ACCUSED ARUN RANA @ DHILLU WAS IN REGULAR CONTACT WITH HIS GANG MEMBERS LODGED IN VARIOUS JAILS IN DELHI, HARYANA, PUNJAB AND OTHER STATES TO RUN GANG ACTIVITIES•1 PISTOL OF 30 BORE WITH BURST FIRE MECHANISM & 5 LIVE CARTRIDGES RECOVERED. • ARUN RANA @ DHILLU IS PREVIOUSLY INVOLVED IN 06 CASES USING FIREARMS FOR EXTORTION, FIRING AT JAIL VAN TO ENGINEER ESCAPE OF GANG HEAD KALA JATHEDI, ARMS ACT ETC. IN HARYANA AND DELHI • ALSO WANTED IN SENSATIONAL SHOOTING INCIDENT OF MARCH 2022, FOR EXTORTION OF RS. 1 CRORE FROM A REAL ESTATE AGENT IN DWARKA DISTRICT OF DELHI.• WAS DOING EXTORTION FOR HIS GANG IN DELHI/NCR.

A team of Special Cell, Lodhi Colony, New Delhi led by Inspectors Ravinder Kumar Tyagi and Ajit Singh, under close supervision of ACsP Lalit Mohan Negi and Hridaya Bhushan has arrested a shooter of Lawrence Bishnoi-Kala Jathedi gang; namely Arun Rana @ Dhillu, Aged 30 years S/o late Shri Omprakash Rana r/o H.No. 57, village Bajghera P.S. Bajghera, District Gurugram (Haryana).
The accused was arrested after a scuffle from Road, opposite Chopra Farms, near Bamnoli, Najafgarh-Kapashera road, Delhi.
Accused Arun Rana @ Dhillu was in regular contact with his gang members lodged in various jails in Delhi, Haryana, Punjab and other states to run gang activities. He was apprehended with a pistol of 30 bore and 5 live cartridges. The gang has procured this pistol of burst fire mechanism to commit crime.
OPERATION & ARREST
On 17/12/2022, an information was received to team led by Inspector Ravinder Kumar Tyagi of Special Cell/NDR that one shooter of inter-state Lawrence Bishnoi-Kala Jathedi gang namely Arun Rana @ Dhillu r/o village Bajghera district Gurugram (Haryana) who is involved in heinous cases of Delhi and Haryana is committing extortion in Delhi/NCR for his gang head Sandeep Jhajharia @ Kala Jathedi and Sachin Deshwal @ Bhanja and on 17/12/2022, he would visit Najafgarh area with illicit weapons for committing extortion from businessmen.
On the basis of further inputs provided by the informer, accused Arun Rana @ Dhillu was apprehended after scuffle from Najafgarh-Kapashera main road opposite Chopra Farms, Bamnoli, Delhi along with a pistol of .30 bore with burst fire mechanism and 5 live cartridges. Accordingly, the present case was registered.
On the basis of above input, a team led by Inspectors Ravinder Kumar Tyagi, Ajit Singh and consisting of SI Rahul Khokher, SI Umesh Kumar, SI Raj Kumar, SI Satyendra Kumar, ASI Narender Singh, ASI Neeraj, ASI Satyadev Rana, ASI Ravinder Sharma, HC Deepak Yadav, HC Naveen, HC Ankit Tyagi, HC Netram Jat, HC Lalit Tyagi, HC Kapil Dev Yadav, HC Mukesh, HC Dharamraj, HC Amit Yadav, HC Lalit Rathi, HC Awdhesh Tomar, HC Arun Kumar, Ct. Vikas Yadav, Ct Rajveer and Ct. Ankit Chaudhary was formed. On the basis of above input, a raid was conducted and Arun Rana @ Dhillu was apprehended after a scuffle along with a pistol of 30 bore loaded with 5 live cartridges from Najafgarh-Kapashera main road opposite Chopra Farms, Bamnoli, Delhi. Accordingly, a case under relevant sections of law was registered.
BACKGROUND AND CRIMINAL HISTORY
During interrogation, accused Arun Rana @ Dhillu has revealed that he has studied up to 8th class from school in his village. During 2015, he came in contact with his accomplice Omprakash Dagar @ Kala Jharoda r/o village Jharoda Kalan, Najafgarh, Delhi, who is presently running in judicial custody for using firearms for extortion case of P.S. Mohan Garden, district Dwarka Delhi and MCOCA case of P.S. Special Cell.
Omprakash Dagar @ Kala Jharoda introduced him to other criminals namely Vikas r/o Gaddikheri Distt-Rohtak, a criminal of Kala Jathedi-Anil Chhipi gang (presently lodged in jail) and Sachin Deshwal @ Bhanja r/o Jharoda Kalan, Delhi (J/C in firing for extortion case of P.S. Mohan Garden and MCOCA case of P.S. Special Cell) and they started extortion from local businessmen of Najafgarh area and Gurugram/Jhajjar, Haryana.
During 2017, he along with Vikas r/o Gaddikheri Distt-Rohtak was arrested at Police Station Sampla, District Rohtak along with illegal weapons vide FIR No. 292/2017 of P.S. Sampla Rohtak Haryana.After release on bail in year 2017, he again indulged in illegal activities along with one Naveen r/o Tikri Kalan, Delhi. In order to extort money from a hotel at Bajghera, Gurugram, they threatened the owner and also fired at the hotel. Case vide FIR no. 86/2017 of P.S. Bajghera District Gurugram (Haryana) was registered in this regard.
