CONSPIRACY TO DISTURB COMMUNAL HARMONY, UNEARTHED, THREE SOPHISTICATED PISTOLS, 22 LIVE CARTRIDGES AND TWO HAND GRENADES RECOVERED, BRUTALLY MURDERED AN INNOCENT MAN TO PROVE THEIR CREDIBILITY TO THE PAK BASED HANDLERS

While working on a lead of terrorism, spread over several states, a team of Special Cell, led by Insp. Vinod Badola,Insp. Satish Rana&under the immediate supervision of Sh. Lalit Mohan Negi and Sh. Hridaya Bhushan, ACsP/NDR, has arrested two persons namely Jagjit Singh @ Jagga @ Jassa @ Yaqoob @ Kaptaan S/o Gurmail Singh R/o Kopa Kirpali, Gular Bhoj, Udham Singh Nagar, Uttrakhand Age 29 Yrs. Naushad Ali S/o Mohd. Yunus R/o B – 1762 Jahangirpuri, Delhi Age 56 Yrs. from Jahangir Puri Delhi.
They were tasked to plan and carry out attacks on right wing Hindu leaders in neighbouring states. Three Pistols, 22 live cartridges and two hand grenades were recovered. In the regard a case vide FIR No. 11/23, u/s 16/17/18/20 UA(P) Act,120B IPC,25 Arms & 5 Explosive Substance Act has been registered at PS Special Cell.
OPERATION AND ARREST: Special Cell, in its endeavor to prevent any terror activity in Delhi and other parts of the country were keeping close watch on the activities of some suspects getting instructions from some foreign entities. Few days back specific inputs were being received that cross border terror handlersare planning to execute attacks on prominent public persons in Delhi, NCR and neighbouring states using gangsters.(SUBHEAD)
The source were developed and surveillance was mounted and it was further revealed by a reliable source that one Uttarakhand based gangsters namely Jagjit Singh @Jassa @ Kaptan has set up a base in the area of North Delhi for this purpose. This information was further developed and it was revealed that he is staying with one Naushad of Jaghangir Puri area and that he has also acquired high grade weapons.
On the basis of this information, it has been revealed that a conspiracy has been hatched by acrossthe border terror handlers and Indian based operatives with gangsters to eliminate prominent persons. To unearth the whole conspiracy a case vide FIR NO 11/2023 U/s 120(B) IPC was registered on 12/01/23 at PS Special cell.
Mr. P.S. Kushwah, Addl. Commissioner of Police, Special Cell, said, during investigation above named persons were apprehended from Jahagirpuri area, three pistols and 22 live cartridges were recovered from them initially and two hand grenades were recovered, subsequently. The interrogation of arrested accused revealed that they were in contact with some foreign entities involved to propagate terror activities in India and to destabilise communal harmony. To prove their credibility and capability they committed murder of an innocent man and dumped his body at different places in Delhi. Money/fund was also received by them after they have committed the murder.
PROFILE AND ROLE OF ARRESTED ACCUSED PERSONS: Jagjit Singh @ Jagga
Arrest in Murder Case in November 2018: -On 03 Nov 2018, Jagjit Singh along with his friend Ravinder Singh @ Happy hired Innova Taxi from Rudrapur to Allahabad. They shot dead the driver of Innova Car and fled with the robbed vehicle. A case vide FIR No. 604/2018 U/s 365/392/302/420/34 IPC was registered at PS Rudrapur, Uttarakhand in this regard. Thereafter, Jagjit Singh @ Jagga and Ravinder Singh @ Happy were arrested in Nov 2018, after an encounter with the police at Jhankaiya, Udham Singh Nagar. A case vide FIR No. 221/2018 U/s 186/353/307 IPC and 3/25 Arms Act was registered at Police Station Jhankaiya, Udham Singh Nagar, Uttrakhand in this regard.
Contact with Bambiha Gang: While the accused was lodged in Haldwani Jail in murder case, he developed close association with members of Bambiha gang who were also lodged in same jail.
Release on Parole in April 2022: Jagjit Singh @ Jagga came out on 20 days Parole. On 20th April he was attacked by criminals affiliated with Lawrence Bishnoi gangin Gularbhoj in Gadarpur, Uttrakhand.
Contact with Arsh Dala: Jagjit @ Jassacame in touch with Canada based designated terrorist, Arsh Deep @ Dala through members of Bambiha gang.
Naushad Ali
Naushad Ali was first arrested in a case vide FIR No. 177/91 U/s 302 IPC PS Jahangir Puri, Delhi.In the year 1996, he came out on parole for two months. Again he was arrested in another case of murder with his other associates vide FIR No. 571/96 U/s 302/34 IPC and FIR No. 573/96 u/s Explosive substance Act PS Jahangir Puri, Delhi.
Release from Jail in 2018 and joining hand with cross border terror handlers:-In the year 2018, after completing 25 years imprisonment, he was released from Jail. During his long period in Jail, he came in touch with several terrorists lodged in Tihar Jail, arrested in India for terror activities. Through these terrorists he came in touch with cross border terror handlers.
Meeting with Jagjit Singh @ Jagga in Haldwani Jail: In the year 2020, Naushad was arrested in Ramnagar, Uttarakhand in a case of Extortion. During his incarnation in Haldwani Jail, he met Jagjit Singh @ Jagga. He was released from Jail in April, 2022. Jagjit Singh also came out on parole around the same time and did not surrender after the expiry of parole. Both revived their association.
RECOVERY: Two hand Grenades, One pistol 32 MM with 4 rounds. Two 9 MM Pistols with 18 rounds, Mobile Phones
Further interrogation is underway to identify forward and backward linkages.
