SINGLE WINDOW SYSTEM INTRODUCED FOR ‘NO DUES’ CERTIFICATES TO ENSURE TRANSPARENT AND TIME-BOUND ELECTION PROCESS

Haryana State Election Commission had already issued the schedule for the conduct of general elections on April 13, 2026. During a meeting held with political parties on April 22, 2026, it was brought to the notice of the Commission that in certain areas, government officials were openly participating in political activities and supporting particular candidates. Such actions constitute a violation of Rule 9 of the Haryana Civil Services (Government Employees Conduct) Rules, 2016, and are also against the Model Code of Conduct.
Sharing information in this regard, a spokesperson of the Commission said that no government employee shall provide any form of assistance, support, or participation in favour of any candidate. Attendance of government employees at public meetings organised by candidates shall be permissible only if such events are public in nature, held with legal permission, and the employee does not play any active or prominent role. Repeated presence at events of a particular candidate may be construed as partisan conduct and treated as a violation of the Code.
Government employees shall not attend private functions during election campaigning if attended by any Minister. The Haryana Chief Secretary has been requested to issue necessary directions to all departments, boards, and corporations to ensure strict compliance with these provisions. Any government employee found involved in political activities will face strict disciplinary action as per rules.
The spokesperson said that in a significant step towards simplifying and streamlining the election process, the Commission has introduced a Single Window System for the issuance of ‘No Dues’ Certificates. Under this system, candidates will no longer be required to approach multiple departments, as all relevant information regarding dues will be available on a unified digital platform.
Through this system, dues related to Urban Local Bodies such as property tax and other charges, electricity bills from power distribution corporations, liabilities related to Panchayati Raj institutions, and outstanding payments to Housing Boards and other authorities can be verified seamlessly at a single platform, the spokesperson added.
The spokesperson emphasised that, as per existing election laws, any candidate having outstanding dues towards the government or local bodies is liable to be disqualified from contesting elections. The Single Window System will ensure the timely issuance of ‘No Dues’ Certificates, thereby providing equal opportunity to all candidates and preventing delays from affecting nominations. Candidates can access this facility through the Commission’s official website, which also provides an e-dashboard for real-time tracking of application status.
The spokesperson further clarified that any deliberate delay by officers in issuing ‘No Dues’ Certificates will be treated as a violation of election directions, and strict disciplinary action will be taken against the concerned officer.
