While analysing the crime trends of thefts of high end luxury cars by senior formations of the Crime Branch of Delhi Police, it was observed that Toyota Cars – Fortuners/ Innova Crysta are mostly targeted by auto lifters. Accordingly, DCP Satish Kumar was directed to deploy his teams from Eastern Range-I and Western Range-I to study the pattern at receivers end to bust the organised syndicate dealing in these highly valuable cars.
(MOREPIC1)(MOREPIC2)(MOREPIC3)Accordingly, teams of Eastern Range-I and Western Range-I under the guidance of DCP Satish Kumar developed information after hectic analysis of GPS data/CDR/Dump Data and human surveillance feedback. Both the teams in co-ordination with each other developed specific inputs about stolen luxury cars going to Southern, Western and North- Western parts of India.
The efforts succeeded and the team of Eastern Range-I/Crime Branch busted a gang involved in receiving and selling of stolen luxury cars from Delhi to Western and Southern parts of India and subsequently arrested 07 buyers/sellers of stolen vehicles and 18 stolen luxury vehicle, 18 fake number plates & 6 forged registration certificates were seized from Goa, Mumbai, Pune & Hyderabad.
Similarly, the team of Western Range-I/Crime Branch busted an auto lifter gang active in Delhi/NCR area and arrested 07 accused persons including 02 auto lifters, 01 maker of forged high security number plates, 01 mechanic and 03 buyers/seller of stolen vehicles. O7 stolen vehicle, 16 tampered engines, forged high security numbers plates, forged high security holograms, IND stickers and articles used for making forged number plates were seized from Delhi, Punjab, Himachal Pradesh & Haryana.

Similarly, raids were conducted in Delhi, Punjab, Chandigarh, Goa and Karnataka by team of Western Range-I led by Insp Manoj Dahiya and Insp Sunil Kumar and comprising of SI Anshu Kadian and HC Dinesh Kumar, HC Vinod, HC Aditya, HC Ravi Bhardwaj and HC Ram Niwas.
During raids in Chandigarh and Punjab, a warehouse used for dismantling stolen vehicles in the area of Mohali was unearthed and 16 tampered engines were recovered from the warehouse. These engines had been dismantled from stolen vehicles. As accused had tempered the vehicle identification number (VIN) it took great efforts to connect them to the stolen vehicle FIRs.

INTERROGATION: On interrogation of syndicate operating in Western/ Southern part of India, the accused Rajkumar Kiran Sana Singh disclosed that after completing his BBA from Chennai, initially in order to fulfil his daily needs, he started selling financed cars to Manipur based people. He then came in touch with Bappa Ghosh of West Bengal, started buying stolen cars from him and then selling them to his contacts in Manipur. Later through Bappa Ghosh, he came in contact with Daddy Singh & M.K of Uttar Pradesh through Whatsapp and they started providing him stolen luxury cars in Pune. He later came in contact with Akash Desai, Yash Desai and Austin Cardoz, all residents of Goa, to whom he started delivering the stolen cars and organised the crime syndicate.
During interrogation, a startling fact has come to notice that accused Raj Kumar Kiran Sana was in touch with many stolen car suppliers, who were receiving these vehicles from the first rung receivers at Meerut (UP). He has not even seen most of them in person but developed high level of criminal trust and was operating mostly through social media apps. Team had to toil hard to trace and connect the stolen vehicles. Financial documents are verified and are under further process.
Similarly, on interrogation of syndicate operating in Western and Northern part of India, the accused persons disclosed that Tajinder Singh @ Bobby used to steal vehicles with his two associates namely Harpreet @ Smarty and Ramjeet Singh @ Ram @ Chintu from Delhi. Both had met in the jail. Accused Tajinder Singh @ Bobby and Ramjeet Singh @ Ram @ Chintu disclosed about theft of about 40 vehicles from different areas of Delhi. They further sold the stolen vehicles to different places in Uttar Pradesh, Punjab & Himachal Pradesh.
Accused Uttamjeet Singh, who is a mechanic, tampers the chassis number, engine number and imprints the chassis numbers on different vehicles. The details of car numbers, chassis numbers & engine numbers were provided by accused Amandeep Singh @ Patwari as he is a dealer of old cars and details of vehicles were available with him. They mostly chose registration numbers of total loss/accidental cars. After that, they prepared the forged registration certificate and sold the vehicles. Accused Anil used to provide forged number plates with forged high security holograms for stolen vehicles.
MODUS OPERANDI : Mr. Ravindra Singh Yadav, IPS , Special Commissioner of Police, Crime, said, the modus operandi of the criminal gang involved in lifting the cars was to first identify vehicles of particular make and colour declared as 'Total Loss' by insurance companies. The vehicles identified were then purchased by the gang. The parts of purchased vehicles were disposed off as scrap, while their documents were retained. On receiving a demand for a vehicle of specific make and model, the thieves used to carry out a recce in Delhi-NCR and identify their targets and would lift one among them. The number plate and chassis number of the stolen vehicle were then obliterated and replaced with total loss vehicles purchased by the gang. This gave a new identity to the stolen vehicles.
The auto-lifters either used a specially designed screwdriver like tool to break open the lock of the car which is key operated or they used a software tab to prepare a duplicate key of the car so targeted by them. They then used master keys to start the car and flee within seconds. The auto lifters then parked the vehicle stolen in some pre-decided places or parking lots to let the vehicles cool off (to check whether any GPS is present in the car or not).
Thereafter, the vehicles are delivered to the drivers of first hand receiver at the places already directed to the auto lifters. The first hand receiver of the stolen cars then directs his driver to deliver the stolen car to its desired receiver at the location already decided. The insurance papers and fake registration certificates are either prepared by the first hand receivers or sometimes by the mediators who receive stolen cars from the first hand receivers. The insurance papers and registration certificates are prepared on computers after edition and there printouts are taken on plastic cards through sophisticated printers.
