• CARRYING A REWARD OF RUPEES ONE LAC • PROCLAIMED OFFENDER AND ABSCONDING MORE THEN 3 YEARS

A team of Special Cell/New Delhi Range (NDR) led by Inspector Pramod Chauhan, Inspector Shivraj Rawat and Inspector Alok Kumar under the supervision of ACsP/NDR, Special Cell Sh. Lalit Mohan Negi and Sh. Hridaya Bhushan has arrested a wanted Interstate drug trafficker namely Chhering @Charang , aged- 45 years r/o Shishmati, Kullu, Himanchal Pradesh.
(MOREPIC1) Accused Chhering was apprehended from near Village Kalath, Manali HP on 12/01/2023. Accused Chering was presently wanted in two cases of NDPS Act PS Crime Branch, New Delhi. A reward of rupees one Lac was declared on his arrest by Delhi Police. Accused Chhering @Charang was declared proclaimed offender and had been absconding for more than 3 years.
INCIDENT & OPERATION : Special Cell continued its war against drugs with more vigour in 2023 and consistent efforts against drug traffickers were being made in this regard to control illegal trade of narco drugs in Delhi. As such, dedicated efforts to apprehend wanted and absconding drug traffickers have also been made an important part of this drive. In view of the above, team of Special Cell/NDR received information about movement of Chhering@Charang who was declared proclaimed offender and evading his arrest in two narco drug cases for more than 3 years.
On 15/07/2019, officials of Crime Branch, busted an interstate drug racket and recovered 1.2 KG Hashish from the possession of one person namely Karan Khanna r/o Mehrauli, Delhi. A case vide FIR no 205/2019 dt 16/7/2019 u/s 20 NDPS Act, PS Crime Branch, Delhi was registered. During investigation, it was revealed that the recovered Hashish was supplied by drug trafficker namely Chhering@ Charang r/o Kullu, HP from Kullu to Delhi.
Thereafter on 16/10/2019, officials of Crime Branch arrested another member of this interstate drug racket and recovered 10 KG Hashish from the possession of two persons namely Suraj @ Charang s/o Chhering, Kullu, HP and Ranjan r/o Patna Bihar. A case vide FIR no FIR No 311/2019 16/10/2019 u/s 20/29 NDPS Act, PS Crime Branch, Delhi was registered. During the investigation, it was revealed that the recovered Hashish was again supplied by Chhering r/o Shishmati, Kullu, HP (father of accused Suraj). After his name figured in two cases, he left his Village Shishmati, Kullu HP .
Team of Special Cell continued its efforts to trace him and activated sources. Head Constable Pankaj of Special Cell also cultivated sources in Kullu, HP and managed to get details of family members and relatives of Chhering. Through further surveillance and technical analysis, it was found that Chhering may be hiding at one of his relative’s house in Keylong, Leh HP.(SUBHEAD)
Subsequently information was received that he had moved to Kishtwar, J&K with his relative and working in a Hydel power project. Further team was sent there to apprehend him. However, on checking, it was learnt that he had already left the place earlier. Thereafter it came to know that he had moved to Thangbal, Nepal to evade his arrest with his relative. Further, sources were activated at Indo Nepal border at Banbasa, UP to track his movement.
Mr. Pramod Singh Kushwah, Addl. Commissioner of Police Special Cell, Delhi, said, after consistent surveillance of several months, it was learnt that accused Chhering has returned from Nepal in December 2022 and presently hiding at a rented room in a village Kalath near Manali, HP. Team intensified the surveillance near Kalath, Manali. On 12/01/2023 at about 3pm, on the basis of specific source information, Chhering was apprehended by Special Cell team from near village Kalath, Manali, HP while he had come to purchase some medicine.
PROFILE OF ACCUSED: Accused Chhering entered into world of crime in 2018. To earn easy money, Chhering started supplying Malana cream (Hashish) from Kullu, HP to Delhi and NCR. Malana cream is regarded as high purity Hashish due to its high THC (Tetrahydrocannabinaol). Chhering used to procure Hashish from Malana village in Kullu, HP through his conduits and further supply it to peddlers in Delhi & NCR. His son Suraj was his main conduit who used to supply Hashish from Kullu to Delhi & NCR on his direction. His son Suraj was arrested in FIR no 311/19, PS Crime Branch for supplying Hashish and presently in jail for last three and half years. Accused Chhering @ Charang is presently wanted in FIR no 205/2019 & 311/2019 u/s 20/29 NDPS Act, Ps Crime Branch
