AIIMS REWARI WILL SOON BE ESTABLISHED BY THE CENTRAL GOVERNMENT – CHIEF MINISTER

Haryana Chief Minister Sh Manohar Lal said that the Central Government will soon establish AIIMS in Rewari. The Haryana Government is actively advancing the project by collaborating with the Central Government, and the tender process will start soon. 

The Chief Minister was replying to a question raised by MLA Sh Chiranjeev Rao during the Question Hour on the first day of the winter session of the Haryana Assembly here on Friday. 

Sh Manohar Lal highlighted that in response to the 2015 demand from the people of Rewari, the decision to build AIIMS was announced. The state government actively pursued this matter through discussions with the central government, and in 2022, our request was accepted. 

He mentioned that the initially identified land for AIIMS was found to be under the jurisdiction of the Forest Department. Subsequently, a new piece of land was chosen. Following this, the Haryana government acquired the land for AIIMS, leasing it to the Central Government, and a boundary wall has also been erected. The construction responsibility lies with the Central Government, and processes such as tender invitations are set to conclude soon, initiating the construction phase, he added.

Haryana to soon get its own state song:  Haryana will soon get its own state song reflecting the rich history, heritage and vibrant culture of the state. Chief Minister Sh Manohar Lal introduced a proposal in this regard during the first day of the winter session of the Haryana Vidhan Sabha here today. Three songs chosen by the government were played in the House. The House will decide on one song to be officially declared as the state song for the upcoming year.

The song encapsulates Haryana's rich history, heritage and culture, symbolizing a significant cultural milestone for the state.

While presenting the proposal, the Chief Minister said that though Haryana came into existence on 1st November, 1966, the sacred land of Haryana has been the centre of our history, tradition and culture since the pre-Vedic period. Haryana today is recognised as one of the foremost States in Bharat. The people of Haryana have always made several sacrifices in defending the nation and significantly contributed in nation building.

“Haryana has its own emblem, it does not have a State Song that represents its history and culture and embodies the virtues and contributions of its people. The State Song once adopted will provide a new proud identity to all Haryanvis irrespective of their caste, gender religion or economic status” said Sh. Manohar Lal.

He further said that the song options have been chosen through an elaborate process from amongst 204 entries submitted by the people of the State in response to public invitation through newspapers advertisements.

“The song is adopted initially for a period of one year from today as the State Song of Haryana. I hope the State song will represent the collective will people of Haryana whom we all represent” said the Chief Minister.

The Chief Minister said that members should share their opinions after reviewing these songs on December 19, 2023. In addition, if they wish to propose a new draft of the song, they are encouraged to do so. 

ALWAYS READY TO REFORM SYSTEMS IN PUBLIC INTEREST: Before 1976, distinct regulations governed the approval of bills for both gazetted and non-gazetted officers

Gazetted officers had the provision to withdraw bills and salaries with their own signature, while non-gazettd officers relied on DDO power for the same

Chief Minister, Mr. Manohar Lal said that the present state government is always prepared to reform systems in the public interest whenever the need arises.

The Chief Minister was replying to a question raised by Congress MLA Sh Varun Chaudhary on the first day of the winter session of the Haryana Vidhan Sabha here today.

Mr. Manohar Lal said that before the year 1976, there were separate rules for issuing bills of salary, allowances etc. for gazetted and non-gazetted. Prior to 1976, gazetted officers could independently sign their bills, while non-gazetted officers relied on the DDO for the same. However, on July 12, 1976, the government discontinued this system, centralizing DDO power to authorize an officer for all bills and salaries.

The Chief Minister said that the issue spans 47 years, and despite the state being under the governance of Congress for 21.5 years, INLD for 11.5 years, and Haryana Vikas Party for 3.5 years, no one raised the matter. He emphasized that the rule change in 1976 aimed to reform the system, and currently, there is no consideration for further modifications.

The Chief Minister said that if a member gives any proposal to change the system in public interest, we will definitely consider it. 

GOVT. ALLOCATES  7 PERCENT OF STATE ON TAX REVENUE TO URBAN LOCAL BODIES:  Chief Minister Sh Manohar Lal said that the government allocates 7 percent of the State on Tax Revenue (SOTR) to urban local bodies through the State Finance Commission for development purposes. Once the local bodies utilize the funds on diverse items, the state government supplements additional grants as needed.