On 25/08/2019, accused Arun Rana @ Dhillu along with co-accused Omprakash Dagar @ Kala Jharoda r/o Jharoda Kalan were arrested by AATS, Dwarka along with a pistol of .32 bore and a single shot pistol vide FIR No. 408/2019 U/s 25 Arms Act P.S. Baba Haridas Nagar, Delhi.
PLOT TO RELEASE SANDEEP JHANJARIA @ KALA JATHEDI FROM LAWFUL CUSTODY OF HARYANA POLICE ON 01/02/2020 : Accused Arun Rana @ Dhillu was also part of conspiracy along with Naresh Sethi and Sachin Deshwal @ Bhanja for engineering the escape of their gang head Sandeep Jhanjharia @ Kala Jathedi from lawful custody of Haryana Police on 01/02/2020. As per plan, initially Naresh Sethi escaped from the custody of Haryana Police on 30/12/2019 from Safdarjung Hospital, Delhi.
Thereafter, they purchased over 20 pistols, a Pipe Gun and three vehicles to execute the planning to release Kala Jathedi.
On 01/02/2020, Sachin Bhanja and Naresh Sethi got information from Bhondsi Jail, Gurugram that their gang head Sandeep Jhanjharia @ Kala Jathedi will attend Faridabad Court along with 4 other criminals. Accordingly, they deployed their associates in Faridabad Court. After appearance in Court, when this jail van left for Bhondsi jail, Naresh Sethi along with 11 associates namely Arun Rana @ Dhillu, Kapil Danwla, Joginder, Ravi Yadav @ Bhola, Ashu, Kaptan, Vikas Dahiya, Manjit Mota and other co-accused positioned themselves on Faridabad-Gurugram Road near Gawal Pahari Hanuman Temple,Faridabad in three vehicles i.e. Ritz car, Scorpio car and a Maruti Dzire car.
At about 3 pm, when the jail van reached near Gawal Pahari Hanuman Temple, Faridabad, Haryana, Naresh Sethi forcibly blocked it with the help of his Scorpio car whereas Arun Rana @ Dhillu along with Vikas Dahiya also blocked this jail van from right side and back side.
When the jail van was completely blocked and it halted, they all alighted from their cars and started firing indiscriminately at the jail van. In this shootout, Naresh Sethi and Kapil also sustained bullet injury and one Incharge/ASI of Jail van also sustained bullet injury. In this fierce shootout, they succeeded to engineer then escape of their gang head Sandeep @ Kala Jathedi and another criminal Dhan Singh @ Kaju from lawful custody of Haryana Police.
Thereafter, they all separated from each other to avoid arrest. During this period, Omprakash @ Kala Jharoda and Sachin Bhanja arranged the stay of accused Arun Rana @ Dhillu in Delhi and Haryana and Arun Rana @ Dhillu remained evasive for over 7 months and later on he was arrested by P.S. Baba Haridas Nagar, District Dwarka, Delhi.
During February 2022, accused Arun Rana @ Dhillu was granted bail by Punjab & Haryana High Court in the above-mentioned Faridabad case on the ground of sickness of his father and Arun Rana @ Dhillu started living with Omprakash Dagar @ Kala Jharoda to extort businessmen to run gang activities.
PLANNING TO EXTEND AREA OF EXTORTION
During February/March 2022, jailed gangster Sachin Bhanja directed Arun Rana @ Dhillu and Omprakash Dagar @ Kala Jharoda to extend the area of extortion in Delhi/NCR. Accordingly, accused Arun Rana @ Dhillu and Omprakash Dagar @ Kala Jharoda used to share the mobile numbers of businessmen of Delhi/NCR with Sachin Bhanja to give threat calls to businessmen for extortion money and as per direction of Sachin Bhanja, they used to collect this extortion money from the businessmen.
Mr. Pramod Singh Kushwah, Deputy Commissioner of Police, Special Cell, said during March 2022, they provided various leads including the lead of extortion from a businessman of Mohan Garden, Uttam Nagar to Sachin Bhanja. Gangster Sachin Bhanja further conspired along with his jail associates Naresh Sethi, Kala Jathedi and others and consequently 2 shooters from Rajasthan and 3 shooters from Delhi and Haryana were arranged to threaten this Uttam Nagar based realtor.(SUBHEAD)
As per plan on 30/03/2022, these shooters carried out firing in the office of RP Gupta Real Estate at Mohan Garden causing bullet injury to this businessman in his both the legs. As per direction of Sachin Bhanja, absconding shooters were harboured by accused Arun Rana @ Dhillu in Bajghera, Gurugram. He took their weapons and motorcycles used in the firing and then arranged their stay in Gurugram and as per direction of Sachin Bhanja from jail, he subsequently sent these shooters to Rajasthan.
When all 5 shooters of Mohan Garden case were arrested by the Special Cell, Lodhi Colony, Delhi in first week of April, 2022 from Rajasthan, accused Arun Rana @ Dhillu escaped from Gurugram. Since April 2022, Arun Rana @ Dhillu stayed with his gang members in Gurugram, Sonipat, Jhajjar, Rohtak and other places. During this period, Arun Rana @ Dhillu also started meeting his gang members during their hearing in various courts at Dwarka, Jhajjar and Gurugram.
As per the direction of Sachin Bhanja, Omprakash Dagar @ Kala Jharoda and others, Arun Rana @ Dhillu started collecting protection money from the businessmen of Delhi/NCR. On 17/12/2022 also, Arun Rana @ Dhillu was going to Najafgarh area to collect protection money but he was apprehended by police.
The interrogation of accused is continuing to apprehend other members of this gang involved in extortion and other heinous crimes in Delhi/NCR. Further investigation is on.
