On 31.08.22, the New Delhi Railway Station police station had unearthed a railway job racket with the arrest of a group of 5 persons impersonating as trainee Ticket Examiners. A case vide FIR No. 77/2022 u/s 419/420/468/471 IPC & 147/179 I.R Act was registered in this regard. During the course of further investigation, a manhunt was launched to nab the main masterminds and their associates. The concerted efforts of the investigating team bore fruits and four more persons in this case have been arrested (including masterminds).
Two accused persons arrested earlier namely Mohd. Rizwan and Amandeep Singh were taken on police remand for identifying and nabbing masterminds. They disclosed the names of Sukhdev Singh and Sandeep Sidana as main masterminds.
A dedicated team was constituted comprising Insp. Ajay Kumar, Bravo/NDRS, ASI Ramavtar 1048/Rly, ASI Omender 262/Rly, HC Manoj 307/Rly, Ct. Mukesh 554/Rly & Ct. Sahil, under the leadership of Insp Rajesh Maurya, SHO/NDRS and under the closed supervision of Sh. Praveen Kumar, ACP/Rly. Raids at several places across Delhi & NCR were conducted, acting upon the inputs provided by the above accused persons and also on the basis of technical surveillance.
Mr. Harendra K. Singh, IPS, DCP, railway, said, one of the accused namely Sukhdev Singh was finally cornered in Samrat hotel, G.T Road, Model Town, Ghaziabad, where he was hiding for several days. One Mercedes car which he purchased with the fraud money has also been recovered.(SUBHEAD)
The other mastermind namely Sandeep Sidana was arrested after a trap was laid near Bhikaji Cama Place. A BMW which he purchased with the fraud money has also been recovered from his possession. From their interrogation names of two more persons were disclosed, who used to act as agents on ground. They were identified as Deepak & Rahul. Hence the accused persons namely Sukhdev & Sandeep were taken on Police custody remand for nabbing Deepak & Rahul.
On 05.09.22, traps were laid and accused Deepak & Rahul were also arrested. Deepak works as a contractual pump operator in DRM office New Delhi, whereas Rahul’s maternal uncle “Mama” is an ambulance driver in Railway Hospital, Chelmsford Road, New Delhi.
MODUS OPERANDI: Sukhdev Singh used to allure the prospective job aspirants after negotiating the amount to be paid for the job. He then used to refer the details to Sandeep Sidana. They used to share the booty on case to case basis. Several transactions between them have been detected. But most of the money flowed in cash. They came into contact with each other in 2020, when Sukhdev used to work as small time car dealer in New Seelampur Area. He contested Delhi Assembly elections in the year 2020, but lost. He had done huge investment with borrowed money, and later came under lot of debt. He sought help from Sandeep and both decided to cheat job aspirants in Railways.
Sandeep suggested him to open a job placement agency in his native place in Distt. Hoshiyarpur (PB) and refer them to him. Sandeep had earlier did placements in call centres and had good experience in the field. Sandeep used to prepare fake railway application forms and I-Cards which they used to share on mobile phones. Sandeep had kept two boys namely Deepak & Rahul in D.R.M office & Railway Hospital, near New Delhi Railway Station. Both these boys had easy access inside the Railway offices.
Deepak is a contractual pump operator and Rahul’s maternal uncle is an ambulance driver in the Railway Hospital. The families of the both these boys had been living in servant quarters of Railways, since birth. One year ago they have shifted from there. Mother of Rahul used to work in staff quarters of the railways.
The job aspirants were referred to these boys, who used to take them to DRM office where the forms were filled up and then would give them a round inside office, in order to convince them. For medical examination, they used to take the victims in the secluded rooms/bathrooms of the Railway Hospital where they were physically examined and at times blood samples were also taken to further enhance the credibility of the whole process of recruitment.
RECOVERY: One Mercedes car purchased with the fraud money by accused Sukhdev, One BMW car purchased with the fraud money by accused Sandeep Sidana, Three mobile phones from accused Sukhdev, containing incriminating evidences, three mobile phones from accused Sandeep Sidana, containing incriminating evidences., One mobile phone each from accused Deepak & Rahul.

No. 2/10, Fifth Pushta, Sonia Vihar, Delhi, Age 31 yrs and Rahul s/o Lt. Sh. Surender R/o C-7/20, Kamal Vihar, Kamalpur, Gali No. 10, Burari, Delhi, Age 22 yrs.
