial through Jas, a Faridkot native of village Behbal Kalan.

Accused Ajay @ Mental was being handled by the arrested accused Gagandeep and one more Punjab based handler (whose identity is being confirmed).

Accused Gagandeep was the local communication and logistics hub who had routed weapons, finance etc. to the two different groups of assailants. He is a close associate and co-accused of dreaded Dilpreet Singh Dahan @ Baba, the jailed associate of absconding terrorist Harvinder Singh Sandhu @ Rinda, who is presently handling all operations of Babbar Khalsa International  (BKI) from Pakistan at the behest of ISI.

It has also been learnt during the course of collection of intelligence that even though the plan was to get accused Ajay @ Sunny freed from the custody of Himachal Pradesh Police, the same could not get executed since the last minute confirmatory message about the impending arrival of ‘saviors’ could not get relayed to Ajay @ Sunny timely and as a result, when he was approached by the arrested accused on the fateful day, being unsure of their correct intent, Ajay @ Sunny chose not to accompany them but, rather, being mindful of a probable attempt by Lawrence Bishnoi cartel at eliminating him, chose to run inside the court to save his life. The chain of messengers through which the message to Ajay @ Sunny was to be conveyed has been identified and operations are underway to bring them to join investigation.

Scientific and sustained interrogations of the arrested accused have revealed the most important dimension of Gangster-Terror Nexus. It has been established that Lucky Patial from Europe has been found to be communicating with these criminals, who are being handled by Gagandeep Sharma who is an old associate of Dilpreet Dahan – a dreaded gangster turned terrorist and an associate of BKI operational Chief Harminder Singh @ Rinda, involved in this audacious prisoner escape attempt from a heavily armed escort.
