RED CROSS CLAIMS NEW TENDER BASED ON REVIEW REPORTS FROM 17 DISTRICTS, TRANSPARENT E-TENDER PROCESS ADOPTED; FORMER AGENCY REFUSED TO HAND OVER TECHNICAL ASSETS

The Haryana Red Cross Society has revised the tender for its First Aid Training programme to make the training system more effective and transparent. However, the decision has sparked a controversy, with the previous service provider allegedly refusing to hand over the technical infrastructure after the award of the new contract.
The online Basic First Aid Training programme, which is mandatory before the issuance of a driving licence in Haryana, had been operated by Safedot E-Solution Private Limited since 2020. Although the company’s contract expired in August 2025, it was allowed to continue providing services temporarily to ensure that the public did not face inconvenience and that the training programme remained uninterrupted until a new agency was selected.
According to the Haryana Red Cross Society, the fresh e-tender process was initiated to curb alleged irregularities in the First Aid Training programme. The tender process was conducted in accordance with the directions of Professor Aseem Kumar Ghosh, Governor of Haryana and President of the Haryana Red Cross Society.
Meanwhile, Jasbir, Director of Safedot E-Solution Private Limited, stated that the company had submitted a representation to the Red Cross seeking clarification regarding the reasons for cancelling the previous tender.
Action Based on Review Reports from 17 Districts
The Haryana Red Cross Society stated that it had been receiving continuous complaints from district branches regarding the online training system. According to the Society, the allegations included unsatisfactory training standards, technical shortcomings in the online portal, and serious irregularities such as the unauthorized issuance of duplicate First Aid certificates.
Following these complaints, review reports were sought from all 22 district branches. Out of these, 17 districts reportedly expressed dissatisfaction with the services provided. The Society also stated that action had been initiated after irregularities related to the training programme surfaced in the Jhajjar district branch.
In view of these findings, the process for appointing a new agency was initiated after obtaining prior approval from the Governor and President of the Haryana Red Cross Society. A committee headed by the General Secretary conducted a transparent tender process through the Haryana Government’s e-Procurement Portal. Following a combined evaluation of technical qualifications and financial proposals, a new IT company was selected to strengthen the training system with improved security, transparency, and technological capabilities.
Tender Process was fully Transparent; Former Agency Refused to Hand Over Assets: Ankush Miglani : Haryana Red Cross Society Vice Chairman Ankush Miglani said the e-tender process was conducted in a completely transparent manner to prevent alleged fraud in the First Aid Training programme.
He stated that although the previous agency’s contract had expired in August 2025, it was allowed to continue operations temporarily to ensure that training services were not disrupted until a new agency was selected.
According to the Society, after the new agency was appointed, the previous service provider was instructed to hand over the website, domain, server, source code, and all other technical assets to the Haryana Red Cross Society. However, it has alleged that the former agency refused to transfer these technical resources.

After the appointment of the new agency, the previous service provider was directed to hand over the portal and all technical control to the Haryana Red Cross Society.