The Chief Minister was replying to a question raised by MLA Sh Neeraj Sharma during the Question Hour on the first day of the winter session of the Haryana Assembly here today.

Shri Manohar Lal said that the MLA has informed that development work is not being carried out in Municipal Corporation, Faridabad due to lack of funds. He clarified that as of November 30, 2023, about Rs 600 crore is available with the Municipal Corporation Faridabad. The government is committed to providing grants if additional funds are required after utilizing the available resources.

He mentioned that the state government conducted an assessment last year, revealing that urban bodies have Rs 5,500 crore as fixed deposits in banks. 

BASIC FACILITIES ACHIEVED ACROSS ALL GOVERNMENT SCHOOLS  : Chief Minister, Sh Manohar Lal said that education forms the fundamental base of our society. The government is committed to delivering the highest quality of education to every child, empowering them to evolve into advanced, dedicated, and capable citizens. He said that the government has undertaken positives measures to enhance different facets of the education sector. One facet involves enhancing education infrastructure to ensure that every school is equipped with the necessary facilities to offer a high standard of education. Another aspect focuses on the implementation of new curricula and the integration of technical tools in the learning process. The present government is committed to adopting an innovative approach to education, including the distribution of tablets and involving students in technical activities to impart knowledge in a contemporary manner.

Sh Manohar Lal mentioned that during the previous hearing on a petition addressing the provision of basic facilities in schools, a new affidavit could not be submitted to the court. Consequently, on November 23, 2023, the High Court issued an interim order in response. It is noteworthy that all the identified deficiencies had been rectified in the month of May. Today, the government has filed an affidavit in this matter.

The Chief Minister stated that the affidavit provides details indicating that drinking water, separate toilets for boys and girls, and electricity facilities have been successfully provided in all schools facing shortages in these amenities. An allocation of Rs 49 crore was made by the government for this purpose. He highlighted that, out of over 14000 government schools in Haryana, only 1952 schools were identified as lacking in basic facilities. Now all these deficiencies have been addressed and rectified.

In addition, the School Education Department received Rs 580 crore from the total requirement of Rs 1738 crore aimed at strengthen infrastructure. From this allocated budget, the Department has sanctioned approximately Rs 302 crore, with Rs 167 crore already disbursed to the respective contractors or construction agencies. The Chief Minister emphasized the state government's commitment to make fresh endeavors in enhancing the education sector. Through these efforts, there is a continuous commitment to strengthening education across various dimensions.

THREE BILLS INTRODUCED: Three bills were introduced on the first day of the winter session of the Haryana Vidhan Sabha Session here today. These include the Haryana Settlement of Outstanding Dues (Amendment) Bill, 2023, the Haryana Backward Classes (Reservation in Services and Admission in Educational Institutions) Amendment Act, 2023 and Haryana Private Universities (Amendment) Bill, 2023. 

Haryana Farmers Receive Timely Relief Under Pradhan Mantri Fasal Bima Yojana: Responding to a call attention motion in the Vidhan Sabha today, Haryana Deputy Chief Minister Mr. Dhushyant Chautala lauded the Haryana Agriculture Department for its prompt response to 24 distress calls from farmers and the seamless implementation of the Pradhan Mantri Fasal Bima Yojana (PMFBY) in the state.

Ensuring Comprehensive Crop Coverage: Since its launch in March 2016, the PMFBY has been meticulously aligned with the Government of India's guidelines. It provides crucial insurance coverage for key crops like Paddy, Bajra, Maize, Cotton, and Moong in the Kharif season, and Wheat, Mustard, Gram, Barley, and Sunflower in the Rabi season. The scheme offers farmer-friendly premiums, with a 2% share for Kharif crops and 1.5% for Rabi crops, and a 5% share for horticultural and commercial crops.

Addressing Recent Crop Losses: Speaking on the matter, the Agriculture Department emphasized its commitment to processing claims for crop losses due to hailstorms and inundation during the Rabi 2022-23 season as per the scheme's guidelines. A total of 3,70,277 applications have been received for Mustard and Wheat crops across districts, including Hisar, Sirsa, Bhiwani, and Fatehabad.

