Teams of Special Cell/Northern Range under the supervision of Shri Ved Parkash, ACP and overall guidance of DCP/Spl Cell/NR & STF, Sh. Rajiv Ranjan Singh have busted two inter-state drugs cartel by arresting five of its key members including source of supply. Arrested accused persons are: –
Rahul Gupta r/o Green Park Colony, Bareilly, UP (age-35 years), Prateek Gupta r/o Suresh Sharma Nagar, Bareilly, UP (age-32 years), Nemneihat Chongloi w/o Haokhosat Chongloi r/o Saikul, Distt-Kangpikp, Manipur (Age 35yrs), Brijsh Kumar r/o Tilhar, Shahjahanpur, UP (Age 33 Yrs), Sandeep r/o Majnu ka Tilla, Aruna Nagar, Delhi (age-35 years), Sunil @ Chedi r/o Majnu ka Tilla, Aruna Nagar, Delhi (age-32 years)
05.400 Kg of high-grade heroin and 4.040 Kg of opium worth more than Rs. 24 crores in the international market have been recovered from the possession of arrested accused persons. One i-20 car and several mobile handsets and SIM cards used in drug trafficking activities have also been recovered from them.
Special Cell in its continuous crusade against drug suppliers had busted many narcotic drug cartels in the past by arresting several drug suppliers and by recovering huge consignments of high-grade heroin. Sleuths of Special Cell of Northern Range were working on information that an inter-state narcotic drug cartel is active in the states of Punjab, Uttar Pradesh, and Delhi/NCR etc.
Further, information was received that Bareilly-based drug dealers are procuring heroin from Manipur and further supplying it to Delhi-based drug dealers and then to drug peddlers of Punjab, Uttar Pradesh. This information was further developed through technical as well as human surveillance. It took about 3/4 months’ painstaking efforts to develop the information.
OPERATIONS: On 05/12/2022, in an operation, team of Inspr. Arvind Kumar and Inspr. Rakesh Kumar received specific information about Rahul Gupta, a resident of Bareilly, UP, who was indulged in drug trafficking. It came to notice that he would come near a Foot Over Bridge at Outer Ring Road between Wazirabad and Mukraba Chowk, Delhi at around 01:00/2.00 PM to supply heroin to one of his contacts.
Accordingly, a raiding party was constituted and sharp vigil was maintained at the spot. Rahul Gupta was apprehended near Burari Flyover, Delhi at about 01:15 PM on 05/12/2022. On checking 04.500 Kg of fine quality heroin and 04.040 Kg opium were recovered from him. A case vide FIR No. 362/2022 dated 05/12/2022 u/s 18/ 21/61/85NDPS Act was registered at PS Special Cell in this regard.
In pursuance, of disclosure statement of accused person, teams of Special Cell, NR trailed associate of Rahul Gupta, namely Prateek Gupta and he was arrested from Bareilly, UP and 500 Gms of heroin was recovered from his possession. Another team arrested source of supply namely Nemneihat Chongloi from Manipur. Thereafter, one person namely Brijesh Kumar was apprehended on the instance of Accused Rahul Gupta from Tilhar, Shahjahanpur, UP on 07/12/2022. Hence, all four accused persons including source of supply were arrested in the said case.(SUBHEAD)
In another operation, team of Inspr. Vivekanand Pathak and Inspr. Kuldeep Singh arrested two Delhi-based drug traffickers namely Sandeep and Sunil @ Chedi and 400 Gms of heroin was recovered from them. Both the drug suppliers have been absconding in case FIR No. 222/2022 dated 29/07/2022 u/s 21 & 29 NDPS Act PS Special Cell, Delhi. In this case, Spl. Cell had arrested a drug trafficker named Vishal and the names of Sandeep and Sunil @ Chedi surfaced during his interrogation.
