In a major breakthrough, the team NR -I, Crime Branch, has arrested the following four members of an inter-state burglary gang operating from East Champaran, Bihar. The accused identified as Vikash Ram @ Rajan, 24 years, R/o Village- Sugao Dih Dangartoli, PS – Sugauli, Distt.- East Champaran, Bihar.. Anwar-ul-haq, 22 years, R/o Village- Kureji, P/S- Sugauli, Distt. East Champaran, Bihar. Rakesh Kumar Sah, 22 years, R/o Village-Kabia Bazar, P/S- Subauli, Distt. East Champaran, Bihar and Gul Alam 25 years, R/o Village- Sugauli, Distt. East Champaran, Bihar
By arresting the above four accused, 05 cases of burglary/theft solved along-with huge recovery of stolen property. –(SUBHEAD)
Teams of Crime Branch keep on working on analysing the crimes based on spatial patterns and modus operandi. During such analysis, it was realised that in recent months, some incidents of burglary have taken place in the warehouses, which have the same modus operandi. Considering the seriousness of the crimes, a team of NR-I of Crime Branch was put on the task to work upon these cases.
All available information’s related to burglaries were minutely analysed & efforts were made to zero-in on the tools/vehicles used. Informants were activated and help of technical surveillance was also taken. Available CCTV footages were extensively checked.
HC Karamjeet and HC Kuldeep received a specific information about the whereabouts of one Vikas @ Rajan, member of Bihar based burglary gang. Information was received that the accused has kept the stolen articles in a godown at Sanoth Village, Delhi.
A raiding team was immediately constituted under the leadership of Inspr. Alok Kumar Rajan and comprising of Inspr. Sanjay Kaushik, SI Narender, ASI Virender, ASI Sandeep. No. 236/Crime, ASI Yogesh, ASI Ashok No. 1337/Crime, ASI Ramesh, HC Karamjeet No 1292/Cr, HC Kuldeep 1346/PCR, HC Sanjeev No. 1303/Cr under the supervision of ACP Sh. Vivek Tyagi by Sh. Vichitra Veer, DCP/Crime.
The team conducted a raid at the godown at Sanoth Village, Delhi. After sensing the police presence, the accused tried to escape but due to the quick intervention of the team members, all the four persons present there were overpowered and apprehended. Identity of the accused persons was revealed as: 1.Vikash Ram @ Rajan R/o Village- Sugao Dih Dangartoli, Dist.- East Champaran, Bihar age-24 years, 2. Anwar-ul-haq R/o Village- Kureji, Dist. East Champaran, Bihar age-22 years, 3. Rakesh Kumar Sah R/o Village – Kabia Bazar, P/S- Subauli, Dist. East Champaran, Bihar age-22 years and 4. Gul Alam R/O Village- Sugauli, Dist. East Champaran, Bihar age-25 years.
They were thoroughly interrogated and a huge quantity of stolen goods were recovered on their instance. The recovery includes more than 2000 packets of stolen PVC powder worth about Rs. 3000/- each (stolen from Khera village area), 555 rolls of cloth cost approx. Rs. 2000/- each(stolen from a godown situated in the area of Khera, Delhi). 9 packets of stolen cutting wheels and M/Cycle used in commission of crime were also recovered.
MODUS-OPERANDI: Accused Vikash Kumar Ram @ Rajan is the gang leader, who specializes in burglaries of large quantities of goods from warehouses. Vikas and his associates used to conduct recce on motorcycle around the areas of warehouses in outskirts, with the objective of identifying the warehouses that are not secure enough or are not opened for days.
In the meantime, they also used to take some warehouse on rent either by promising the owner that they’ll get the rent agreement signed soon or by giving them fake identification documents. They have also obtained SIM cards and cell phones on fake IDs. They break the locks of such identified warehouses during night hours and put their own locks. Using the SIMs issued on fake IDs, they used to contact the transporters and ask them for trucks to transport the goods from these warehouse to their rented warehouse. From there, they used to get another truck to further transport the goods.
INTEROGATION: –Vikash and Anwar-ul-haq are known to each other since childhood and studied together. In year 2015, Vikash was arrested for the first time in a theft case in Police Station Samay Pur Badli, Delhi.
In the year 2017, Anwarul Haq also got involved in theft with Vikash and was arrested several times along-with him. In February 2022, Vikash came out of jail and in month of July he along with Anwar-ul-haq and other associates came Delhi. They purchased a second-hand m/cycle in the name of Anwar-ul-haq. Vikas and Anwar-ul-haq did recce of warehouses situated in area of Khera Kalan and targeted two warehouses.(SUBHEAD)
Mr.Ravindra Singh Yadav) IPS, Special Commissioner of Police Crime, said, in night hours, they broke their locks and put new locks. Further, they hired trucks from Sanjay Gandhi Transport Nagar and with the help of their associates, they stole 700 Cutting wheels, 76 Grinding wheels and 26 box of LED bulbs from a warehouse in Swaroop Nagar and hardware items from another warehouse situated in the area of Khera and shifted all the stolen goods to Kanjhawla godown and further to Bihar. In September 2022, they again came to Delhi and with the same modus operandi, they stole electric home appliances from a warehouse situated in the area of Swaroop Nagar, Delhi.
This time, in the last week of November, they again came to Delhi and stole two trucks of clothes from a warehouse and 3200 packets of PVC plastic powder from another warehouse situated in the area of Khera village. They stored all the stolen goods in a rented godown situated at Sanoth village, Delhi.

Vikash Ram @ Rajan R/O Village- Sugao Dih Dangartoli, Distt.- East Champaran, Bihar Age-24 years. He has studied up to 7th standard only and started committing crime in the year 2015. He has previously been involved in 13 cases.
