A team of Special Cell/Southern Range led by Inspr. Ranjeet Singh and Inspr. Sanjeev Kumar under the supervision of ACP Sh. Attar Singh and under the overall guidance of Sh. Alok Kumar, DCP/SR, Spl. Cell, has busted an international narcotic drugs cartel by arresting two of its key members namely Mohan Lal Chaudhary (aged 39 years) s/o Sh. Jaisa Ram Chaudhary r/o Village Teliyon Ka Vaas (Rawatsar), PS Sadar, Distt. Barmer, Rajasthan and Shaitan Singh Bishnoi s/o Mawana Ram r/o Village Sarwana, Distt. Jalore, Rajasthan.
A team of SR/Special Cell was working on the information that an international narcotic drugs cartel is active in the states of Manipur, Assam, UP, Bihar, Punjab, Rajasthan and Delhi and the members of this cartel are receiving consignments of opium from Myanmar via Manipur border and they further supply the opium in various parts of the country including Delhi/NCR, Punjab and Rajasthan.
Thereafter, specific information was received by Inspr. Ranjeet Singh that an active member of the said cartel namely Mohan Lal Chaudhary, a resident of Barmer, Rajasthan had collected a big consignment of opium from Imphal and he was on the way to Delhi and that he had to supply the contraband to his contacts in Delhi and Rajasthan.(SUBHEAD)
As per information, he was to deliver the part of opium to his contact near bus stand opposite Okhla Mandi, Delhi between 6.30 am to 7.30 am on 15.06.2023. Accordingly, a trap was laid around the spot. After some time, a truck bearing number RJ-12GA-4544 was spotted coming from Modi Mill side and it stopped near the bus stand of Okhla Mandi at Captain Gaur Marg.
The secret informer identified the truck driver as Mohan Lal Chaudhary, who was surrounded and overpowered by the raiding team immediately. The truck was loaded with the tea bags. However, during the intensive search, 41.2 kg opium was recovered from the secret cavities created in the truck. A case under the appropriate sections of law was registered at PS Special Cell in this regard and investigation was taken up.
Mr.H.G.S. Dhaliwal, IPS, Special Commissioner of Police, Special Cell, said ,on interrogation, the accused Mohan Lal Chaudhary disclosed that he had brought the consignment of recovered opium on the direction of one Shaitan Singh Bishnoi of Distt. Jalore, Rajasthan. Thereafter, a team was sent to Rajasthan and the accused Shaitan Singh Bishnoi was arrested on 19.06.2023 from Distt. Barmer, Rajasthan. Shaitan Singh Bishnoi disclosed that he had to receive the consignment from Mohan Lal Chaudhary for supplying the same to small drug peddlers in Delhi/NCR and Rajasthan.
The accused also divulged that the recovered opium was sourced by Manipur-based drug suppliers from Myanmar through Indo-Myanmar border. Both the accused persons further disclosed that they had been supplying opium in Delhi, Rajasthan, Punjab and other states for the last 5 years.
BACKGROUND AND CRIMINAL HISTORY: The recovered truck, in which the opium was brought, belongs to Mohan Lal Chaudhary and he had to deliver the contraband in Delhi and Rajasthan as per the directions of Shaitan Singh Bishnoi. It was further revealed that Shaitan Singh was the main handler and receiver of the opium. He had gone to Imphal where he got the consignment of opium loaded in the truck of Mohan Lal Chaudhary and directed him to bring it to Delhi and Rajasthan and thereafter, he himself returned to Rajasthan.
It was also revealed that Shaitan Singh did not carry the cash to Manipur due to ongoing disturbances and instead received the amount of Rs. 32 Lakhs through a hawala operator in Imphal and then he paid this amount to Manipur-based drug supplier for the opium he purchased. Further investigation is underway to identify the remaining members of this syndicate.