Sandeep r/o Majnu Ka Tilla was arrested at about 09:00 PM from Madhuban Chowk, Outer Ring Road, Delhi on 05.12.2022. On interrogation, he admitted that he would procure heroin from Vishal and Priya and further supply it to various persons in Delhi/NCR including Sunil @ Chedi. Thereafter, Sunil @ Chedi resident of Majnu Ka Tilla, Delhi was arrested at about 03:40 PM on 07.12.2022 from his house and during search of his house, 400 Gms of heroin was recovered.
Modus-operandi and gist of interrogation of arrestees
Mr.P.S. Kushwah, IPS, Deputy Commissioner of Police, Special Cell, said arrested accused persons were thoroughly interrogated and they disclosed that they were part of an inter-state narcotic syndicate. Accused Rahul Gupta disclosed that he used to procure heroin from Nemneihat Chongloi, resident of Manipur and further supply it to his contacts in Delhi/NCR, UP including Prateek Gupta.
Accused Prateek Gupta divulged that he would procure heroin from Rahul and further supply it to various persons of Bareilly, UP and Delhi/NCR. Arrested accused Nemneihat Chongloi disclosed that she used to procure heroin from drug suppliers of Manipur. She has asserted that there is widespread illegal cultivation of opium in bordering areas of Manipur and drug suppliers of Manipur further supply it to their counterparts in various cities of the country. Accused Brijesh Kumar disclosed that he used to procure Opium from Rahul and further supply it to various persons of Tilhar, UP.
Accused Sandeep and Sunil @ Chedi, both resident of Majnu Ka Tilla, Delhi have disclosed that they are members of interstate narcotic syndicate and they received heroin from arrested accused Vishal and Priya and further supply it to various persons of Delhi/NCR.
KNOW THE ACCUSED: Rahul Gupta is the resident of Bareilly, UP. He was born in Tilhar, Distt. Shahjanpur, UP. He used to work in his parental shop in Tilhar Mandi. He is married and has two children. He moved to Bareilly due to financial loss in his business. In Bareilly, he got involved in drug trade for earning quick money. Rahul used to bring heroin and Opium from a lady namely Bebem Changloi @ Bhabhi and further supply it to Prateek Gupta of Bareilly.
Prateek Gupta is the resident of Mirzapur, Shahjahanpur, UP. He was born in Mirzapur, UP. He has studied up to 12th Class. He belongs to a middle class family. He is married. He has two brothers and four sisters and all are married & are living separately. In order to earn his livelihood, he opened an electronic shop. However, he lost his shop due to the lockdown. Later, he came in contact with Rahul Gupta, who belongs to the family of his elder sister’s in-laws and started drug trafficking.
Nemneihat Chongloi is the resident of Saikul, Distt. Kangpikp, Manipur. She was born in Jangnui, Senapati, Manipur. She is married to Haokhosat and has four kids. She is indulged in drug supply since 2020. Her would procure Herion and Opium from a person namely Thetham of Churachandpur, Manipur near Myanmar border.
Brijesh Kumar is the resident of Tilhar, Shahjahanpur, UP. He was born in his village and has completed his graduation from Shahjahanpur, UP. He has 4 children and is running business of building material. He had got indulged in drug supply business after coming in contact of main accused Rahul Gupta, who is the resident of his home town. Rahul Gupta supplied Opium to him multiple times.
Sandeep is the permanent resident of Majnu Ka Tilla, Delhi. He is a school dropout and is married and has one kid. He belongs to a family, which is infamous for drug trafficking/supplying in Delhi. He is the son-in-law of infamous drug supplier Priya, who has already been arrested in the case. Sandeep used to procure heroin from Vishal and Priya and further supply it to various persons in Delhi/NCR. He is also involved in a theft case.
Sunil @ Chedi is a resident of Majnu Ka Tilla, Delhi. He has studied up to 10th standard. He is married and has four kids. Sunil @ Chedi has been indulging in drug trafficking for the last 03 years. He procures heroin from Vishal and Priya and further supplies the same to various persons in Delhi/NCR. He is also involved in two criminal cases. Further investigation is going on.
