HARYANA RIGHT TO SERVICE COMMISSION IMPOSED FINE OF RS. 5K TO MANAGER PNB ON FAILING TO DISBURSE LOAN ON STIPULATED TIME OF FRAME

The Haryana Right to Service Commission has decided to impose a fine of Rs 5000 on the manager of a Punjab National Bank branch for failing to disburse the loan within the stipulated time frame. This fine will be deducted from the manager's April month salary.

Providing details in this regard here today, a spokesperson of the Haryana Right to Service Commission said that the Chief Commissioner, Sh TC Gupta, addressed three cases concerning beneficiaries of the Mukhyamantri Antyodaya Parivar Utthan Yojana (MMAPUY) in March. One such case involved applicant Ompati from Siwani, where the Commission took suo motu cognizance.

In this case, the Commission has imposed a fine of Rs 5000 on Anuj Verma, the branch manager of Punjab National Bank in Siwani, district Bhiwani, for the delay in loan disbursement. The Commission, in its ruling, has mandated that this fine be deducted from the branch manager's salary for the month of April, with the deducted amount to be deposited into the state treasury. Furthermore, the Commission has directed that the challan receipt for this deduction be submitted to the Commission within the next 30 days.

Additionally, hundreds of cases were identified where loans were sanctioned but not disbursed even after purchase. Consequently, it was decided that the Commission would investigate 100 cases characterized by significant delays in loan disbursement and take appropriate action. This decision aims to serve as a deterrent to bank officials who exhibit negligence in their duties.

Likewise, in the case of applicant Karmavir from Bidhwan village, branch manager Anuj Verma has been instructed to ensure timely resolution of cases related to beneficiaries of the Mukhyamantri Antyodaya Parivar Utthan Yojana (MMAPUY), aligning with the scheme's objectives. In addition, the case of applicant Rajesh from Bidhwan village has been registered, given Rajesh's possession of a Kisan Credit Card facility.

The spokesperson said that in these cases, the Commission has instructed the Deputy Director of the Animal Husbandry Department in Bhiwani to investigate the authenticity of the undated letter provided by Ompati, presented on behalf of Dr. Rajkumar Beniwal, SDO of the Animal Husbandry Department in Siwani. A report regarding this matter is required to be submitted to the Commission by April 22, 2024. Similarly, the Commission has directed the SDO of the Animal Husbandry Department in Siwani to initiate the process for a second purchase, ensuring timely payment by the bank.

During a meeting held on October 6, 2023, of the State Level Bankers' Committee (SLBC) and Deputy General Managers (DGMs) from several banks, chaired by the Chief Commissioner of the Haryana Right to Service Commission, it was brought to the Commission's attention that numerous loans were not being disbursed on time by banks.