The accused persons also revealed that to engrave the chassis number of total loss vehicles on the stolen cars, they use a chemical which the goldsmith use for melting gold.
ADVISORY TO THE MANUFACTURERS & INSURERS: During the investigation of the case, it has been observed that the security features of some high end cars is not foolproof and taking advantage of the same, the auto thieves effortlessly steal these cars. The following advisory can be adopted by them to protect the loss of buyers and stake holders involved with the vehicle.
The manufacturer can either place a SIM card or chip, that can be accessible to the customer with the option that if the vehicle is stolen away, he can easily disable the engine by giving a suitable command.
The insurance companies need to make sure that the vehicle declared as total loss due to accident, its engine and chassis should be blocked and information be uploaded on websites in public interest, so that the same could not be used by any of the gangs involved in auto theft.
The second hand buyers should make sure that before buying any car they should either check the engine and chassis details themselves or get the same checked through some agency, to make sure that the engine chassis details are matching with the registration details.
KNOW THE ACCUSED:
Rajkumar Kiran Sana Singh, 34 Years, r/o Thoubal Wangkhem, Mayai Leikai, PS-Yaripok, Manipur is a BBA Graduate. To earn easy money, he along with his associates Akash Desai, Yash Desai, Austin Cardoz, Bappa Ghosh, Daddy Singh & M.K. formed this crime syndicate dealing in stolen luxury cars.
Yash Desai, 28 Years, r/o Khade Bazar, PS Shahpur Belgavi Karnataka, studied upto 12th class. His uncle Akash Desai was sentenced to imprisonment for a period of 10 years in a drug case of Goa. In the absence of his uncle, he took the business of buying and selling of stolen cars from Rajkumar Kiran Sana Singh. He was earlier arrested by the Bengaluru police and 34 stolen/financed cars were recovered in the case.
Austin Cardoz, 29 Years, r/o Mazzal Vado, Anjuna Goa. He runs a restaurant bar under the name of Banana Forest in Goa and also deals in sale/purchase of bikes and cars. He is a childhood friend of accused Yash Desai. Earlier in order to earn quick profit, he started buying stolen cars from Yash Desai but due to his greed he bypassed Yash Desai and directly contacted the mastermind Rajkumar Kiran Sana Singh. He started directly buying stolen cars from Rajkumar Kiran Sana Singh and sold all the cars to his friends on a high margin profit of approx 5 lacs on each car. He is found involved in selling 7 of the recovered stolen luxury cars.
Suraj Sharma, 35 Years R/o Narsanghi, Rajendra Nagara, Distt. Rangareddy, Andhra Pradesh, works as a mediator in sale/purchase of used cars. In order to earn easy money, he mediated various deals of stolen cars from Austin Cardoz and Yash Desai. At his instance, 3 stolen luxury cars were recovered from Hyderabad and Mumbai.
Ankit Dhoundiyal R/o Lodhi Colony, New Delhi, 37 years, is a social worker and was involved in buying a stolen fortuner car with tampered chassis and fake registration details.
6. Reshab Mittal R/o Shakti Khand-II, Indirapuram Ghaziabad, Uttar Pradesh, 28 years, is a financer by profession. He was involved in mortgaging a stolen fortuner car with tampered chassis and fake registration details to his known Ankit Dhoundiyal.
Sajjad Khan R/o Raghu Nagar, Pankha Road Delhi, 38 Years, runs a AC repairing shop. He was involved in selling a stolen fortuner car with tampered chassis and fake registration details to his known Reshab Mittal.
Manjeet Singh Gill @ Sunny @ Tower, 35 Years, r/o Tilak Nagar, Delhi, studied upto 8th class only. To earn easy money he alongwith his associate Amandeep Singh @ Patwari involved in the business of stolen vehicles.
Amandeep Singh @ Patwari, 30 Years, r/o Tilak Nagar, Delhi, studied upto 10th class. He involved in the business of sale/purchase of vehicles for 4-5 years.
Uttamjeet Singh, 37 Years, r/o Chandar Vihar, Delhi, studied up to 8th class only. He is a car mechanic and running his own shop since last 02 years. He came in contact with auto lifter Tajinder Singh @ Bobby and joined the gang.
Anil Kumar, 43 Years, r/o Uttam Nagar, Delhi, studied upto 6th class only. He worked in a company named Shining Boards who was making number plates & boards. Since last one year he starts his own business of making registration number plates. However due to govt. policy of high security numbers he was not earning much. So he started making forged high security registration plates.
Tajinder @ Bobby, 37 years, R/o Bahadurgarh, Haryana, studied upto 6th class only. He was previously involved in 29 criminal cases. To earn easy money he started committing auto theft crimes.
Rakesh Bali, 65 years, R/o Sirmaur, Himachal Pradesh, studied upto 10th class. He used to buy stolen vehicle to sale further on higher rates.
Ramjeet Singh @ Ram, 28 Years, R/o Vikaspuri, Delhi, studied upto 12th class. He was previously involved in 37 criminal cases. Earlier he used to run a Kabadi Shop in Mayapuri, Delhi. He started buying stolen vehicles and sold them to Patiala, Punjab.
Investigation regarding their associates located in West Bengal, Uttar Pradesh and other parts of India who were delivering stolen luxury cars from first hand receiver is in progress. Efforts are going on to arrest the remaining accused and bust the entire nexus including the receivers, the auto lifter, thieves and drivers who carry the stolen cars to safer/parking places for further disposal.