Swift Disbursements Bring Relief: he latest figures reveal that claims worth a substantial Rs. 65.18 crore have already been disbursed to 35,365 farmers, showcasing the department's commitment to timely relief. Here's a closer look at the district-wise breakdown:

Hisar: In the district of Hisar, the estimated claims under the Pradhan Mantri Fasal Bima Yojana for Mustard and Wheat stand at 6.38 Crore and 3.59 Crore, respectively. Notably, the department has efficiently disbursed claims amounting to 6.30 Crore for Mustard and 3.59 Crore for Wheat, ensuring that affected farmers receive timely relief.

Sirsa: Moving to Sirsa, where the impact of the recent weather events is being assessed, the estimated claim for Mustard is 5.50 Crore, with disbursement currently under process. For Wheat, an estimated claim of 91.23 Crore has been recorded, of which 3.19 Crore has already been disbursed to affected farmers, showcasing the ongoing commitment to addressing agricultural challenges.

Fatehabad: In Fatehabad, the estimated claims for Mustard and Wheat are 4.87 Crore and 2.04 Crore, respectively. The disbursement process has been notably efficient, with 4.39 Crore released for Mustard and 2.04 Crore for Wheat, offering crucial financial support to farmers affected by adverse weather conditions.

Bhiwani: he district of Bhiwani has witnessed a substantial impact, with an estimated claim of 51.30 Crore for Mustard and 23.04 Crore for Wheat. Demonstrating a commitment to swift action, the Agriculture Department has disbursed 34.20 Crore for Mustard and 11.47 Crore for Wheat, ensuring that farmers receive the much-needed assistance.

Overall Total: Summing up the district-wise breakdown, the total estimated claims across Hisar, Sirsa, Fatehabad, and Bhiwani amount to 187.95 Crore. Notably, a significant portion of these claims, totaling 65.18 Crore, has already been disbursed to farmers, underscoring the effective implementation of the Pradhan Mantri Fasal Bima Yojana in providing crucial relief to the agricultural community in Haryana.

POLICY  FORMULATED TO INSTALLED SHEDS  ON ALL RAILWAY UNDERPASSES: Deputy Chief Minister Mr. Dushyant Chautala said that a policy has been formulated to install sheds on all railway underpasses across the state by the Public Works (Building and Roads) Department. Work of these sheds has already commenced in Karnal and Jind districts.

Responding to a question raised by a member of the House during the winter session of the Haryana Vidhan Sabha, Mr. Chautala clarified that the underpasses in the Baroda area mentioned by the MLA fall under the jurisdiction of Indian Railways.

He further informed that the construction of a shed on the approaches of the Bhainswan Khurd to Mahra road is currently underway. Provisions for the remaining six underpasses have been proposed in the Work-programme 2023-24 and will be undertaken upon approval by the Competent Authority. 

Industrial Model Township Planned for Jind District: Advance action will be taken upon land becoming available on the e-Bhoomi portal Haryana Deputy Chief Minister Sh. Dushyant Chautala informed that a proposal to establish an industrial model township near the intersection of NH-152D and the Delhi-Katra Expressway in Jind district is under consideration.

Responding to a question asked by a member of the House during the winter session of the Haryana Vidhan Sabha, Mr. Chautala further said that two potential sites in Jind have been identified, and the land acquisition process has been initiated through all available avenues i.e. e-Bhoomi, Land Pooling Policy-2022, and Land Partnership Policy-2022.

He further said that a detailed site assessment will be conducted by HSIIDC after finalizing the site based on responses received from landowners on the e-Bhoomi portal. He further elaborated on the villages included in each site:

Site-1 (temporary area 2000 acres) comprising of land proposed at Kharak Gadian (approx. 440 acres), Dhatrath (approx. 1080 acres), Jamni (315 acres approx), Kheri Taloda (150 acres approx) and Amravali Kheda (15 acres approx). Similarly, land is proposed in village Jamni (approx. 890 acres), Bhuran (610 acres approx), Amravali Kheda (300 acres approx) of Site-II (temporary area 1800 acres).

Sh.Dushyant Chautala said that the revenue estate of villages Jamni, Amravali Kheda, Kharak Gadian, Dhatrath and Bhuran of Jind district comes under Safidon assembly constituency and the revenue estate of village Khedi Taluda comes under Jind assembly constituency.
